HomeMy WebLinkAboutR-96-0574J-96-530 6/17/96 RESOLUTION: 9 6 - 574 A RESOLUTION NOMINATING FIVE (5) INDIVIDUALS, PER NEIGHBORHOOD, TO REPRESENT THE NEIGHBORHOODS OF ALLAPATTAH, LITTLE HAVANA, MODEL CITY, OVERTOWN AND WYNWOOD, FROM WHICH NOMINEES THE BOARD OF COUNTY COMMISSIONERS WILL SELECT TWO (2) FROM EACH NEIGHBORHOOD TO SERVE ON THE FEDERAL ENTERPRISE COMMUNITY COUNCIL. WHEREAS, pursuant to Resolution No. 94-249, adopted April i i 14, 1994, the City Commission approved the joint grant application for Empowerment Zone funding to be submitted to the U.S. Government under the Empowerment Zones and Enterprise Communities program; and WHEREAS, pursuant to Resolution 94-389, adopted June 9, 1994, the City Commission expressed its full support of the Empowerment Zone Strategic Plan; and WHEREAS, the development of an entity to be called the Federal Enterprise Community Council is necessary, to monitor the plan; and WHEREAS, the City of Miami neighborhoods of Allapattah, Little Havana, Model City, Overtown and Wynwood will have representation in this council; CITY cOMMISS NtEETI-Nc; O JUL 2. 5 19L 'Resolutilon 140.. k6z-.„_ NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following individuals, representing the below listed neighborhoods, are hereby proffered as nominees to serve on the Federal Enterprise Community Council: Representing Allapattah: Mr. Jose E.. — rria Representing Little Havana: Eliseo Diez j Representing Model City: f Alberta Jenkins I i i Representing Overtown: Rev. The Board of County Commissioners will select two (2) representatives from each of the above neighborhoods to serve on the Federal Enterprise Community Council. Section 4. JJN 17 1996 PILE SUBJECT Federal Enterprise Community Council Nominations REFERENCES For City Commission Meeting of June 13, 1996 ENCLOSURES It is recommended that the City Commission nominate up to five (5) individuals per area, of which two (2) will be appointed by the Dade County Commission to represent each of the neighborhoods of Allapattah, Model City, Overtown, Little Havana, and Wynwood at the Federal Enterprise Community CouncilI BACKGROUND On December 21, 1994, the U.S. Department of Housing and Urban Development (U.S. HUD) officially designated specified areas within Dade County as an Urban Enterprise Community. As a result of this Federal designation, Dade County will receive $2,947,368.00 in Federal Social Services Block Grant (SSBG) funds and $500,000.00 in State of Florida facnds. In order to meet the contractual requirements of U.S. HUD and the State of Florida, Dade County, the cities of Miami, Homestead and Florida City were required to prepare a Strategic Plan (the "Plan'). The Plan is based on the premise that real economic opportunity will be created if the strengths and assets of the wider economy can be linked to the distressed neighborhoods of the Enterprise Community and the residents of those neighborhoods. The implementation of the Plan requires the creation of a new responsive entity which will further collaboration, cooperation and partnership among citizens, educators, business, labor, government and community -based organizations to achieve the objectives of the Plan. This entity, the Federal Enterprise Community Council which is being created by Metropolitan Dade County on June 4, 1996, will monitor the implementation of the Plan (see attached County ordinance); make recommendations to the County Commission on ways to enhance program effectiveness; recommend uses of Federal and State funds committed to the Plan; help attract additional involvement, and ensure that Federal and State funds are used in the manner prescribed by the Plan, to achieve Plan's goal Honorable Mayor and Members of the City Commission Page 2 The Council will consist of 28 members consisting of the following composition: 1. Two (2) representatives of each of the communities of Model City, Wynwood; Overton Little Havana; Allapattah; Melrose, Homestead and Florida City, for a total of sixtF (16) representatives. The representatives will be appointed by the County Commissi, from a list of five (5) nominees for each community, to be submitted by the respect cities as follows: Wynwood, Model City, Overtown, Little Havana and Allapattah ((- of Miami); Homestead (City of Homestead); and Florida City (Florida City). The DI. County Board will nominate representatives for Melrose. 2. Mayor or City Manager of the City of Miami. 3. Mayor or City Manager of Florida City. 4. Mayor or City Manager of the City of Homestead S. The County Manager of Metropolitan Dade County. 6. Superintendent of the Dade County Public Schools or the Chairperson of the D1- County School Board. 7. The District Administrator of the State of Florida Department of Health Rehabilitative Services for the district encompassing Dade County. 8. Four (4) representatives from the following: two (2) from the private sector, one from the non-profit sector and one (1) from the labor sector. 9. . The President of Miami -Dade Community College. 10. The Chairperson of the South Florida Employment and Traihing Consortium. Eleven of the twenty-eight (28) members will be directly representing the City of Miami's port. of the Enterprwe Community. 2 95— 574
