HomeMy WebLinkAboutR-96-0579.1i J-96-563 7/2/96 RESOLUTION NO. 9 6 — 5 d 9.1 A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY MANAGER TO REALLOCATE $100,000 FROM THE FY 1996-1997 HOME MULTIFAMILY NEW CONSTRUCTION PROGRAM AND $378,000 FROM THE FY 1996-1997 HOME ASSISTED COMMUNITY HOUSING DEVELOPMENT ORGANIZATION (CHDO) PROGRAM, TO INCREASE THE FUNDS AVAILABLE UNDER THE CITY'S HOME MULTIFAMILY REHABILITATION LOAN PROGRAM; AUTHORIZING THE CITY MANAGER TO ALLOCATE THE ADDITIONAL $277,000 IN FY 1996-1997 HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM FUNDING AVAILABLE TO THE CITY OF MIAMI FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE AFOREMENTIONED PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THIS PROGRAM. WHEREAS, on May 25, 1995, through Resolution No. 95-413, the City Commission authorized the City Manager to amend the City of Miami's FY 1995- 1996 proposed Consolidated Plan for the City of Miami's CDBG, HOME, ESG and HOPWA Programs, as per Resolution No. 95-179, adopted March 9, 1995, in amounts as specified by the City Commission; and WHEREAS, through Resolution No. 95-413, the City Commission allocated $500,000 in FY-1995-1996 Home Program funding to the HOME Multifamily Housing Rehabilitation Loan Program for the rehabilitation of substandard rental housing units in the City; and ATTACHMErit (s) CONTAINED CITY COMMISSIO MEETING OF J U L 2 5 199E Resolution No. 96— 579: WHEREAS, on March 23, 1996, through Resolution No. 96-208, the City Commission further allocated $200,000 in FY 1996-1997 Home Program funding to the Home Multifamily Housing Rehabilitation Loan Program for the rehabilitation jof substandard rental housing units in the City; and WHEREAS, presently there exists approximately $700,000 in Home Program funding for the rehabilitation of substandard rental housing units in the City; and WHEREAS, in November of 1995, the City of Miami's NET/Housing Division advertised for applications from owners of substandard multifamily rental apartments consisting of five (5) units or more; and WHEREAS, as a result of the City's Notice of Funding availability under the City's Home Multifamily Rehabilitation Loan Program, the City received eight (8) applications from owners of substandard apartment buildings consisting of approximately ninety-four (94) housing units requiring approximately $1,455,000 in Home Program funding; and WHEREAS, based on the number of Home Multifamily Rehabilitation Loan Program applications received by the City back in November of 1995, an additional $755,000 is required to fully fund all the loan applications received by the City, based on the availability of $700,000 in FY 1995-1996 and FY 1996-1997 Home Program funding allocated by the City Commission; and WHEREAS, in an effort to fund the eight (8) multifamily housing applications now being processed by the NET/Housing Division requiring $1 ,455,000 in Home Program funding, the City Administration recommends reallocating funds in the amount of $100,000 from the FY 1996-97 Home Multifamily New Construction 2 96- 5 Program and $378,000 from the Home Assisted Community Housing Development Organization (CHDO) Program; and WHEREAS, the balance of $277,000 in Home Program funding is available from the additional funding made available to the City of Miami from the U.S. Department of Housing and Urban Development for the FY 1996-1996 Home Investment Partnership Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to reallocate $100,000 from the FY 1996-1997 HOME Multifamily New Construction Program and $378,000 from the Home Assisted Community Housing Development Organization (CHDO) Program to the Home Multifamily Rehabilitation Loan Program. Section 3. The City Manager is further authorized to allocate the $277,000 in additional FY 1996-1997 Home Investment Partnership Program funds, made available to the City from U.S. HUD, to the HOME Multifamily Rehabilitation Loan Program. Section 4. The City Manager is hereby further authorized' to submit to the U.S. Department of Housing and Urban Development an amendment to the City of Miami's FY 1996-1997 Consolidated Plan, for the reallocation of said funds as 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions, 3 96- set forth herein and to execute any necessary documents, in a form acceptable to the City Attorney, to implement this Program. The attached resolution further authorizes the allocating of $277,000 in FY'1996-1997 Home Investment Partnership (Home) Program funding available to the City of Miami from the U.S. Department of Housing and Urban Development for the aforementioned purpose. In November of 1995, the NET/Housing Division advertised for applications from owners of substandard apartment buildings located in the City of Miami consisting of five (5). units or more. As a result of the City's notice of funding availability under the City's Home Multifamily Rehabilitation Loan Program, eight (8) applications were received, totaling approximately ninety four (94) housing units. Based on the number of applications received by the City back in November of 1995, an additional $755,000 in Home Multifamily Rehabilitation Loan Program funding is required in order to carry out the rehabilitation of the ninety four (94) substandard housing units. Presently, $700,000 is available through the Home Multifamily Rehabilitation Loan Program from FY'1995-1996 and FY'1996-1997 Home Program funding allocated by the City Commission, pursuant to Resolution No. 95-413 and Resolution No. 96-208, adopted on March 9, 1995 and March 23, 1996, respectively. ��- 579d 2 Page 2 Moreover, the City of Miami's initial allocation of Home Program for FY'1996-1997 from U.S. HUD was approximated at $4,038,000. In May of 1996, the City was advised by U.S. HUD that its federal allocation for the Home Program had increased from $4,038,000 to $4,315,000 or an additional $227,000 for FYI 996-97. The attached resolution further authorizes the City Manager to submit to the U.S. Department of Housing and Urban Development an amendment to the City of Miami's FY'1996-1997 Consolidated Plan for the reallocation of said funds.
