A RESOLUTION AUTHORIZING 'THE ALLOCATION OF EIGH-,
TEEN THOUSAND TWO HUNDRED ($18,20O.001 DOLLARS
FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
(PROJECT 799602) FOR THE REHABILITATION OF THIR-
TEEN (1.3) BUSINESSES LOCATED IN THE LITTLE HAVANA
AREA UNDER THE CITYWIDE COMMERCIAL FACADE PRO-
GRAM, SAID FUNDS TO BE DISBURSED AS HEREIN SPEC-
IFIED.
WHEREAS, the Citywide Commercial Facade Program (the
'Program,') was approved in the Fourteenth (14th) Year Community
Development Block Grant Application by Resolution Nor,88-384; and
WHEREAS, the Program is designed to promote economic
revitalization in the neighborhoods of the City of Miami, and
accordingly, i.s an important part of the City's economic
development strategy; and
WHEREAS, funds for the Program are allocated from
Community DevelopmentBlock Grant Funds ( Project 799602) up to
the amount specified; and
WHEREAS, the properties to be rehabilitated'pursuant to
the Progra►n are located within the Little Navina target area; arid
WHEREAS, eligibility for assistance u1nder the Program is
based on a 70% .. 30% match, with the City providing 70% and the
business or property owner 30% of the cost of construction, which
shall not exceed the total amount of two thousand ($2,000.00)

WHEREAS, the properties to be rehabilitated have been
reviewed by the City of Miami NET and the Little Havana
Development Authority, and are found to be eligible for the
Program; and
WHEREAS, the Little Havana Development Authority has the
necessary expertise, and is willing to provide the services
necessary for the implementation of the Program and the
disbursement of funds allocated to the participating businesses,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF'
THE CITY OF MIAMI, FLORIDA:
Section 1. The r¢citals and findings seat .forth in the
Preamble of this Resolution are hereby, adopted by reference
thereto and incorporated herein as if fully set forth in this
section.
Section 2. The amount of eighteen thousand two hundred
($18,200.00) dollars of Community Development Block Grant Funds:
(Project 799602) is hereby allocated for the rehabilitation of
thirteen (13) businesses located in the Little Havana area under
the Comprehensive Citywide Commercial Facade Program.
Section 3. Financial assistance to, he provided by the
City under this program shall be based on a 7n% - 30% match, with
the City contributing up to one thousand four hundred ($I,400.00)
dollars per participating business and the business, or property
owner contributing up to six hundred ($600.00) dollars.

Section A. Upon completion of the rehabilitation
program, the Little Havana Development Authority shall present to
the Cit,y of Miami NET all documentation and invoices generated
bva or pertaining to, the project.
Section S. This Resolution shall became effective
immediately upon its adoption.

RECOMMENDATION:
it is respectfully recommended that the City Commission approve the
attached resolution, allocating eighteen thousand two hundred
($18,200) dollars to the Little 'Havana Development Authority from the
City of Miami Commercial ,Facade Treatment Program, for the
rehabilitation of thirteen (13 ) businesses in conjunction with
business and property owners within the Little Havana area
BACKGROUND:
In an effort to promote econoni c revitalization within blighted City
of Miami neighborhoods, the Commercial Facade Treatment program was
implemented per Resolution No. 88-384 during the 14th Year of the
Community Development Block Grant'(CDBG) Program.
Since that time, many businesses exteriors have been improved with
respect to pint, signs, awnings, etc., resulting in opgrraded living
conditions of the affected areas, enhanced neighborhood services, and
increased benefits to the community.
Therefore, it is requested that the City Connission allocate wJBG
funds in the amount of eighteen thousand two hundred ($18,200)
dollars to the Li tti e Havana Devel op,m, ent Authority for the
implementation of the facade improvement program for the following

Each of the above captioned enterprises would be allocated a maximum
of two thousand (t2,000) dollars, with the City of Miami contributin
selventy percent (70%), up to one thousand four hundred ($1.,400
dollars and the business or property ownercontributing thirty
percent (131%), up to six hundred ($600.00) dollars. the Little
Havana Development Authority will assume responsibility for
completing all pertinent documentation, and wild forward such
information to the City of Miami NET.
Therefore, it is respectfully requested that the City Commission
