RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY AND WAIVING
THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS
FOR THE HIRING OF LABORERS DURING THE
RELOCATION OF THE MUNICIPAL SHOP FROM
BRICKELL PERSONNEL CONSULTANTS IN THE AMOUNT
OF $9,226.40; ALLOCATING FUNDS THEREFOR FROM
THE CAPITAL IMPROVEMENT PROGRAM, PROJECT
NO. 311018, INDEX CODE 429402-340.
WHEREAS,

j Administration/Solid Waste (GSA/SW), Communication Services

Division, needed to relocate the City's radio system testing and
repair facilities from its previous location within the section
of the Municipal Shop tract that was sold to Jackson Memorial
Hospital; and
WHEREAS,
the Department of General Services
the site had to be vacated on or before
December 31, 1995, otherwise, significantly high contractual
I penalties could have incurred; and
WHEREAS, the equipment involved in the move required
disassembling, special packing, and reassembling; and
WHEREAS, the City Manager made a written finding that an
emergency situation necessitated the hiring of laborers to assist
with said move; and

RECOMMENDATION:
It is respectfully recommended that the City Commission approve,
ratify and confirm the City Manager's emergency action in
authorizing the Procurement Management Office to issue an
emergency purchase order to Brickell Personnel Consultants of
1110 Brickell Avenue, Suite 430, Miami, Florida in the amount of
$9,226.40 for the utilization of laborers that were required
during the relocation of the Municipal Shop. Funds are available
from the Capital Improvement Program, Account Code No. 429402-
340, Project Code No. 311018. r-
BACKGROUND:
The Department of GSA/SW Communication Services Division needed
to relocate the City's radio system testing and repair facilities
and associated equipment from its previous location within the
section of the Municipal Shop Tract that was sold to Jackson
Memorial Hospital. The site had to be vacated on December 31,
1995, otherwise, significantly high contractual penalties could
have incurred.
Because of the extremely sensitive nature of the electronic
equipment involved in the move, along with the parts, inventory
and other City assets that were previously stored in the
division, items were required to be disassembled and packed
before being moved to the new site. Afterwards, these items had
to be unpacked and reassembled. Communication personnel helped
in this effort while maintaining an acceptable level of service
for the City's public safety radio system which includes Police
and Fire/Rescue communications.

The Department. of General Services and Solid Waste (GSA/SW)
respectfully requests that standard procurement procedures be
waived and an emergency purchase order be issued to Bri.ckell
Personnel Consultants of 1110 Brickell Avenue, Suite 430, Miami,
Florida, in the amount of $9,266.40 for the use of eleven (11)
laborers for a period beginning December 19, 199S. Funds are
available in the Capital Improvement Account for the relocation
of the Municipal Shop Tract.

NOTICE TO THE PUBLIC
A public hearing will be held by the City Commission of the City
of Miami, Florida, on _ at , in the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami,
Florida, for the purpose of considering a waiver of the
requirements of obtaining sealed bids and ratifying the City
Manager's finding of an emergency for the expenditure of funds to
hire laborers required in the relocation of the Municipal Shop.
The service was provided by Brickell Personnel Consultants of
1110 Brickell Avenue, Suite 430, Miami, Florida, at a cost of
$9,226.40.
All interested persons are invited to appear and may be heard
concerning this item, Should any person desire to appeal any
decision of the City Commission with respect to any matter
considered at this hearing, that person shall ensure that a
verbatim record of the proceedings is made, including all
testimony and evidence upon which any appeal may be based.
