APPROVING AND CONFIRMXNG THE CITY MANAGERI S FINDING OF AN EMBRGITNCY; WAIVING THE REQUIREMENTS FOR C'OMPETI`E'IVE SEALED BIDDING PROCEDTMEsS AND APPROVING THE ACQUISITION OF E LE"UMTOR MAINTk''Ir%ANCE SERVICES, ON AN INTERIM BASIS FOR THE PERIOD OF OM- 'OHER., 1995 THROUGH MARCH, 1996, FROM MIAMI ELEVATOR, INC., IN THE AMOUNT OF $ 9 , 3 S 3 .0 0 , FOR THE CI L OF MIAMI RIVERSIDE CEMER, LOCATED AT 449 SOUTHWEST 2ND AVENUE, MIJUAI , FLORIDA; FURTHER, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ALLOCvATXON OF FUNDS FROM ACCOUNT CODE NO. 921135 AND THE ISSUANCS OF A PUROME ORDER FOR SAID ACQUISITION. WHEREAS, on October 16, 1995, the City of Miami purchased the property located at 444 Southwest 2nd Avenue, Miami, Florida, more commonly known as the City of Miami Riverside Center ("MRC"); and WHERRAIS, in August, 1995, the City Manager made a finding that the procurement of elevator maintenance services to provide continued and uninterrupted safe elevator operation and maintenance from Miami Elevator, Inc. was an emergency so as to preserve the condition of MRC's elevators and the City's investment in the property while the formalized bidding process was undertaken; and WHEREAS, the interim period for said acquisition was from October, 1995 through March, 1996; and CITY CC9imSSIox MEETING OF 5EP 12 1996 Resolution No, 96- 638 WHEREAS, funds were available from Account Code No. 921135 for said acquisition; NOW, THSREPORE, BE IT RESOLVED BY `MIR COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. The recitals and findings contained In .the Preamble to this Revolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City commission, the City Manager's finding of an emergency is hereby ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are hereby waived, and the acquisition of elevator maintenance services, on an interim basis for the period of October, 1995 through March, 1996, in the amount of $9,383.00, from Miami Elevator, Inc., for the City of Miami Riverside Venter, located at 444 Southwest 2nd Avenue, Miami, Florida, is hereby approved. Section 3 . The City Manager's allocation of funds from Account Cade No. 921135 and issuance of a purchase order are hereby ratified, approved and confirmed for said acquisition. BACKGROUND: The Office of Asset Management has prepared the attached Resolution for consideration by the City Commission. In August 1995, I authorized a Finding Of Emergency to procure elevator maintenance services on an emergency basis from Miami Elevator, Inc, in order to provide continued and uninterrupted safe elevator operation and maintenance thereby maintaining the condition of the facility's elevators and to preserve the City's investment in the property while the formalized bidding process was being undertaken. Miami Elevator was utilized in that, this contractor was being used by Florida Power & bight upon the City purchasing the property from same. °This interim service ran from October 1995 through March 1996. Therefore, at this time, it is recommended that the City Commission adopt the attached Resolution ratifying the City Manager's Finding Of Emergency and the issuance of an Emergency Purchase Order for this service for the amount specified. 96- 638 1 I: Cesar H. With the closing presently scheduled for October 2, 1995, it will be necessary to provide certain services immediately upon the City taking possession of the property -in- order to maintain the facilities in a clean, safe and sanitary condition. We have investigated the use of Dade County and Dade County School Board bids for similar type facilities but, unfortunately, the Chief Procurement bficer and the City Attomey's Office have stated we cannot utilize these bids as they were bid on a per site basis rather than on a unit cost basis. The City therefore has no means by which to compare the cost quoted to the City to that quoted in the respective bid. As a consequence, the City wiii need to seek formal competitive bids for these services which will require approximately two to three months to procure inclusive of the time it takeas for Commission approval. Therefore, it is requested at this time that you authorize the Chief Procurement Officer to issue emergency purchase orders to the following vendors previously utilized by PP&L for the essential services for a period not to exceed four months. An estimated cost is being provided, however, written proposals are being requested from each vendor. Advanced 500.00 mo. The vendors will be requested to provide services similar to that provided to FP&I_ while the City undertakes its competitive process. The knowledge these vendors hold as to the I service needs of the existing facility shall provide the most efficient and comprehensive service while maintaining .continuity for the building and protecting our. newly acquired asset. Failure to provide these services at this time could result in increased .operating costs in the future particularly as it relates to potential earlier replacement of major equipment components that are not properly maintained. Bids for items 1, 2, 3 and 4 above have already been issued and should be ready for consideration by the City Commission at the next regularly scheduled meeting of Pebnmry 29th. Bid specifrc4tions for items 5 and 6 above are being prepared and should be ready to be issued ihortly. It is hoped that these bids will be less than $4,500 thus minimizing the time frame between receipt of bibs and award of bids. Thank you for your consideration of this matter.
