RESOLUTION NO. 9 6 - 551
A RESOLUTION, ALLOCATING $1,032,200 OF TWENTY
SECOND (22ND) YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS FOR THE IMPLEMENTATION OF
TWO (2) PREVIOUSLY APPROVED HOUSING PROJECTS
AND FIVE (5) PREVIOUSLY APPROVED PUBLIC
FACILITIES AND IMPROVEMENT PROJECTS, BY
AGENCIES AS HEREIN SPECIFIED; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE
INDIVIDUAL AGREEMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH SAID AGENCIES FOR
IMPLEMENTATION OF SAID PROJECTS.
WHEREAS, the City Commission adopted Resolution No. 96-208 at its
meeting of March 23, 1996, which authorized the City Manager to submit the City
of Miami's proposed 1996 Consolidated Plan to the U.S. Department of Housing
and Urban Development; and
WHEREAS, the Consolidated Plan included an Action Plan which included
specific funding recommendations for the City of Miami's Community Development
Block Grant Program which included an allocation of $1,032,200 for the provision
of two (2) housing and five (5) public facilities and improvement projects;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if
fully set forth in this Section.
Section 2. The amount of $1,032,200 of Twenty Second (22nd) Year
Community Development Block Grant Funds are hereby allocated to the following
Agencies:

Section 3. The City Manager is hereby authorized'-' to execute individual
agreements, in a form acceptable to the City Attorney, with the aforementioned
Agencies to implement their respective projects.
Section 4. This Resolution shall become effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that the Cite Commission adopt the attached resolution which
allocates S1,032,200 of 22nd Year Community Development Block Grant Funds for two (2)
previously approved housing projects and five (5) public facilities and improvement projects,
and further authorizes the City Manager to execute agreements Aith said agencies in
substantially the form attached.
On March 23, 1996, the City Commission adopted Resolution 96-208 -which authorized the
City Manager to submit the City of Nfiami's 1996 Consolidated Plan to the U.S. Department of
Housing and Urban Development_
The Consolidated Plan included an Action Plan reflecting specific projects to be implemented by
the City of Mianii during the 22nd C.D. Year_ The Action Plan included the followuig two (2)
housing projects and five (5) public facilities and improvement projects previously approved by
the City Commission:
Association for the Development of the Exceptional - This Agency will receive $47,800 to build
a training kitchen facility to instruct handicapped for the labor force.
Catholic Community Services, Inc./Sau Juan Day Care Center - This Agency is recommended
for funding at a level of S191,100 to continue the construction of a, neighborhood center in the
Wynwood target area.
Greater Miami Youth Service Corps, Inc. - This Agency is recommended at a funding level of
$25,800 to complete interior rehabilitation of the Agency's headquarters facility and $100,000 to
complete public improvement projects through the Agency's youth workers.

Black Archives History and Research Foundation of South Florida; Inc. - The recommended
allocation :for this Agency is $477,500 for the restoration and expansion of the historic Lyric
Theater in Overtown.
Jewish Family Services, Inc. - This Agency is reco=,ended for funding at a level of $60,000 to
provide a senior crime prevention program for elderly residents of the City of Miami. The
project provides security measures to elderly persons who have been the victims of crime.
Tri-City Community Association - The recommended allocation for this Agency is S130,000 to
provide a home improvement/weatherization project for low income residents of the City.
The proposed resolution effectuates the intent of the approved Consolidated Plan by allocating
$1,032,200 of 22nd Year Community Development Block Grant Funds to the aforementioned
previously approved agencies, and fu-'ther authorizes the City Manager to execute agreements
with these agencies in a form acceptable to the City .Attorney.
