RESOLUTION NO.
A RESOLUTION, ACCEPTING A GRANT IN THE AMOUNT OF
$400,000 FROM THE FLORIDA DEPARTMENT OF STATE,
DIVISION OF HISTORICAL RESOURCES, FOR THE
RESTORATION OF THE U.S. COAST GUARD AIR STATION AT
DINNER KEY, ALSO KNOWN AS VIRRICK GYM; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE FLORIDA DEPARTMENT OF STATE FOR
THIS PURPOSE.
WHEREAS, Resolution No. 92-782, adopted by the City Commission on October 27,
1994, made detailed recommendations for the redevelopment of the Dinner Key area, including
the historic restoration of the former Coast Guard Air Station (also known as the Virrick Gym)
for adaptive reuse as a community watersports center ("the Project"); and
WHEREAS, in an effort to obtain needed funding for the Project, the Department of
j Community Planning and Revitalization, Development Division, prepared and submitted a grant
application to the Florida Department of State, Division of Historical Resources, for its 1996
Historic Preservation Special Category Grants -in -Aid Program; and
WHEREAS, the Historic Preservation Advisory Council met in Tallahassee on

September 1995 to review applications for said program and recommended that the application
for said Project be funded in the amount of $400,000; and

WHEREAS, said recommendation was included in the Department of State's 1996
Legislative Budget Request which was approved and appropriated by the Florida Legislature
during its 1996 session; and
WHEREAS, in order to receive said funds, the City of Miami Commission must
authorize the City Manager to accept the grant and execute an agreement with the State of
Florida;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recital and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to accept a grant in the amount of
$400,000 from the Florida, Department of State, Division of Historical Resources, for the
restoration of the U.S. Coast Guard Station at Dinner Key, also known as, the Virrick Gym.
Section 3. The City Manager is hereby authorized/ to execute an agreement, in a form
acceptable to the City Attorney, for the acceptance and disbursement of said grant.
Section 4. This Resolution shall become effective irmnediately upon its adoption.
I/ The herein authorization is further subject to compliance with all requirements that may
be imposed by the City Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution to accept
a grant in the amount of $400,000 from the Florida Department of State, Division of Historical
Resources. The Grant is to be used for the renovation of the Coast Guard Hangar at Dinner Key,
also known as, the Virrick Gym. The Resolution further authorizes the City Manager to accept
the grant and execute an agreement for the implementation of the project and the disbursement of
the moneys to the City.
BACKGROUND:
The Department of Community Planning and Revitalization (CPR) recommends the adoption of
the attached Resolution in order to initiate the renovation of the historic U.S. Coast Guard Station
at Dinner Key. Funds in the amount of $400,000 were awarded to the City for this project by the
State of Florida, Division of Historical Resources, under a highly competitive grant process.
This grant was additionally approved by the State Legislature.
The grant will fund Phase I of the Project, consisting of the restoration of the exterior of the
original hangar shell including the structural frame, walls, roof, floors, and utilities.
It should be noted that the CPR Department is now preparing a grant application to the State's
Division of Historical Resources, for the 1996-97 funding cycle for Phase II of the Project. If
awarded, the funds will be available in the summer of 1997 for the interior restoration work.
