A RESOLUTION, BY A FOUR. -FIFTHS (4/5THS) AFFIRMATIVE VOi'rE OF THE MEMBERSI OF T11E CITY COMMISSION, RATIFYING, APPROVING .AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY; WAIVING THE RRQUIREMWrfi FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE ACQUISITION OF JANITORIAL SERVICES, ON AN INTERIM BASIS FOR THE PERIOD , OF OCTOBER, 1995 THROUGH MARCH, 1996, FROM ADVANCED SERVICES, INC. , IN THE AMOUNT OF $8, 662.00, FOR °.CSE CITY OF MI.AMI RIVERSIDE CENTER, LOCATED Er 444 SOUTHWEST 2ND AVENUE, MIAMI, FLORIDA,; FURTHER, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ALLOCATION OF FUNDS FROM ACCOUNT CODE NO. 921135 AND THE ISSUANCE OF A PURCHASE ORDER FOR SAID SERVICES. WHEREAS, on October 16, 1995, the City of Miami purchased the property located at 444 Southwest 2n.d Avenue, Miami, Florida, more commonly known as the City of Miami Riverside Center ("MRC");.and WHEREAS, in August, 1995, the City Manager made a finding that the acquisition of janitorial services was an emergency so as to maintain the MCR in a clean, safe and sanitary condition and to preserve the City's investment in the property while the formalized bidding process was undertaken; and WHEREAS, the interim period for said acquisition was from October., 1995 through March, 1996; and CY!'Y` C014MSSION NEETMG or SEP 12 Resoll don NcL 96- 639 0 WHEREAS, funds were available from Account Code No. 921.135 for said acquisition; NOW, THEREFORE, BE IT RESOi=D BY THE COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Connission, the City Manager's finding of an 'emergency is hereby ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are hereby waived, and the acquisition of'janitorial services, on an interim basis for the period of October, 1995 through March, 1996, in the amount of $8, 662.00, from Advanced Services, Inc., for the City of Miami Riverside Center, located at 444 Southwest 2nd Avenue, Miami, Florida, is hereby approved. Section 3. The City Manager's allocation of funds from Account Code No. 9211.35 and issuance of a purchase order are hereby ratified, approved, and confirtned for said services. Section 4.' 'lie honorable Mayor & Members DATE : SEP 3 IP96 ME of the City Commission SUWECT : interim Janitorial Services Cesar FROM: City REFERENCES: ENCLMAES : C�P_ RECOMMENDATION: It is respectfully requested that the City Commission adopt the attached Resolution ratifying, approving, and confirming the City Manager's Finding Of Emergency; waiving, by a 4/5ths affirmative vote of the City Commission, the requirements for competitive sealed bids, and approving the procurement of janitorial services, on an interim basis, for The City of Miami Riverside Center located at 4.44 S.W. 2nd Avenue, Miami, Florida, from Advanced Services, Inc. (a local, Hispanic owned vendor) in the amount of $8,662.00; allocating funds therefore from account code 921) 35; further ratifying, approving and confirming the City Manager's issuance of an Emergency Purchase Order for this service. BACKGROUND: The Office of Asset Management has prepared the attached Resolution for consideration by the City Commission. • In August 1995, I authorized a Finding Of Emergency to procure janitorial services on an emergency basis from Advanced Services, Inc. in order to provide continued and uninterrupted janitorial services for the purpose of maintaining the facility in a clean, safe, and sanitary condition and to preserve the City's investment in the property while the formalized bidding process was being undertaken. Advanced Services was utilized in that this contractor was being used by Florida Power & Light upon the City purchasing the property from same. This interim service ran fiom October 1995 through March 1996. Tberefore, at this time, it is recommended that the City Commission adopt the attached Resolution ratifying the City Manager's Finding Of Emergency and the issuance of an Emergency Purchase Order for this service for the amount specified. 96- 6391 'INTER-GFFICE MEhiOFiAhIOOO Cesar H. Odlo August 30, .1995.- �C City Manager Fhid`!�9 of Emergency r,:���'u Ultiig Services for 400 SW 2 Avenue 1=duard odriguez, Director FROM Office, of sset Management REFERENCES and Capita mprovements ENCLOSURES This memorandum serves to request that you approve a finding of emergency for the provision of property maintenance services for the building located at 400 SW 2 Avenue (commonly referred to as the "FPL building") proposed for purchase by the City of Miami, With the closing presently scheduled for October 2, 1995, it will be necessary to provide certain services immediately upon the City taking possession of the property. in order to maintain the facilities in a clean, safe and sanitary condition. We have investigated the use of Dade County and fade County School Board bids for similar type facilities but, unfortunately, the Chief Procurement Officer and the City Attorney's Office have stated we cannot utilize these bids as they were bid on a per site basis rather than on a unit cost basis. The City therefore has no means by which to compare the cost quoted to the City to that quoted in the respective bid. As a consequence, the City wiil need to seek formal competitive bids for these services which will require approximately two to three months to procure inclusive of the time it takes for Commission approval. Therefore, ifi is requested at this time that you authorize the Chief Procurement Officer to issue emergency purchase orders to the following vendors previously utilized by FP&L for the essential services for a period not to exceed four months. (for chiller) 7) Janitorial Advanced 500.00 mo. The vendors. will be requested to provide services similar to that provided to FPBL while the City undertakes its compatiiive process. The knowledge these vendors hold as to the service needs of the existing facility shall provide the most efficient and comprehensive service while maintaining continuity for the building and protecting our newly acquired asset. Failure to provide these services at this time could result in increased operating costs in the future particularly as it relates to potential earlier replacement of major equipment components that are not properly maintained.
