HomeMy WebLinkAboutR-96-0522J-96-531 7/1/96 RESOLUTION NO. 9 6- 522 A RESOLUTION RELATED TO THE TERMS OF OFFICE OF THE MEMBERS OF THE COMMITTEE ON BEAUTIFICATION AND ENVIRONMENT, THE MIAMI COMMISSION ON THE STATUS OF WOMEN AND THE TAX-EXEMPT PROPERTY STEERING COMMITTEE, TO PROVIDE THAT THE MEMBERS OF SAID BOARDS SHALL SERVE FOR A TERM OF ONE (1) YEAR OR UNTIL THE NOMINATING COMMISSIONER LEAVES OFFICE, WHICHEVER OCCURS FIRST; MORE PARTICULARLY, BY AMENDING SECTION 7 OF RESOLUTION NO. 77-482, SECTION 1 OF RESOLUTION NO. 89-217 AND SECTION 3 OF RESOLUTION NO. 93-285; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Chapter 2, Article XIII of the Code of the City of Miami, Florida, as amended, provides the standards for the creation and review of boards generally; and WHEREAS, all the requirements contained in said Article apply to all boards of the City of Miami, unless there is any statutory or City Charter provision to the contrary; and WHEREAS, the City Commission, at its meeting of June 27, 1996, adopted Ordinance No. 11373 amending Section 2-429 of the City Code to provide that all members of City boards shall serve for terms of one year or until the nominating Commissioner leaves office, whichever occurs first; and WHEREAS, the City Commission wishes to limit the terms of office of the members of those City boards created by Resolution to conform with Section 2-429 of the City Code, as amended. CITY COMUSSION MEETING OF J U L 1 1 1996 Resolution No. 96- 522 11 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 7 of Resolution No. 77-482, adopted June 9, 1977, concerning the City of Miami Committee on Beautification and Environment is hereby amended in the following particulars:l/ "Section 7. That the terms of membership of this committee shall be twe--(2) one (1) years from the date of each Official Member's appointment or reappointment, or until the nominating commissioner leaves office, whichever occurs first." Section 3. Section 1 of Resolution No. 89-217, adopted March 3, 1989, concerning the Miami Commission on the Status of Women is hereby amended in the following particulars:11 ARTICLE IV - MEMBERSHIP Section 3. A member shall be appointed by the City Commission to serve for a period of 2-) one (1) yeare or until the nominating commissioner leaves office, whichever occurs first and may be reappointed for twe five additional twe—(2) one (1) year terms. No member shall serve more than three--(-3+ six (6) consecutive one (1) year terms. 11 l/ The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 2 - 96- 522 Section 4. Section 3 of Resolution No. 93-285, adopted May 13, 1993, concerning the Tax -Exempt Property Steering Committee is hereby amended in the following particulars:l/ "Section 3. Committee Membership. (A) The Committee shall consist of six (G) members: A member of the City Commission shall be appointed by the City Commission as the chairperson of the committee and the sixth voting member thereof. Five (5) members shall be individuals as community representative members whose residence or place of business are in the City of Miami and which are appointed by the City Commission. Additionally, said Committee shall consist of, in a non -voting advisory and support capacity, one representative each from the City Manager's Office, the Budget Department, Finance Department, Planning, Building and Zoning Department, and the City Attorney's Office. Three (3) of the appointed community representatives shall serve an initial term of two (2) years and two (2) of the appointed community representatives shall serve an initial term of three (3) years. The Mayor and each City Commissioner shall each nominate one community representative member for appointment to the Committee. Upon expiration of initial terms, subsequent appointments shall be for t-we--(2) one (1) yeare. A member may be reappointed by the City Commission for not more than three six consecutive one year terms. Appointments to fill a vacancy shall be for the remainder of the unexpired term. An appointed member's term shall immediately expire, pending appointment of a successor, upon the occasion of the City Commissioner who appointed said member leaving office. The chairperson shall serve for a term of one (1) year from the date of appointment." Section 5. This Resolution immediately upon its adoption.
