City Manager ENCLOSURES
Based on information supplied to me by the Director of the Department of Public Works, I
have found that a valid EMERGENCY exists justifying needed improvements at the
Belafonte-Tacolcy Center Administration Building consisting of the replacement of the
existing roof, new perimeter security fencing and other miscellaneous repairs,
replacements and additions to meet the requirements of code.
Major roof leaks exist within the day-care facility and entrance to the day-care facility at
the Center resulting in damage to the ceiling and air duct system. Water stands on the
floor causing a potential slip hazard and an unhealthy environment for small children.
other less serious leaks can be found as well. All leaks taken together are contributing to
a general deterioration of the building.
The site is in need of perimeter security fencing for the day-care operation and other
children's programs. In addition, other infrastructure requirements are urgently needed
such as the repair of security lighting, new exterior doors, drop ceilings and a new water
fountain for the day-care facility.
A work program has been scheduled at the site by United Way of Dade County for August
29, 1996. The program will be an effort by volunteer workers to provide labor and
materials to refurbish the interior and exterior of the Administration Building. it is
essential that the roof replacement and other additions and repairs be completed prior
to the work program date so that the volunteer work can proceed on schedule.
It is, therefore, recommended that the City Manager be authorized to receive informal
sealed bids and enter into construction and purchase of materials contracts for the
aforementioned needed improvements at the Belafonte-Tacolcy Center. Funding is
available for these improvements in the amount of $200,000.00 from CIP Project No.
