HomeMy WebLinkAboutR-96-0630J-96-1006 8/16/96 RESOLUTION NO. 9 6 r 630 A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF 1WO (2) 15- PASSENGER VANS FOR THE POLICE DEPARTMENT ,FROM DADELAND DODGE, A NON-MINORITY/DARE COUNTY VENDOR, IN A TOTAL AMOUNT OF $47,003.00; ALLOCATING FUNDS THEREFOR FROM THE "'GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM" SPECIAL_ REVENUE FUND, INDEX CODE ,. 290606-84 0 ($315,252.25) AND THE POLICE DEPARTMENT FY `995-96 GENERAL OPERATING BUDGET, INDEX CODE 290201-M ($11,750.75); FURTHER RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THIS PURPOSE. WHEREAS, the City Manager has adopted a finding that the purchase of two' (2) 15 passenger vans by the Department of Police to transport ex -Bang members and/or potential gang members to activities that will discourage their involvement in pangs, is an emergency; and .�.b1.YYs4Yw COMMSSION PM ETURYC OF Rttv�uciou Ylo. 96- 630 M�IR�eYM�sAYp1�1M.N=9.Ifo . f�- rw WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and the procurement of said passenger vans from Dedeland Dodge ba approved; and WHEREAS, Informal quotes were solicited from three vendors and the quote from iDadeiand Dodge was the lowest most responsible and responsive response; and WHEREAS, funds are available from the "twang Reduction Activities and Sports Program" Special Revenue Fund, Index Code 250606-540, Project No. 148001 ($35,252.25), and from the Police Department General Operating Budget, Index Code 290201-540 ($11, 750.75) for a total amount of $47 ,003.001: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITE' OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 9. The City Manager's issuance of an emergency purchase order for this purpose Is further ratified, approved and confirmed. Section 4. Funding will be as follows: $35,252.25 from the Gang Reduction Activities and Sports Program Special Revenue Fund, Index Code 290606-840, Project' No' 148001, acid.'$11,750.75 from the Police Department General Operating Budget, Index Cade 2902-01-840. 8ACK_CvRQItP Q: The Miami Police Department was awarded a grant, from Metro -Dade: County, to implement the Gangs Reduction Activities and Sports Program (GRASP). On February 29". 1996, the City Commission 4provedd the creation of a special revenue fluid (turd. # 11339) for this prom and authorized aoGeptance of the grant. The purchase of two (2) 15-•passenger vans is included within the GKA,SP grunt. These vans will be used to transport ex -gang membeas,.ared/or potential gang members to activities that will discourage their involvement in gangs. In order to meet the Grants decline, an emergency fs=base was necesjsary. Normal procrAures for laid a -►girds would not have allowed the Police Department sufficient time to submit proper invoices for reimbu cement; therefore, they would have been forced to forges purclmsing the vas ,affecting their ability to meet the Grant's standerds. Police Department solicited quotes from three different vendors. The lowest bidder is able to g r�vide, there with the type of vehicle they require. The total cost for the vans will not exceed $47,003.00 and the funding sources are as follows; 75% frorn the GRASP Oral k and 25% fmrn' the Polio Department Generic Operating Budget (the Grant requires a 25% mach with City futirds).
