A RESOLUTION BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDING OF AN
EMERGENCY, WAIVING THE REQUIREMENTS FOR
COMPETITIVE BIDDING PROCEDURES AND APPROVING
THE ENGAGEMENT OF G.A.L. COMMUNICATIONS,
INC., IN AN AMOUNT NOT TO EXCEED $20,000.00,
FOR THE CITYWIDE RELOCATION AND
RECONFIGURATION OF TELEPHONE SYSTEMS AND
RELATED TELECOMMUNICATIONS EQUIPMENT FOR THE
DEPARTMENT OF GENERAL SERVICES ADMINISTRATION
AND SOLID WASTE, COMMUNICATION SERVICES
DIVISION; ALLOCATING FUNDS THEREFOR FROM THE
FY 195-96 OPERATING BUDGET, ACCOUNT CODE
NO. 420601-510, IN AN AMOUNT NOT TO EXCEED
$20,000; AND DIRECTING CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR SAID SERVICES.
WHEREAS, the Citywide relocation and reconfiguration of the
telephone systems were urgently required by the Communication
Services Division of the Department of General Services and Solid
Waste to avoid disruption of needed City services due the
physical move of City departments from the Dupont Plaza and the
Hickman Administration Buildings to the Miami Riverside Center;
and
WHEREAS, G.A.L. Communications, Inc., a qualified vendor
already providing said services to the City, is familiar with the
City's telecommunication configuration and requirements; and

WHEREAS, due to the urgent need to relocate and reconfigure
said telephone system, the City Manager made a finding that an
emergency existed, waived the requirements for competitive
bidding procedures and engaged the services of G.A.L.
Communications, Inc. to perform said service; and
WHEREAS, funding for said services, in the amount of
$20,000.00, is available from the FY 195-96 Operating Budget,
Account Code No. 420601-510;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Managers finding of
an emergency is hereby ratified, approved and confirmed, the
requirements for competitive bidding procedures are hereby waived
and the engagement of G.A.L. Communications, in an amount not to
exceed $20,000.00, is hereby approved for the Citywide relocation
and reconfiguration of telephone systems and related
telecommunications equipment for the Department of General
Services Administration and Solid Waste, Communication Services
Division, with funds therefor hereby allocated from the FY 195-96
Operating Budget, Account Code No. 420601-510.

Section 3. The City Manager is hereby directed to
instruct the Chief Procurement Officer to issue a purchase order
for said services.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission waive the requirements for
competitive sealed bids and approve the emergency engagement of G.A.L.
Communications, Inc. to provide urgently needed relocation and reconfiguration services
on City telephone systems and related telecommunications equipment at a total cost of
$20,000. Funds are available from Account Code No. 420601-510.
As a result of departmental reconfigurations and the physical relocation of City functions
out of the Dupont and Hickman Administration buildings, the Department of General
Services and Solid Waste, Communication Services Division, had to urgently engage the
services of G.A.L. Communications, Inc., a non -minority, non -local corporation, located
at 18524 N.W. 67th Ave., suite 4 249, Miami, Fl 33015, to facilitate the relocation,
rewiring and reprogramming of City telephone systems and equipment affected by said
moves.
Loss of adequate telephone service would have seriously affected critically needed City
functions and services.
