RESOLUTION NO. 9 6 - 506
A RESOLUTION, WITH ATTACHMENT, AUTHORIZING
AND PERMITTING THE RESTRICTION OF VEHICULAR
ACCESS TO CERTAIN STREETS IN THE MODEL CITY
NEIGHBORHOOD IN THE CITY OF MIAMI, FLORIDA,
IN ACCORDANCE WITH PLAN "A" AS ATTACHED
HERETO, FOR A 120 DAY TRIAL BASIS, SUBJECT TO
CONDITIONS, AS SET FORTH HEREIN.
WHEREAS, during the month of March, 1996, a Police
Department program entitled "Operation Stand -Up" was implemented
on a temporary basis to combat narcotics trafficking in the area
bounded by Northwest 62nd Street, Northwest 12th Avenue,
Northwest 60th Street and Northwest 15th Avenue; and
WHEREAS, said program has met with considerable success,
gaining the support of many citizens in the area and community
organizations, such as the Urban League of Greater Miami; and
WHEREAS, the community and the Model City N.E.T. Service
Center desire to implement the total Police Department program,
including vehicular access barricades, as described in Plan "A"
attached hereto, for the Model City neighborhood, for a one
hundred and twenty (120) day trial basis; and
WHEREAS, it is now in order to formally adopt said Plan "A"
in accordance with the provisions of Section 54-17 of the Code of
the City of Miami, Florida, as amended, which

requires all prohibition to vehicle access be considered onli
after a properly advertised public hearing; and
WHEREAS, pursuant to due public notice, a public hearing wa:
held before the City Commission on this date as to any abjection;
to the implementation of prohibition of vehicular access, a:
contained in Plan "A", on a one hundred and twenty (120) da3
trial basis and no objections of substance were sustained by the
City Commission; and
WHEREAS, the City Commission finds that the herein
prohibition of vehicular access should be instituted for a onE
hundred and twenty (120) day trial period to determine if Plar.
"Al' or a modification of Plan "A" is in the best interest of the
public; and
WHEREAS, the Department of Public Works and the Police
Department will monitor the effects of traffic control Plan "A",
and will modify the traffic plans as necessary, to determine thy_
most efficient combination of traffic regulatory signs an( -
barricades to control illegal activities and provide adequate
access into the neighborhood; and
WHEREAS, the Police Department, Fire, Rescue Department an[

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
and incorporated herein as if fully set forth in this Section.
Section 2. The restriction of vehicular access to
certain streets in the Model City neighborhood in the City of
Miami, Florida, is hereby authorized and permitted in
accordance with Plan "A", as attached hereto, for a one
hundred and twenty (120) day trial basis, subject to the
following conditions;
(a) the Department of Public Works shall design the
temporary barricades;
(b) the design of the barricades shall be approved by
the Fire, Rescue Department and the Police
Department;
(c) all of the traffic regulatory signs shall be subject
to review and modification by the Metropolitan Dade
County Public Works Department;
(d) any modifications to the locations of the barricades
shall be accomplished exclusively by the City of
Miami Public Works Department and the Police
Department.
Section 3. Said barricades shall prevent vehicular
access but not restrict pedestrian access.
Section 4. This Resolution shall become effective
immediately upon its adoption.

The purpose of the July 11, 1996 public hearing is to hear
comments and consider a Resolution authorizing the temporary
restriction of vehicular access to certain streets in the Model
j City neighborhood.
BACKGROUND:
During the month of March, 1996, a Police Department program
entitled "Operation Stand -Up" was implemented on a temporary basis
to combat narcotics trafficking in the area 'bounded by N.W. 62
Street, N.W. 12 Avenue, N.W. 60 Street and N.W. 15 Avenue. The
program has met with considerable success gaining the support of
many citizens in the area and community organizations such as the
Urban League of Greater Miami. The community and the Model City
N.E.T. Service Center desire to implement the total Police
Department program, including vehicular access barricades, on a
temporary basis within the area bounded by N.W. 58 Street, N.W. 62
Street, N.W. 12 Avenue and N.W. 17 Avenue.
If Plan "A" or a modification of Plan "A1l is adopted by the City
Commission, it is respectfully recommended that such plan be
implemented on a one hundred twenty (120) day trial basis. The
Public Works Department and the Police Department will monitor the
effects of the traffic control plan.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the City
` of Miami, Florida, on July 11, 1996, at in the City
Commission Chambers at City Hall, 3500 Pan American Drive,
Miami, Florida for the purpose of hearing objections from any
interested parties affected by the Temporary Restriction of
Vehicular Access in the Model City Neighborhood, in
accordance with Plan "A". Said Plan "A" is on file with the
City of Miami Department of Public Works, 444 S.W. 2 Avenue,
Miami, Florida.
All interested persons are invited to appear and may be heard
concerning the existing fence or wall encroachments. Should
any person desire to appeal any decision of the City
Commission with respect to any matter considered at this
hearing that person shall ensure that a verbatim record of
the proceedings is made, including all testimony and evidence
upon which any appeal may be based.
