RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S ALLOCATION ON OF FUNDS FROM ACCOUNT
CODE NO. 9211.35 AND 'ISE ISSUANCE OF A
PURCHASE ORDER. FOR SAID SERVICES.
WHEREAS, on October.. 1.6, 1995, the City of Miami purchased
the property located at 444 Southwest 2nd Avenue, Miami, Florida,
more commonly known as the City of Miami Riverside Center
("MRC"); and
WHEREAS, in August, 1995, the City Manager made a finding
that the acquisition of security guard services was an emergency
so as to provide continued and uninterrupted security and to
preserve the City's investment in the property while the
formalized bidding pracess was undertaken; and
WHEREAS, the interim period for said acquisition was from
October, 1995 through March, 1996; and

NOW, 'Y'`FiEREFORS, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
.Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a. four -fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Manager's finding of
an emergency is hereby ratified, approved and confirmed, the
requirements for competitive sealed bidding procedures are hereby
waived, and the acquisition of security guard services, on an
interim basis for the period of October, 1995 through March,
1996, in the amount of $73,046.00, from Milex Security Inc., for
the City of Miami. Riverside Center, located at 444 Southwest 2nd
Avenue, Miami., Florida, is hereby approved.
Section 3. The City Maaager's allocation of funds from
Account Code No. 921135 and issuance of a purchase order are
hereby ratified, approved and confirmed for said services.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully requested that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's Finding Of Emergency; waiving, by a 4/5ths
affirmative vote of the City Commission, the requirements for competitive sealed bids, and
approving the procurement of security guard services, on an interim basis, for The City of Miami
Riverside Center located .at 444 S.W, 2nd Avenue, Miami, Florida, from Milex Security
Company (a Dade County, Black owned vendor) in the amount of $73,046.00; allocating funds
therefore from account code 921135; further ratifying, approving and confirming the City
Managor's issuance of an Emergency Purchase Order for this service.
BACKGROUND:
The Office of Asset Management has prepared the attached Resolution for consideration by the
City Commission.' la August 1995, I authorized a Finding Of Emergency to procure security
guard services on an emergency basis from Milex Security, Inc. in order to provide continued and
uninterrupted security related protection and to preserve the City's investment in file property
while the formalized bidding process was being undertaken. Milex Security was utilized in that
this contractor was being used by Florida Power &. Light upon the City purchasing the property
froin same. The interim service ran from October 1995 through March 1996.
Therefore, at this time, it is rexomsmended that the City Commission adopt the attached
Resolution ratifying the City Manager's Finding Of Emergency and the issuance of an
Emergency Purchase Order for this service for the amount specified..

This memorandum serves to request that you approve a finding of emergency for the
provision of property maintenance services for the building located at 400 SW 2 Avenue
(commonly referred to as the "FPL building") proposed for purchase: by the City of
Miami.
With the closing presently scheduled for October 2, 1995, it will be necessary to provide
certain services immediately upon the City taking possession of the property in order to
maintain the facilities in a clean, safe and sanitary condition. We have investigated the
use of ®ade County and Dade County School Board bids for similar type facilities but,
unfortunately, the Chief Procurement Officer and the City Attorney's Office have stated
we cannot utifize these bids' as they were bid on a per site basis rather than on a unit
cost basis. The City therefore has no means by which to compare the cost quoted to
the City to that quoted in the respective bid. As a consequence, the City will need to
seek formal competitive bids for these services which will require approximately two to
three months to procure inclusive of the time it takes for Commission approval.
Therefore, it is requested at this time that you authorize the Chief Procurement Officer
to issue emergency purchase orders to the following vendors previously utilized by
FP&L for the essential services for a period not to exceed four months. An estimated
cost is being provided, however, written proposals are being requested from each
vendor.

The vendors will be requested to provide services similar to that provided to FP&L while
the City undertakes its competitive process. The knowledge these venders hold as to
the service needs of the existing facility shall provide the most efficient and
comprehensive service while. maintaining continuity for the building and protecting our
newgy acquired asset. Failure to ,provide these services at this time could result in
increased operating costs in the future particularly as it reiates to potential earlier
replacement of major equipment components that are not property maintained.
Ratification ation of those procurements in excess of $4,500 shall be sought from the C ty
Commission in accordance with City Code procedures.

onlar to flow rung for the City to seek formal competitive bids for these services. A. copy of your,
approval is attached for reference. Bids for items 1, 2, 3 and 4 above have already been issued and
should be n9ady for consideration by the City Commission at the next regularly scheduled meeting of
Febauery 2 - Hid specifications for items 5 and 6 above are being prepared and should be ready to be
issued shortly. It is hoped that these bids will be less than $4,500 thus minimizing the time frame
betwven "mipt of bids and award of bids.
