YARD, IN THE AMOUNT OF $35,000; ALLOCATING i FUNDS THEREFOR FROM THE DEPARTMENT OF GSA/SW, VEHICLE AND EQUIPMENT ADMINISTRATION DIVISION FY '95-96 OPERATING BUDGET, ACCOUNT NO, 420901-670, PROJECT NO. 509000. AUTHORIZING THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the General Services Administration/Solid Waste (GSA/SW), Vehicle and Equipment Administration Division has an immediate need to clean its storm sewer oil -water separator system because it is full of petroleum contaminated sludge; and WHEREAS, Petroleum Management, Inc., (PMI) is an approved Dade County vendor that has previously performed this type of cleanup service and disposal at the site and other Metropolitan Dade County sites; and WHEREAS, PMI can expedite the cleanup of the catch basin because it has done the required laboratory analyses of the sludge necessary for environmentally correct disposal of the CITY COMMISSION MEETING OF JUN 1 3 1996 Resolution No. day of APPROVED AS TO FORM AND CORRECTNESS: CITY A -3- Jane 1996. yjj-7REDO "ZORT, VICE-IKIAYUK .. I 96- 420 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM To The Honorable Mayor and Members DATE : JUN 3 1996 FILE of the City Commission SUBJECT : Emergency Request for Environmental Clean Up of Sludge/Oily Waste FROM : REFERENCES: Cesa io City ger ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission waive the requirements for competitive sealed bids and approve the emergency award to Petroleum Management, Inc., of 4700 Oakes Road, Davie, Florida, for an amount not to exceed $35,000 for the cleanup and legal disposal of non -hazardous petroleum contaminated sludge at the catch basin of the Vehicle and Equipment Administration Division's yard located at 1390 N.W. I 20th Street. Funds are available from the Department of General Services and Solid Waste (GSA/SW), Vehicle and Equipment Administration Division (VEA), Fiscal Year 1995-1996 Operating Budget, Account Code No. 420901-670, Project Code No. 509000. BACKGROUND: The Department of General Services and Solid Waste, Vehicle and Equipment Administration Division has an immediate need to clean its storm sewer oil -water separator system. The system is full of petroleum contaminated sludge, and if it is not cleaned promptly, it could end up environmentally affecting the Miami River. Petroleum Management, Inc. (PMI) is an approved County vendor and has previously performed this cleanup service and disposal at our site and at Metropolitan Dade County sites.
