A RESOLUTION AUTHORIZING THE ALLOCATION OF
FORTY-TWO THOUSAND DOLLARS ($42,000.00)
FROM THE COMPREHENSIVE CITYWIDE COMMERCIAL
REHABILITATION FACADE TREATMENT PROGRAM
("PROGRAM"), PROJECT NO. 799602, AND THE
RE -ALLOCATION OF FORTY-FOUR THOUSAND,
EIGHT HUNDRED DOLLARS ($44,800.00), FROM
THE COMMUNITY DEVELOPMENT BLOCK GRANT
CONTINGENCY ACCOUNT TO REHABILITATE
SIXTY-TWO (62) BUSINESS PROPERTIES LOCATED
IN THE ALLAPATTAH, EDISON/LITTLE RIVER,
LITTLE HAVANA, AND WYNWOOD/EDGEWATER
TARGET AREAS, UNDER SAID PROGRAM;
ESTABLISHING THE FUNDING MATCH AND
REQUIRING SUBMISSION OF DOCUMENTATION
PERTAINING TO THE FACADE REHABILITATION
PROJECTS.
WHEREAS, the Comprehensive Citywide Commercial
Rehabilitation Facade Treatment Program (the "Program") was
approved in the fourteenth 14th Year Community Development Block
Grant Application by Resolution No. 88-384; and
WHEREAS, the Program is designed to promote economic
revitalization in the neighborhoods of the City of Miami, and
accordingly, is an important part of the City's economic
development strategy; and
WHEREAS, due to the success of the Program, funds previously
allocated have been expended; and

WHEREAS, forty-two thousand dollars ($42,000.00) from the
Program, Project No. 799602, and forty-four thousand, eight
hundred dollars ($44,800.00) from the Community Development
Contingency Account are eligible for re -allocation to
rehabilitate business properties in all eight (8) community
development target areas; and
WHEREAS, the sixty-two (62) business properties proposed for
rehabilitation pursuant to the Program are located within the
Allapattah, Edison/Little River, Little Havana, and
Wynwood/Edgewater target areas; and
WHEREAS, eligibility for assistance under the Program is
based upon a 70% to 30% match, with the City providing 70%, and
the business or property owner providing 30% of the cost of
rehabilitation, which shall not exceed the total amount of two
thousand dollars ($2,000.00) per participating business; and
WHEREAS, the properties to be rehabilitated have been
reviewed by the City of Miami NET, the Allapattah Business
Development Authority, Inc. (ABDA), the Edgewater Economic
Development Corporation, the Small Business Opportunity Center,
Inc., (SBOC), and the Greater Biscayne Boulevard Chamber of
Commerce; and
WHEREAS, ABDA, the Edgewater Economic Development
Corporation, the SBOC, and the Greater Biscayne Boulevard Chamber
of Commerce, Inc., have the necessary expertise and are willing
to provide the services necessary for the implementation of the
Program and the disbursement of funds allocated to the
participating businesses;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section I. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Forty-two thousand dollars ($42,000.00), from
the Comprehensive Citywide Commercial Rehabilitation Facade
Treatment Program (Program), Project No. 799602, are hereby
allocated and forty-four thousand, eight hundred dollars
($44,800.00), from the Community Development Contingency Account,
are hereby re -allocated to rehabilitate sixty-two (62) business
properties located in the Allapattah, Edison/Little River, Little
Havana, and Wynwood/Edgewater community development target areas,
under said Program.
Section 3. Financial assistance to be provided by the
City under said Program shall be based upon a 70% to 30% match,
with the City contributing up to $1,400.00 (70%) per
participating business and the business or property owner
contributing up to six hundred dollars ($600.00) (30%), for a
total amount not to exceed two thousand dollars ($2,000.00) per
participant.
Section 4. Upon completion of the rehabilitation
projects, Allapattah Business Development Authority, Inc.,
Edgewater Economic Development Corporation, Inc., Greater
Biscayne Boulevard Chamber of Commerce, Inc., and the Small
Business Opportunity Center shall present to the City of Miami

NET all documentation and invoices generated by, or pertaining
to, the projects.

ENCLOSURES:
It is respectfully recommended that the City Commission approve the attached resolution, allocating
eighty-six thousand, eight hundred ($86,800.00) towards the City of Miami Commercial Facade
Program for the rehabilitation of sixty-two (62) businesses in conjunction with business and property
owners within the Allapattah, Edison/Little River, Little Havana, and Wynwood/Edgewater target
areas.
In an effort to promote economic revitalization within blighted City of Miami neighborhoods, the
Commercial Facade Treatment Program was implemented, per Resolution No. 88-384, during the
14th Year of the Community Development Block Grant (CDBG) Program.
Since that time, many business exteriors have been improved with respect to paint, signs, awnings,
etc., resulting in upgraded living conditions of the affected areas, enhanced neighborhood services,
and increased benefits to the community.
Therefore, it is recommended that the City of Miami allocate CDBG funds in the amount of eighty-
six thousand ($86,000.00), with forty-two thousand ($42,000.00) being allocated from the
Commercial Facade Project 799602 unexpended Community Development Block Grant funds, and
forty-four thousand, eight hundred ($44,800.00) being re -allocated from the Community
Development Block Grant Contingency Account. The Allapattah Business Development Authority,
Inc. will receive forty thousand, six hundred ($40,600.00), the Edgewater Economic Development
Corporation will receive fourteen thousand ($14,000.00), the Greater Biscayne Boulevard Chamber
of Commerce, Inc. will receive sixteen thousand, eight hundred ($16,800), and the Small Business
Opportunity Center, Inc. (S.B.O.C.) will receive fifteen thousand, four hundred ($15,400.00) for the

Each of the above captioned enterprises would be allocated a maximum of two thousand dollars
($2,000.00), with the City of Miami contributing 70%, up to one thousand, four hundred dollars
`($1,400.00) and the business or property owner contributing 30%, up to six hundred dollars
($600.00). The Allapattah Business Development Authority, Inc., the Edgewater Economic
Development Corporation, Inc., the Greater Biscayne Boulevard Chamber of Commerce, Inc., and the
Small Business Opportunity Center, Inc. will assume responsibility for completing all pertinent
documentation, and will forward such information to the City of Miami NET.
Therefore, per the aforementioned legislation, it is respectfully recommended that the attached
resolution be adopted.
