WHERR,AS, the Little Haiti N.B.T. Service Canter and property
owners have requested that the City restrict vehicular access to
certain streets within the Reid Acres Industrial District in the
Little Raiti ,neighborhood in the City of Miami , Florida; and
MIERRAS, ,Police Department, Fire -Rescue Department, General
.Set rices Adnini stration/Soli.d Waste Department and Public Works
Department _ have evaluated the potential effects of the proposed
vehicular access restrictions upon their respective pperations.;
and
WEIRfLEAS, the recommendations of the various City Depal t:ments
were reviewed by the City Commission and no objec-.bons to
pexTmr.ent vehicular access restrictions to certain streets in
Proposed Plan'A"'were sustained by the City Commission provided
that: three (3) new fire hydrants and a 12 -inch water main
extension be installed within the Reid Acres Industrial District;
and

WRER8AS, Section 54-17 of the Code of the City of Miami,
Florida, gives the City Commission the power, after a properly
advertised public hearing, to recommend to the Metropolitan JDade
County Traffic Director that vehicular accese to a particular
street be prohibited where such prohibition is found to be in the
best interest of thy► public; and
WLOR, pursuant to due public notice, a public hearing was
held before the City Commission 'on September 12, 1996 as to any
objections to the permanent prohibition of vehicular access to
the streets, according to Plan. "A", and no objections' of
substance were sustained by the Commission; and
WHSRRAS, the City Commission has approved the prohibition of
vehicular access to the streets, according to Plan "A—"V subject
to the approval of the Metropolitan 11ade County Traffic ,Director,
to be inplemented on a permanent basis, provided that specific
requirements set forth berein are met; and
WHEREAS, the City Commission finds' that the herein permanent
restriction of vehicular access is in the beta►.: interests of the
public;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OV INS CITY
OF MXAMI, FLORIDA:
Section. 1, The recitals wid findings set Zort, in the.
Preamble to this Resolution are hereby adopted 17y reference
thereto and incorporated herein as if fully- set forth in this
Section.
Section. 2. It is hereby directed that vehicular access
to curtain streets, subject: to the appratral of the Metropolitan

Dade County Traffic Director, in the Reid Acres Induce Ix ial
District in the City of Miami , Florida, in accordance with Plan
"A", be permanently restricted in accordance with the findings an
set forth hereina Bove, subject to the following:
(a) the design of the barricades shall be approved by
the Fire -Rescue Department, the Police Department
and the Public Works Department,
(b) all' of the barricades shall be installed by
licensed contractors approved by the aublic Works
Department,
(c) three (3) new fire hydrants and a iZ --inch water
main extension shall be installed within the Reid
Acres Industrial District as directed by tit:,Fi,re,
Rescue and Inspection Services Department:

RECOMMENDATION:
Itis respectfully reconzaanded that the City Commission adopt the'
attached resolution authorizLng the permanent restriction of
vehicular acaceas to streets within the Reid Acrea Indu atri,ai Area
in the Kittle Haiti neighborhood, subject to the approvaal of the
Dade County Traffic Director.
BACKGROUND:
The 'Little Haiti Neighborhood Enhancement Team Service Canter and,
property owners have i;equested that vehicular acceas®
restricted to ,certain streets serving the Maid Acres Induatrial
Area in , the Little Haiti neighborhood. This reques"L is in
response to the increasing need to control and prrevant illegal
damping and criminal activities vei.thin the industrial arrea.
Meetings have been conducted with the City's Police, Fire and
Public,Works Departments and the Metropolitan Dade Cou&ty publics
Works Department to address each departments concernsand develop
a traffic control plan that meets the needs of the neigbbprhood.,
The Dade County Traffic Director has given conditional, approxral
of the plan as presented.

The City of Miami Fire-R=, ue Department 1ms the following comments lit refeEtac:e to
the proposed installation of iron picket secufity gates at the various lomlons def ved in
the "Traffic Control Plan for Little Haiti" letter dated, November 30,1995.
The. Fire Depaxtsne w has determined that there are two (2) =eptable alternatives to
utEii13 vg batrrmles, the first being a "Berm" type. This bem ixsuld be s1mHar to the
concrete median you would see dividing a multi -lane sit. This would allow emergency
vehicles to drive over the berm and have the most direct access route to the emerrntuy
site iff needed.
The second acceptable solution would he a "Guard Cates'. 11m gates shall be staffed
twenty-four horns a day by personnel trained to assist emergency response unit with, the;
locidon of the emergency utilizing the quit kit route. This is neemmy ford-45c'

we have reviewed the three requests for street closures and would
like to offer the

It appears the proposed closure of NE 51 Street east of UE 2 Avenue
will not adversely ia�pa ct our roadway network. However, if ,the
east leg of the signal:i2ed intersection of NE 2 Avenue and NE 51
Street is closed and access to this development is maintained t.hru

,this location. Thercefore, our approval will be contingent .upon the
following:

It appears NE 1 Place: between HE 75 Street and HE 73 Str' eet.,EE 73
Street between HE 1 Place and HE 2 Avenue are used by large
trailers. We , are skeptical as to how these trailers will turn
around to get out, if the closure is granted at HE 1 Place and NE
75 Street. The other intersection of NE 2 Avenue and HE 73 Street

is not signalized thereafare, it will be very difficult for the
trailer* to exit thru this inteerse'ction, specifically heading
northbound on NE 2 Avenues, contrary to the present operation where
they can utilize the existing signal at the intersection of NE 2
Avenue and HE 75 Street to go north.
However,, we may have no objection to the closure of NE 73 Street
just weeset of HE 2 Avenue contingent upon the following conditions
and if a provision is made for the trailers to turn &round:

Our field review revealed that the NE 67 Street east of NE 4 Avenue
is already closed. the containers are used to seal. off U%e road.,
It appears that the anther requested closures will not, adversely
impact our roadway network and we will have no objection to these
closures. However, our approval is contingent upon the followin'q
