HomeMy WebLinkAboutR-96-0591J-96-864 7/25/96 RESOLUTION NO 9 6" 5 9 1 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS THAT A VALID EMERGENCY EXISTS AND WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING PROCEDURES FOR THE PROCUREMENT OF PARTS FOR MECHANICAL STREET SWEEPERS, IN AN AMOUNT NOT TO EXCEED $60,000.00, FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AND SOLID WASTE, VEHICLE AND EQUIPMENT ADMINISTRATION DIVISION; AUTHORIZING THE CITY MANAGER TO AWARD THE PROCUREMENT OF SAID PARTS FROM OLD DOMINION BRUSH, IN AN AMOUNT NOT TO EXCEED $20,000.00, AND TO RAY PACE WASTE EQUIPMENT, IN AN AMOUNT NOT TO EXCEED $40,000, AND FURTHER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR SAID PROCUREMENT; AND ALLOCATING FUNDS THEREFOR FROM THE FY 195-96 OPERATING BUDGET, ACCOUNT CODE NO. 420901-702, PROJECT CODE 509000, IN AN AMOUNT NOT TO EXCEED $60,000. WHEREAS, the Mechanical Street Sweepers maintained by the Department of General Services Administration and Solid Waste ("GSA/SW"), Vehicle and Equipment Administration Division, are in a severe state of disrepair; and WHEREAS, Old Dominion Brush, located at 5118 Glen Alden Drive, Richmond, Virginia, and Ray Pace Waste Equipment, located at 2210 Southwest 59th Avenue, Hollywood, Florida, are two responsible and responsive vendors that specialize in those parts required by the City's Mechanical Street Sweepers; and CITY COMMISSION MEETING OF J 1) I. 2 5 1996 Resolution No, 96- 591 i WHEREAS, the Solid Waste Division of GSA/SW must maintain the Mechanical Street Sweepers in operational condition in order to clean up after City sponsored special events and to keep the City streets clean; and WHEREAS, funding, in the amount of $60,000.00, for the procurement of said parts is available from the FY 195-96 Operating Budget, Account Code No. 420901-702, Project Code 509000; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, the City Manager's finding that a valid emergency exists for the procurement of parts for Mechanical Street Sweepers, in an amount not to exceed $60,000.00, for the Department of General Services Administration i and Solid Waste, Vehicle and Equipment Administration Division, j is hereby confirmed, ratified, and approved and the requirements for competitive bidding procedures are hereby waived for said procurement, with funds for said parts therefor hereby allocated from the FY 195-96 Operating Budget, Account Code No. 420901-702, Project Code 509000, in an amount not to exceed $60,000.00. - 2 - 96- 59 Section 3. The City Manager is hereby authorizedl/ to award the procurement of said parts from Old Dominion Brush, in an amount not to exceed $20,000.00, and to Ray Pace Waste Equipment, in an amount not to exceed $40,000.00 and, further, to instruct the Chief Procurement Officer to issue purchase orders for said procurement. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 25th day of _ July 1996. Odlo REFERENCES: City Manager ENCLOSURES: W Ii I 01131M_ It is respectfully recommended that the City Commission waive the requirements for competitive sealed bids and approve the procurement of $60,000 worth of parts for Mechanical Street Sweepers. $20,000 to be awarded to Old Dominion Brush, located at 5118 Glen Alden Dr., Richmond, Virginia, 23231 and $40,000 to be awarded to Ray Pace Waste Equipment, located at 2201 S.W. 59th Avenue, Hollywood, Fl. 33033. Funds are available from Fiscal Year 1995-1996 Operating Budget, Account Code No. 420901- 702, Project Code No. 509000. Mechanical street sweepers are in constant need of maintenance for they operate in an very dusty and abrasive environment. Among the specialized parts and materials that are in constant need of replacing are the brooms, which are made of steel wire. Unavailability of steel wire for the brooms, or damage to any other vital part, means that the street sweepers will not be able to clean the City streets until those damaged or worn out elements are replaced. These two vendors specialize on the parts that the City's street sweepers utilize and will be required to competitively quote on the cost and availability of each part at the time of purchase. 96- 59,
