RESOLUTION NO.9 6 " 3 8 4
A RESOLUTION URGING THE STATE OF FLORIDA TO
PROVIDE ADEQUATE FUNDING FOR THE PRESERVATION
AND REPAIR OF THE BEACHES OF THE STATE OF
FLORIDA, TO RECOGNIZE THE NEED FOR FUNDING
NON-FEDERAL PROJECTS AND TO IDENTIFY LONG-
TERM FUNDING SOURCES; FURTHER DIRECTING THE
CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE OFFICIALS DESIGNATED
HEREIN.
Florida's beaches are an important part of the
life of this community providing aesthetic,
hurricane mitigation, and other recreational
benefits for our residents and tourists; and
( WHEREAS, beaches continue to be Florida's Number One tourist
attraction and thus are vital to the State's economic well-being

-- generating over $9 billion in beach -related sales annually and
contributing to a ripple effect to the Florida economy of over
$16 billion; and
WHEREAS, the City of Miami recognizes that severe beach
erosion continues to be a major problem in Florida with coastal
development threatening this important natural resource; and
WHEREAS, federal funding for beach and inlet projects is
declining, resulting in delays in implementing needed erosion
projects and placing a burden on state and local sources; and

WHEREAS, since navigation inlets cause some eighty percent
of beach erosion in Florida, the most cost-effective way to
reduce erosion is to recapture sand from inlets and place it on
the eroded downdrift beaches; and
WHEREAS, as a matter of long-standing policy, the
Legislature of the State of Florida has given priority to funding
those beach and inlet projects which have substantial federal
matching funds;
WHEREAS,. the Legislature has historically demonstrated a
commitment to the preservation of Florida's beaches and now must
recognize the critical environmental and economic need to
maintain or repair the State's beaches with or without financial
assistance of the Federal government; and
- WHEREAS, it is necessary for the State of Florida to provide
adequate annual funding to carry out a State-wide comprehensive
beach management program to protect Florida's beaches and repair
those that are severely damaged;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
j Section 2. The State of Florida is hereby urged to
provide adequate funding for the preservation and repair of the
beaches of the State of Florida, to recognize the need for

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the proposed Resolution
requesting the State of Florida to provide adequate funding for the preservation and
repair of the state's beaches; to recognize the need for funding non-federal projects and
to identify a long-term funding source.
BACKGROUND
Beaches are and continue to be Florida's number one tourist attraction and thus are vital
to the state's economic well-being -- generating over $9 billion in beach -related sales
annually and contributing to a ripple effect to the Florida economy of over $16 billion.
Although severe beach erosion continues to be a major problem in Florida with coastal
development threatening this important natural resource, federal funding for beach and
inlet projects is declining, resulting in delays in implementation of needed erosion
projects and placing a burden on local sources. At the same time, navigation inlets
cause some 80 percent of beach erosion in Florida and the most cost-effective way to
reduce erosion is to recapture sand from inlets and place it on the eroded downdrift
beaches.
During the Ninth Annual National Conference on Beach Preservation Technology, held
in St. Petersburg, Florida on January 24-26, 1996, support was sought from local, state
and federal community leaders regarding necessary funding for beach renourishment
programs. During the conference, various references such as the Wall Street Journal,
Business Week, etc. were cited, pointing out how critical beaches are to the U.S.
economy, creation of jobs, and American competitiveness globally. It was
recommended that localities mobilize public support and identify sources of funding for
beach renourishment programs. To this end, the Village of Key Biscayne, Florida,
adopted Resolution No. 96-7 on April 9, 1996 requesting that the Legislature of the
State of Florida provide adequate annual funding to carry out a state-wide
comprehensive beach management program to protect Florida's beaches and repair
those that are severely damaged.
The Administration recommends adoption of the attached resolution.
