RESOLUTION NO. 9 6 d 373
A RESOLUTION AUTHORIZING THE FUNDING OF A
YOUTH SUMMER EMPLOYMENT PROGRAM, WITHIN THE
I OVERTOWN AREA, IN THE AMOUNT OF $10,000; j
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, SUCH EXPENDITURE
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE '
AS COMPLYING WITH FLORIDA STATE STATUTES,
SECTION 932.7055, AS AMENDED
WHEREAS, Florida State Statute 832.7055, as amended,
authorizes the expenditure of forfeiture proceeds for lawn
enforcement and crime prevention purposes not considered normal
operating expenses; and
WHEREAS, funding cuts, at both the Federal and State
Government levels, have dramatically reduced monies available for
youth summer employment programs; and
WHEREAS, idle youth may become involved in criminal
activities; and
WHEREAS, the Overtown NET Service Center, in conjunction
with residents and community organization of Overtown, has
proposed a Summer Employment Program for youths in this area; and
WHEREAS, funds to cover this expenditure are available from
the Law Enforcement Trust Fund; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has certified that the expenditures proposed
comply with Florida State Statutes, Section 932.7055, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the

Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding of the Youth Summer Employment
Program within the Overtown area, in the amount of $10,000, is
hereby authorized, with funds therefor hereby allocated from the
Law Enforcement Trust Fund, such expenditure having been
certified by the Chief of Police as complying with Florida State
Statutes, Section 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

During the May 23, 1996 City Commission Meeting, I will propose the attached ordinance
to provide up to $10,000 for the Overtown Net Summer Youth Employment Program.
The identified source of funds is the Law Enforcement Trust Fund --pending the Police
Chief s certification that the program is in accordance with Florida Statues.

Per your directive, attached is a Resolution authorizing a contribution to the Overtown NET
Service Center's Summer Employment program, in an amount not to exceed $10,000.00, from the
Law Enforcement Trust Fund.
As this is a Law Enforcement Trust Fund expenditure, it is necessary that the attached Affidavit be
signrd and notarized. Upon signing the appropriate documents, please return the entire package to
the Business Management Section for further distribution. Additionally, your initials are required
in the bottom left hand comer on the memorandum from the City Manager to the Mayor and
Commissioners.

RECONWENDATIO
It is respectfully recommended that a Resolution authorizing the funding of a Youth Summer
Employment Program, within the Overtown area, and allocating funds therefor, in an amount not
to exceed 510,000.00, be approved. Funding is to be provided from the Law Enforcement Trust
Fund, from a Project Number and Index Code to be later determined by the Chief of Police.
RACI{�UNR:
Due to budget constraints within the Federal and State Governments, summcr cmployment
programs for youths have been dramatically affected. The end result of these cuts may leave
numerous youths idle on our streets. Idleness which may lead to some of the youth committing
criminal offenses. The Overtown NET Service Center, in conjunction with Overtown residents
and community organizations, wishes to sponsor a nine (9) week comprehensive Summer
Employment Program.
The Program will target 200 youths in the Overtown area, between the ages of 16-21. They will be
paid $5.00 per hour, for a minimum of 25 hours per week, up to a maximum of 30 hours per week.
The selected youths will undergo mandatory training on employability skills and job preparation.
This will ensure the youths are job -ready before being placed on a job site.
