A RESOLUTION AFTER A DULY ADVERTISED PUBLIC
HEARING, AUTHORIZING AN INCREASE IN AN AMOUNT
NOT TO EXCEED $93,104.00 IN THE PROFESSIONAL
SERVICES CONTRACT BETWEEN THE CITY OF MIAMI,
FLORIDA, AND COASTAL SYSTEMS INTERNATIONAL,
INC., DATED MARCH 21, 1995, THEREBY
INCREASING SAID CONTRACT FROM $149,500.00 TO
$242,604.00 FOR THE CAPITAL IMPROVEMENT
PROJECT ENTITLED: "MIAMARINA
IMPROVEMENTS - PIERS A, B AND C, H-101411;
ALLOCATING FUNDS FOR SAID INCREASE FROM
CAPITAL IMPROVEMENT PROJECT NO. 413400 AS
APPROPRIATED BY CAPITAL IMPROVEMENT ORDINANCE
NO. 11337, AS AMENDED.
WHEREAS, a professional services contract dated March 21,
1995, exists between the City of Miami, Florida, and Coastal
Systems International, Inc. for engineering design services for
Miamarina Improvements - Piers A, B and C, Project H-1014; and
WHEREAS, said contract was authorized pursuant to Resolution
No. 92-551 adopted September 10, 1992 and funds were appropriated
for said project by Capital Improvement Ordinance No. 11337,
Project No. 413400 for the design and environmental permitting of
new pier facilities at Miamarina to replace the facilities
destroyed by Hurricane Andrew; and
WHEREAS, the proposed replacement marina facility was to be
funded in part with approximately $1.3 million from the Federal

Emergency Management Agency (FEMA) in restoration reimbursements
as a "project improvement" type project; and
WHEREAS, it was later determined that the proposed
replacement marina facility was eligible for additional FEMA
funding to cover the increased design and construction costs for
Hurricane mitigation improvements; and
WHEREAS, FEMA approved the proposed Miamarina mitigation
improvements and increased their funding for the project an
additional $1,925,000.00 for construction, and provided
$117,512.00 additional in funding to cover the cost of increased
engineering fees; and
WHEREAS, the increased FEMA funding in the total amount of
$3,319,700.00, including the additional engineering fees was
appropriated by Capital Improvement Ordinance No. 11337, as
amended, adopted January 25, 1996, under Project No. 413400;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. After a duly advertised public hearing, an
increase in an amount not to exceed $93,104.00 in the
professional services contract dated March 21, 1995, between the

for the Capital Improvement Project entitled "Miamarina
Improvements - Piers A, B and C, Project H-101411, is hereby
authorized, with funds hereby allocated from Capital Improvement
Project No. 413400, as appropriated by Capital Improvements
Ordinance No. 11307, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing an increase in the amount of $93,104.00
in the existing Professional Services Agreement between the City of
Miami and Coastal Systems International, Inc., for engineering services
for Miamarina Improvements, Piers A, B and C., Project H-1014.
BACKGROUND
Miamarina was only is fair condition when it sustained considerable
damage from Hurricane Andrew. Subsequently, the re -building of the
marina was eligible for about $1.3 million in funding the from Federal
Emergency Management Agency (FEMA). An evaluation and feasibility study
was conducted and the City made the decision to build new pier
facilities rather than re -build the existing piers. The proposed new
pier facilities were approved by the City Commission by Resolution No.
93-783.
Pursuant to Resolution No. 92-551 for hurricane emergencies, Coastal
Systems International, Inc. was engaged to provide engineering design
services for the environmental permitting and construction plans for the
new pier facilities. Coastal Systems International, Inc. was part of
the competitively selected consulting team for the feasibility study and
had previously provided engineering services for the Miamarina Pier 5
project. Approximately $3 million was budgeted in the City's Capital
Improvement program for the new pier facilities at Miamarina.
During the environmental permitting and design phase, City staff became
aware of additional FEMA funding for hurricane mitigation to cover the
extra costs for the design and construction of marine facilities that
would be resistant to future hurricane damage. Proposals for heavier
pier structures, including a wave baffling system that would protect the
piers and the adjacent Bayside buildings, were submitted to FEMA. FEMA
approved the proposed Miamarina mitigation improvements and increased
their funding an additional $1,925,000.00 for the extra construction and
provided another $117,512.00 in funding to cover the additional
engineering costs.
With mitigation improvements, FEMA funding increased to a total of
$3,319,700.00 for a project now budgeted at approximately $5 million.
The proposed $93,104.00 increase in Coastal Systems International's
contract is covered by FEMA's increased funding.
