J 6~ 535 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS THAT A VALID EMERGENCY EXISTS AND WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING PROCEDURES FOR IMPROVEMENTS AT THE BELAFONTE- TACOLCY CENTER, LOCATED AT 6161 NORTHWEST 9TH AVENUE, MIAMI, FLORIDA, CONSISTING OF (1) RE- ROOFING OF THE ADMINISTRATION BUILDING, (2) INSTALLATION OF A NEW SECURITY FENCE TO REPLACE AN EXISTING PERIMETER FENCE, AND (3) PROVISION OF OTHER MISCELLANEOUS REPAIRS AND ADDITIONS IN ORDER TO MEET ALL CODE REQUIREMENTS; FURTHER AUTHORIZING THE CITY MANAGER TO SOLICIT FOR QUOTES AND TO AWARD AND ENTER INTO CONSTRUCTION AND PURCHASE OF MATERIALS CONTRACTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID IMPROVEMENTS AS DEEMED APPROPRIATE, IN AN AMOUNT NOT TO EXCEED $200,000.00; ALLOCATING FUNDS THEREFOR AS PREVIOUSLY APPROPRIATED BY CAPITAL IMPROVEMENT ORDNANCE NO. 11337, AS AMENDED, PROJECT NO. 331364. WHEREAS, as a result of severe major roof leaks, extensive interior damage has progressed rapidly at the Administratior Building of the Belafonte-Tacolcy Center, located at 6161 Northwest 9th Avenue, Miami, Florida; and WHEREAS, implementation of emergency measures to correci said damage includes replacement of the existing roof; and WHEREAS, the existing three foot high fence located on th-- perimeter of the property is severely damaged and does no provide any security for said facility; and CITY COMM- MEETING MEETING JUL 1 1 �y Aeaolutilo�n L 96— v` WHEREAS, due to the operation of a day-care center and other youth activities at the site, there is an urgent need to improve security within the property by installing a high picket fence at i the perimeter of the property; and WHEREAS, other infrastructure at the site is in need of repair, replacement and additions such as interior and exterior lighting, exterior doors, drop ceilings, new paint for both the exterior and interior of the building and a new water fountain for the day-care facility; and I WHEREAS, the City Manager will solicit for quotes and award i a contract to the most responsible vendor; and WHEREAS, funds for said improvements are available, as previously appropriated by Capital Improvements Ordinance No. 11337, as amended, Project No. 331364, in the amount of $200,000.00; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, the City Manager's finding that a valid emergency exists for improvements at the Belafonte- Tacolcy Center, located at 6161 Northwest 9th Avenue, Miami, Florida, consisting of (1) re -roofing of the Administration Building, (2) installation of a new security fence to replace an existing perimeter fence, and (3) provision of other miscellaneous repairs and additions in order to meet all Code requirements, is hereby confirmed, ratified, and approved and the requirements for competitive bidding procedures are hereby waived - 2 - 96- 535 for said improvements, with funds therefor hereby allocated as previously appropriated by Capital Improvement Ordinance No. 11337, as amended, Project No. 331364. Section 2. The City Manager is hereby authorized!' to solicit for quotes and to award and enter into construction and purchase of materials contracts, in a form acceptable to the City Attorney, for said improvements as deemed appropriate, in an amount not to exceed $200,000.00. QUI JO E , III CITY AVTORAY W1020:BSS i� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. -3- 96- 535 INTER-OFFICc� MEMORANDUM Fite DATE July 8, 1996 LE SuBjECT Emergency Finding improvements for Belafonte-Tacolcy Center raC�„t REFERENCES Cesar H. odio City Manager ENCLOSURES Based on information supplied to me by the Director of the Department of Public Works, I have found that a valid EMERGENCY exists justifying needed improvements at the Belafonte-Tacolcy Center Administration Building consisting of the replacement of the existing roof, new perimeter security fencing and other miscellaneous repairs, replacements and additions to meet the requirements of code. Major roof leaks exist within the day-care facility and entrance to the day-care facility at the Center resulting in damage to the ceiling and air duct system. Water stands on the floor causing a potential slip hazard and an unhealthy environment for small children. other less serious leaks can be found as well. All leaks taken together are contributing to a general deterioration of the building. The site is in need of perimeter security fencing for the day-care operation and other children's programs. In addition, other infrastructure requirements are urgently needed such as the repair of security lighting, new exterior doors, drop ceilings and a new water fountain for the day-care facility. A work program has been scheduled at the site by United Way of Dade County for August 29, 1996. The program will be an effort by volunteer workers to provide labor and materials to refurbish the interior and exterior of the Administration Building. it is essential that the roof replacement and other additions and repairs be completed prior to the work program date so that the volunteer work can proceed on schedule. It is, therefore, recommended that the City Manager be authorized to receive informal sealed bids and enter into construction and purchase of materials contracts for the aforementioned needed improvements at the Belafonte-Tacolcy Center. Funding is available for these improvements in the amount of $200,000.00 from CIP Project No. 331364. c: W.E.
