J-96-610 7115/96 RESOLUTION NO. 9 6_ 578 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF ONE (1) SATELLITE SCREEN, MODEL H10 HOPPER/FEEDER, FOR THE DEPARTMENT OF GENERAL SERVICE ADMINISTRATION/SOLID WASTE, FROM SATELLITE SCREENS, A NON-LOCAL/NON-MINORITY VENDOR, AT A TOTAL PROPOSED AMOUNT OF $36,605.00; ALLOCATING FUNDS THEREFOR FROM THE SOLID WASTE FY `96 RECYCLING & EDUCATION SPECIAL GRANT FUND, PROJECT NO. 197008, ACCOUNT CODE NO. 421306-840; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS ACQUISITION. WHEREAS, the Department of General Services Administration and Solid Waste wishes to purchase one (1) Satellite Screen, Model H10 Hopper/Feeder, which will be used in conjunction with the existing screen located at the Virginia Key Yard/Trash Management Facility; and WHEREAS, the H10 Hopper/Feeder is a stand alone multi purpose equipment, operable at variable speeds on the web and conveyor to maximize the production of material used in the composting process; and CITY COMMISSION MEETING OF J U L 2 5 1996 Resolution No. 96- 578 WHEREAS, this purchase is a sole source from Satellite Screens because they are the manufacturer of this equipment and sole source provider; and WHEREAS, funds for this acquisition are available from the FY '96 Solid Waste Reduction, Recycling & Education Grant Fund, Project No. 197008, Account Code No. 421306-840; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the Chief Procurement Officer has adopted a finding that Satellite Screens, is the sole source provider for the Satellite Screen Model H10 Hopper/Feeder as requested by the Department of General Services Administration and Solid Waste; and; WHEREAS, the City Manager and the Assistant City Manager of General Services Administration and Solid Waste recommend that the requirements for competitive formal sealed bids be waived and the acquisition of the Satellite Screen, Model H10 Hopper/Feeder, for the screening of clean yard trash for the composting process at the Virginia Key Yard/Trash Management Facility, located at 3851 Rickenbacker Causeway, from Satellite Screens be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 415THS affirmative vote of the members of the City Commission, after a duly advertised public hearing, ratifying, approving and confirming the City Manager's finding that Satellite Screens is the sole source provider of the one (1) Page 2 96- 5�. I satellite screen , model H10 Hopper/Feeder, required by the Department of General Services Administration/Solid Waste (GSAISW). Section 3. The requirements for competitive sealed bids is hereby waived and the Department of GSA/SW request for the acquisition of the hereinabove specified Hopper/Feeder, at a proposed cost of $36,605.00, is hereby approved, with funds therefor hereby allocated from the FY `96 Solid Waste Reduction, Recycling & Education Special Grant, Fund, Project No. 197008, Account Code No. 421306-840. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this acquisition. BACKGROUND The Department of General Services and Solid Waste requests approval to purchase the Model H10 Hopper/Feeder to be used in conjunction with the existing satellite screen at the facility. This piece of equipment will maximize the production of quality material to be used in the composting process. In addition the cubic yard capacity will be increased because there is level discharge and it has direct feeding from the satellite screen. It is a stand alone multi -purpose piece of equipment that can be used at variable speeds on the web and the conveyor ensures efficiency in multiple use applications. Contact was initially made with Ms. Adrienne Macbeth and Henry Jackson regarding the hopper feeder they were seeking to be deemed as a sole source. The Solid Waste Division has been in possession of a "satellite screen" which is used in conjunction with compost material to screen desirable/undesirable materials from that which is dumped onto the screen. This moving screen was purchased from its manufacturer, Satellite Screens, Inc., and has to be used in conjunction with a particular specification of hopper feeder due to the movable parts of the screen and for the screen to work effectively. In this regard, the Division is seeking to now purchase the hopper feeder from Satellite Screens, Inc. due to its specifications and total compatibility with the screen already in use. As part of our investigation, seven (7) vendors were contacted nationally to determine whether they could provide a hopper feeder to meet these specifications. No vendor was located that could provide a hopper feeder with those specifications that will be used in conjunction with a screen manufactured by Satellite Screens, Inc. The estimated amount for this purchase is $36,605.00, with funds allocated from the Recycling and Education Grant Fund: 423106-840, Project No. 197008. Therefore, I am recommending that the requirements for competitive bidding be waived and the above findings be approved: that Satellite Screens, Inc. is the sole provider of the hopper feeder with the required specifications to be used in conjunction with a screen manufactured by Satelli Screens, Inc., for the GSA/Solid Waste Division. The estimated amount for this purchase is $36,605.00, with funds allocated from the Recycling and Education Grant Fund: 423106-840, Project No. 197008. Therefore, I am recommending that the requirements for competitive bidding be waived and the above findings be approved: that Satellite Screens, Inc. is the sole provider of the hopper feeder to be utilized in conjunction with a screen manufactured by Satellite Screens, Inc. for the GSA/solid Waste Division.
