MIAMI, FLORIDA, SUBJECT TO CONDITIONS AS SRT
FORTH HEREIN,
WHEREAS, the Little Haiti N.E.T. Service Center -and property
owners have requested that the City .restrict vehicular access to
a certain street within the Sabal Palm Court: Apartment Complex in
the Little Haiti neighborhood in the City of Miami,, Florit,,Ia; and
WHEREAS, Police Departts nt, Fire -Rescue, General Services
Aftinistration/Solid Waste Department and Public Works Department.,,
have evaluated the potential effects of the proposed vehicular
access restrictions upon their respective operations; and
WHEREAS, the recommendations of the various City DeF�a7:tments
were, reviewed by the City Commission and no objections to
permanent vehicular, access restriction to Northeast 51,Street at
the easterly side of its intersection with Northeast 2 Avenue
were sustained by the City Commission, provided that a new
traffic signal be installed at the intersection of Northea.st 54
Street and Northeast 3 Avenue; and

WHEREAS, Section 54-17 of the Code of the City of Miami,
Plorids, gives the City Commission. the power, after a properly
advertised public hearing, to recommend to the Metropolitan Dade
County `traffic Director that vehicular access to a particular
street be prohibited where such prohibition is found to be in the
best interest of the public; and
hTER AS, pursuant to due public notice, a ,public hearing was

held before the City Commission on September 12, 1996 as to any
objections to the permanent prohibition of vehicular access to
Northehst 51 Street at the easterly side of its intersection with
Northeast 2 Avenue, and no objections of substance were sustaiaed

by the Comni ssion; and
WHERE 3, the City Commission has approved the prohibition of
vehicular access to Northeast 51 .Street at the easterly side of
its intersection with Northeast 2 Avenue, subject to the approval
of the Metropolitan Dade County Traffic Director, to be
implcmiented on a permanent basis, provided that specific
requirements set forth herein are'met; and
WHEREAS, the City Commission ;finds that the herein permanent
restriction of vehicular access is in the best interest of the
public;

Section 1. The recitals and findings set forth in, the

Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in .his
Section.

Section 2. It is hereby directed that vehicular access
to Northeast 51 Street at the easterly side of its intersection
with Northeast 2 Avenue, subject to the approval of the
Metropolitan Dade County Traffic Director, in the City of Miami,
Florida, be peratanently restricted in accordance with the
findings as set forth hereinabove, subject to the following:
i (a) the design of the barricade shall be approved by

the Fire -Rescue, the police Department and the
Public Works Department,
? tb3 the barricade shall be installed by licensed
contractors approved by the Public Yorks
Department,

(c) a new traffic signal shall be installed at the
intersection of Northeast 54 Street and Northeast:
3 Avenue as directed by the Metropolitan Dade
County public Works Department.
Section 3. This Resolution shall become effective

The Little Haiti Neighborhood Enhancement Team Service Center
and property owners have requested that vebiculasr• access be
restricted to Northeast 51 Street within the Sabal Rai rfl Cov&rt
Apartment . Complex in L. the Little Haiti. neighborhood. This
recraest is in response to the increasing need to control and
prevent illefgal criminal activities and control vehicular
traffic within. the neighborhood and a desire to improve the
character of the neighborhood.

Public Works Departments and the Metropolitan i Dade County

The City of Miami Fim-Rescue Depm anent has the following comments in reference to
the proposed installation of iron picket security gates at the various locations de;infti in
the "Traffic Control .Plan for Little Haiti" lett+vr dated, November 30, 1995.
The Fire Depament has detamined that the.a are two (2) acceptable alternatives to
utilizing barricades; the first being a "Berm" type. This berm would be similar to the
concrete median you would see dividing a multi -lane street. This would allow emergency
vehicles to drive over the berm and have the most direct accm route to the emergency
site if needed.
The second acceptable solution would be a "Guard Gate". These gates shall be staffed
twenty-four hours a day by personnel trained to assist, emergency revonse unit with the
lotion of. emergency utiH7jng the quickest route. This is necessary for those
respondng from other territories that are not familiar with the area. A street atlas marked
to display the quickest route should be given to all responding units.
Also, be advised that the installation of new fire hydrants and an eight (8) to twelve (12)
inch watermain extension MIX ba, required.
If thud •gate option is to be used instead of the berm, then The requirements for Flu

Dear Mr. Lee:
We have reviewed the three requests for street cllosii es and would
like to offer the following comments:
1.. rA COORT:
It appears the proposed closure of NE 51 Street east of NE .2 Jkvenue
will not adversely impact out roadway network. However, if the
east . leg of the signalized intersection, of ACE 2 avenue and'.NZ .51
Street is closed and access to this development is maintained th u
SE 3 Avgr,nue and NZ 54 Street, a traffic signal will be, required at
,this location,. Therefore, our approval will be contingent upon the
following:
y Signaliration of the intersection of NE 3 Avenue and AM 94
Street.
® Concurrence from City of Miami police Department.
Concurrence from City of Miami Fire Department.
Cone=xence f ron Metro -Dade Transit Agency.
w Concurrence from Metro -Dade Public Schools.
Concurrence. from 2 / 3 ,property owners ref f ected by this closnare.
It appears NE I Place between NE 75 Street and .NE 73 ,street, NE 73
Street between ICE I Place and NE 2 avenue are used by large
trailers. We are skeptical as to how these trailers will tufn
around to get out, if the closure is granted at NE 1 Place and NE
3.5 Street. The other intersection of NE 2 Avenue and NE 73 Street

is not signalized therefore, it will be very difficult faux' the
trailers to exit thru this intersection, specifically heading
northbound on NE 2 Avenue, contrary to the present operation where
they can utilize the existing signal at the intersection of NE 2
Avenue and NE 75 Street to go north. ,
However, we may have no objection to the closure of NE 73 Street
just west of NE 2 avenue contingent upon the following condition's
and if a provision is wade for the trailers to turn around:
• Concurrence from City of Miami Police Department.
• Concurrence from City of Miami Fire Department.
�! Concurrence from 2/3 property owners effected by this clascu-e.

is already closed.' The containers are used to seal off the ,road,,
it ,appears that the Bather requested closures will not adv6rsely

• Concurrence from City of Miami Fire Department.

of Miami, Florida, on September 12, 1996, at 9:00 a.m. in the
City Commission Chambers at City Hall, 3500 Pan American
