RESOLUTION NO.9 S - 471
A RESOLUTION, WITH ATTACHMENTS, OF THE MIAMI
CITY COMMISSION SUPPORTING THE INCLUSION OF
THE CITY OF MIAMI'S SPECIFIC PROJECT
PROPOSALS WITHIN THE DADE COUNTY PARKS,
RECREATION, BEACHES, AND YOUTH FACILITIES
MEASURE OF 1996 (SAFE NEIGHBORHOOD ACT).
WHEREAS, the Dade County Parks, Recreation, Beaches, and
Youth Facilities Measure of 1996 (Safe Neighborhood Parks Act)
would provide approximately $200 million to preserve, improve and

restore park, beach and open space lands, senior centers and
youth facilities, and recreation facilities to benefit current
and future generations of Dade County; and
WHEREAS, the City Commission of the City of Miami finds that
neighborhood and community parks, natural and recreational areas,
sports facilities, and playing fields are a vital and necessary
part of our community and help to preserve the quality of life in
the City of Miami; and
WHEREAS, the City of Miami expects to receive approximately
$18 million for specific projects as set forth in Exhibit A,
attached hereto; and
WHEREAS, the City of Miami would receive approximately
$3,670,000 in per capita grants for our most pressing park and

county -wide recreational needs as specified in Exhibit B,
attached hereto; and
WHEREAS, the City of Miami may apply for challenge grants

from approximately $10 million allocated for land acquisition,
construction and development of youth recreation and service
facilities, as well as natural areas acquisition and development;
and
WHEREAS, local and regional park and recreation facilities
are in great need of funds to improve park safety and security;
and
WHEREAS, parks in good repair provide an important and
healthy alternative to youth in our community through sports and
other recreational opportunities; and
WHEREAS, this measure would help address the great need for
repair and improvements of the neighborhood and community parks
of the City of Miami; and
WHEREAS, a county -wide and broad -based coalition or park and
recreation, conservation, civic and business groups has been
formed to seek the approval of the Dade County Board of
Commissioners and the voters for the Dade County Parks,
Recreation, Beaches and Youth Facilities Measure of 1996 (Safe
Neighborhood Parks Act);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby urges the
Board of County Commissioners to support the inclusion of the
City of Miami's specific project proposals within the Dade County
Parks, Recreation, Beaches and Youth Facilities Measure of 1996
(Safe Neighborhood Parks Act).
Section 3. This Resolution shall become effective
immediately upon its adoption.

1. Project Description
This project entails the comprehensive rehabilitation of a
historically designated former Coast Guard hanger {also
known as the Virrick Gym), the interior build -out of this
structure, and the redevelopment of. the surrounding site
including its shoreline arid' boating fatalities. The City
currently has funds sufficient to restore the. exterior of
the building and to repair structural deficiencies. Lastly,
the City may have the opportunity to acquire an
additional 3.5 acre parcel that was -once a part of the
Coast Guard site.

county and will continue after restoration.

IMPLEMENTATION OF SAID RESTORATION PROGRAM IN
ACCORDANCE WITH ALL APPLICABLE CITY CHARTER
AND CODE PROVISIONS; PROVIDING FOR THE
APPOINTMENT BY MEMBERS OF THE CITY COMMISSION
OF A CITIZENS' ADVISORY COMMITTEE COMPOSED OF
INDIVIDUALS FROM THE COCONUT GROVE COMMUNITY
TO PARTICIPATE IN THE DRAFTING OF THE REQUEST
FOR PROPOSALS FOR- THE UDP.
WHEREAS, several City -owned properties in the Dinner Key
area of Coconut Grove suffered severe damage as a result of
Hurricane Andrew, in particular: the Virrick Gym, boat ramp and
office annex, which together comprise the former Coast Guard Air
Station, -and the two (2) hangars, adjacent docks and piers which'
comprise the Dinner Key Boat Yard, formerly known'as the Merrill
Stevens Dry Dock; and
WHEREAS, after a lengthy process of.00mmunity.planning and
professional study, the City Manager has identified and presented. ,�
to the City Commission on this date, a comprehensive program of

WHEREAS, -it is the intention of the City of Miami to
identify specific funding in an amount not to exceed $4 , 500, 000
to be used for the restoration of these properties;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager's recommendation, attached
hereto as "Attachment 1" and made a part hereof, is hereby
approved and accepted for a Comprehensive Restoration Program of
the Dinner Key Area, more speoifically, for the (1) renovation of
the Virrick Gym Site for Community recreation and possible
Interpretive historic programs; and (2) adaptive reuse of the
Dinner Key Boat Yard/Merrill .Stevens Property under a Unified
Development Prooess ("UDP") for the use(s) stipulated in said
Recommendation.
Section 3. The City Manager is hereby authorized to
commence implementation of said Restoration Program in. accordance
with all applioable City Charter and Code provisions.
Section 4. The following individuals from the Coconut
-Grove community are* herebf'"appointed to 'a CitizensAdvisory
Committee to participate in the drafting of the Request for
Proposals for the UDP:�`�

The City will solicit a proposal or proposals for the adaptive reuse of either or both
Hangars C and D and adjacent apron and open space.
Any qualified response must include the following provisions:
Hangar C (the large hangar) must be preserved and rehabilitated under any
proposal
• . acceptable adaptive reuses must include:
a proposal for the financing, construction and management of a full service
boatyard including:
storage
commissioning
brokerage
repair and maintenance
provisions for public boat repair, launching and hauling and
maintenance.
additional acceptable reuses in addition to a full service boatyard facility may
include:
public market (no sit down restaurant or liquor sales allowed)
marine related retail sales
maritime or marine related office space
historic interpretative facility

the term of any lease will be negotiated based upon the economics of the

be established by the City
• Any acceptable alternative adaptive reuse will require an apprdLml to establish fair !

but will not be dispositive. A sensitive reuse program that responds to concerns of
the Coconut Grove community may be ranked higher than one with a more
positive economic return to the City
Proposals which include an adaptive reuse proposal for both hangars may receive
a scoring bonus of up to 25 points
• Proposals which include an adaptive reuse which incorporates a significant
historic interpretative and exhibit component may receive a scoring bonus of up to
15 points

WHEREAS, the City of Miami has identified the need for beach
renourishment at its recreational swimming beach on Virginia Key', and
- WHEREAS, said project will involve the placement of sand along 'the

island's eastern coast line, both above and below the mean high water level, and
the reconfiguration and/or replacement of existing erosion control structures; and
WHEREAS, on July 13, 1995, the City of Miami. Commission adopted.
Resolution No. 95-448 authorizing the City's participation in a cooperative project

with the Florida Department of Environmental Protection (hereinafter "DEP") and
the Dade County Department of Environmental Resources Management
(hereinafter "DERM"); and
WHEREAS, said cooperative project entails the disposal of surplus fill
material in an amount not to exceed 500,000 cubic yards from the Bill
Baggs/Cape Florida State Paris onto a general spoil deposit site at the north end
of-Mirginia Key- and pt the 'recreational -swimming- b'eacli'•of ,a quality.sditable :for .
renourishment; and
WHEREAS, the completion of the sand placement and the improvements
to the erosion control structures will require the preparation of engineered
drawings and requisite permits from affected regulatory agencies including
DERM and DEP; and
WHEREAS, there is an existing Metropolitan Dade County contract with
Coastal Systems Intemational, Inc., for professional coastal design and
engineering services; and
WHEREAS, it is in the City's best interest to hire Coastal System
International, Inc., DERM'S consultant for this particular project, in an amount not
to ,exceed $51,5.00, .for such:.cpastal:design,and.,enginee.dng.. services neoessa.ry......
to develop design documents and seek permits for the City's Virginia Key Beach
Renoudshment Project; and

WHEREAS, funding for said purpose is available from the sale of surplus
fill material from the Virginia Key disposal site;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
! Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporateAerein as
if fully.*pet forth in this•.Sectioh.
Section 2. The City Manager is hereby authorized to acquire professional
coastal design and engineering services under an existing Metropolitan Dade
County contract with Coastal Systems International, Inc., for the Virginia Key
Beach Renourishment Project in the amount of $45,500 with up to $6,000 in
reimbursable expenditures for a total contract cost not to exceed $51,500, with
funds therefor and hereby allocated from the sale of surplus fill material from the
Virginia Key disposal site.
Section 3. The City Manager is hereby authorized to execute an
Agreement, in a form acceptable to the City Attorney and subject to, compliance
with all applicable City Charter and Code provisions, with Coastal Systems
I! International, Inc., for said purpose.

WHEREAS, as an integral part of the post hurricane restoration. of the
Bill • Baggs/Cape Florida State Park, the State of Florida, Department of
Environmental Protection (hereinafter "DEP") has planned 'to create
approximately 100 acres of wetland areas within the confines of said State
Park; and
WHEREAS; in so doing, it is anticipated that as much as 500,000 cubic
yards of earth and fill material (hereinafter "Fill") will be excavated from said

State Park, which will further require removal and disposal at,.an appropriate
upland -site, at considerable cost to the State (in excess of $2,000,000) . if the.

WHEREAS, DEP has enlisted the services of Metropolitan Dade County's
Department of Environmental Resources Management ("DERM") to act as local.

WHEREAS, at the same time, the City of Miami had long ago determined
the need for beach renourishment at its recreational swimming beach on
Virginia Key, located approximately six (6) miles from the State park, and has
repeatedly sought the State's financial and technical assistance in fulfilling this
requirement; and
WHEREAS, as a proposed cooperative project between the City, DEP and
DERM, the City would permit DEP, through its contractors, to prepare and
approve all necessary permits and designs, and subsequently to test, segregate,.
transfer (haul] • and dispose of the Fill on City. land on Virginia .Key, uiith the
requirement that suitable beach quality material be placed on the City's beach
as a renourishment project and the balance to be placed in the general spoil
disposal site at the north end; and
WHEREAS, it is recommended that the City's participation in the
cooperative project be authorized as this effort should achieve the most
advantageous resolution to the outstanding needs of both government agencies
at the least possible cost; and
WHEREAS, the attachment to this Resolution contains the general terms
of an agreement which may be entered into between the City and DEP for said
project, if authorized;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF. THE

the park, with an overall attendance of one million people. These events were representative
of south Florida's multi -ethnic population and respond to the specific needs of our
community. A further indication of the organization's diverse audience is that between April
1991 and August 1992, the park hosted 73 different festivals, concerts and special events, of
which 65% were multicultural in character.

RECON EWENDATION:
It is respectfully recommended that the City Commission adopt the attached resolution
supporting the inclusion of the City of Miami specific project proposal(s) within the Dade
County Parks, Recreation, Beaches, and Youth Facilities Measure of 1996 (Safe
Neighborhood Parks Act).
As discussed at the February 29, 1996 City Commission Meeting, the Trust for Public
Land (TPL) has been working with Metropolitan Dade County and the municipalities on
a $200 Million Dade County Parks, Recreation, Beaches, and Youth Facilities General
Obligation Bond Measure proposed for the November, 1996 County ballot. According to
the TPL, this measure would be funded through an assessment on property at an average
cost to the typical homeowner of approximately $7 per year.
As a requirement, each participating municipality must adopt the attached resolution. The
Metropolitan Dade County Board of Commissioners have already approved on first
reading the placement of this measure on the ballot. The second and final reading is
scheduled to take place in July.
If the proposed bond measure is approved by the voters, the City of Miami will directly
receive approximately $21,670,000 of which $18 million is for specific capital projects
(as outlined on Exhibit A of the attached resolution) and about $3,670,000 is our share of
per capita grants to be utilized for additional park capital needs. Also, the City of Miami
will be eligible to apply for challenge grants from at least $10 million allocated for land
acquisition, construction and development of youth recreation and service facilities as
well as natural areas acquisition and development.

It should be noted that each project proposed in the bond measure will be specifically
listed on the ballot so that the voters will be aware of how the funds will be spent. In
order for each municipality to receive the funds, proof will have to be furnished that the
participating parks are being properly maintained and (where applicable) are offering
recreation activities.
