HomeMy WebLinkAboutR-96-0547J-96-421 7/17/96 RESOLUTION NO. 9 6 e 547 A RESOLUTION ACCEPTING THE BID OF DOCK & MARINE CONSTRUCTION, A NON-MINORITY/LOCAL VENDOR, FOR DERELICT VESSEL REMOVAL SERVICES FOR THE DEPARTMENT OF PUBLIC FACILITIES AT A TOTAL AMOUNT NOT TO EXCEED $23,400.00, PLUS $86.00 PER NAUTICAL MILE TRAVELED; ALLOCATING FUNDS THEREFOR FROM THE SPECIAL REVENUE FUND ENTITLED; "DERELICT VESSEL REMOVAL GRANT PROGRAM" ($23,400), AND SPECIAL PROGRAMS & ACCOUNTS, ACCOUNT NO. 921002, CODE NO. 340 ($11,960, INCLUDING NAUTICAL MILE EXPENSE); AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received June 24, 1996 for derelict vessel removal services for the Department of Public Facilities; and WHEREAS, invitations were mailed to thirteen (13) potential bidders and three (3) bids were received; and WHEREAS, funds for this service are available from the special revenue fund entitled "Derelict Vessel Removal Grant Program" and Special Programs & Accounts; and WHEREAS, the City Manager and the Director of Public Facilities recommend that the bid received from Dock & Marine Construction be accepted as the lowest most responsible and responsive bid; COMI USSIOIN I MEETING OF JUL 2 5 1996 Resolution No. _967 547 t NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The June 24, 1996 bid of Dock & Marine Construction for the removal of derelict vessels for the Department of Public Facilities, at a total amount not to exceed $23,400,00. plus $86.00 per nautical mile traveled, is hereby accepted, with funds therefor hereby allocated from the special revenue fund entitled "Derelict Vessel Removal Grant Program" ($16,600) and Special Programs & Accounts, Account No. 921002, Code No. 340 ($11,960, including nautical mile expense). Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 4. Funds are available from the "Special Revenue Fund" entitled "Derelict Vessel Removal Grant Program". BACKGROUND The Department of Public Facilities has analyzed the bids received pursuant to Bid No. 95-96- 099 for derelict vessel removal services. Thirteen (13) invitations for bids were mailed and three (3) bids were received. Dock & Marine Construction meets the Department's requirements and specifications and offers the lowest most responsible and responsive bid. It is therefore recommended that Dock & Marine Construction, a Non-Minority/Local Vendor at a total proposed amount of $23,400.00 plus $86.00 per nautical mile traveled, receive the Award of Bid as the lowest most responsible and responsive bidder. Ordinance 11335 established a Special Revenue Fund entitled, "Derelict Vessel Removal Grant Award Program." As Terry Buice discussed with Christina Cuervo, the bid process conducted by Procurement identified the lowest, most responsible, and most responsive bidder, Dock & Marine Construction, to provide derelict vessel removal services. The total proposed amount is $23,400 plus $86.00 per nautical. mile traveled. This memo is to request your approval for funding of the cost of removing the derelict vessels in excess of $16,600. Bids submitted past such deadline and/or submitted to any other location or office shall be deemed non -responsive and will be rejected. Ordinance No. 10062, as amended, established a goal of awarding 51 % of the City's total dollar volume of all expenditures for all good and services to Black, Hispanic and Women Minority Business Enterprises on an equal basis. Minority and women vendors who are interested in submitting bids and who are not registered with the City as minority or women vendors are advised to contact the City Procurement Office located at 300 Biscayne Blvd. Way, Suite 210, (305) 579-6845. Section 18-52.1(h) of the City Code, as amended, states that the City Commission may offer to a responsible and responsive local bidder, whose primary office is located in the City of Miami, the opportunity of accepting a bid at the low bid amount, if the original bid amount submitted by the local vendor does not exceed 110 percent of the lowest other responsible and responsive bidder. The City reserves the right to request copies of the occupational license, professional and/or trade licenses, corporate chart and tax return and any other documents to verify the location of the firm's primary office. All vendors whose primary office is located within the City of Miami must provide a copy of their City Occupational License with their bids. The City Manager may reject all bids and readvertise.
