HomeMy WebLinkAboutR-96-0341F f J-96-313 4i10/96 RESOLUTION NO.9 6 W 341 A RESOLUTION ALLOCATING FUNDS IN THE AMOUNT OF $7,000.00 FROM THE 21 ST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PROJECT NO. 799613, FOR THE REHABILITATION OF ONE (1) 1USINESS LOCATED IN THE, LITTLE HAITI TARGET AREA, IN CONJUNCTION WITH TI-IE COMMERCIAL CODE COMPLIANCE PROGRAM, SAID ALLOCATION TO BE BASED UPON A 70% - 30`% MATCH BETWEEN THE CITY OF MIAMI AND THE BUSINESS OR PROPERTY OWNER. CITY COMMISSION MEETI2IC OF MAY 2 3 1996 Resolution No. 96-_41 ( i WHEREAS, eligibility for assistance under said Program is based upon a 70% - 30% match, with the City providing 70% and the business or property owner providing 30% of the costs of correcting electrical and fire violations which shall not exceed the total amount of $10,000.00 per participating business; and WHEREAS, the Little Haiti NET Office has cited said businesses for electrical and fire violations; and WHEREAS, the property that requires compliance has. been reviewed by the City of i Miami Neighborhood Enhancement Team ("NET'.) and the Pierre Toussaint Haitian Catholic 1 Center and has been found to be eligible for said program; and I WHEREAS, Pierre Toussaint Haitian` Catholic Center has the necessary expertise, and I will provide the services' necessary for the implementation of said Program and the disbursement of funds allocated to the participating business, pursuant town agreement previously executed NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE j CITY OF MIAMI, FLORIDA: i Section 1. The recitals: and findings conta ned in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein ,as if fully set forth in this Section. s t Section 2. Funds in the amount of $7,000 00 are hereby allocated from 21 st Year i Community Development Block Grant Funds, Proliect No '799613; for the rehabilitation of one (1) business located in the Little Haiti Target Area'conjunction with the Commercial Code Compliance Program. Section 3. The financial assistance to be provided by the City of Miami for said Program shall be based upon a 70% - 30% match, with the City contributing up to $7,000.00 per participating business and the business or property owner contributing up to $3,000.00. -2- 96- 341 Section 4. Upon completion of the Code Compliance Program, Pierre Toussaint Haitian Catholic Center shall present to NET all documentation and invoices generated by, or pertaining to, said Project. Section 5. BACKGROUND: In an effort to promote code compliance within blighted City of Miami neighborhoods, the Code Compliance Program was implemented, per Resolution No. 95-413, on May 25, 1995, during the 21st Year of the Community Development Block Grant (CDBG) Program. These properties have been cited by the Little Haiti NET Office for electrical and fire violations. The correction of these violations will result in upgraded living conditions in the affected areas and increased benefits to the community. Therefore, it is requested that the City of Miami allocate CDBG funds in the amount of seven thousand dollars ($7,000.00) to the Pierre Toussaint Haitian Catholic Center, for the implementation of the Commercial Code Compliance Program for the following properties: Little Haiti Libreri Mapou 5919-21 N.E. 2nd Avenue Each of the aforementioned enterprises would be allocated a maximum of ten thousand dollars ($10,000.00), with the City of Miami contributing 70%, up to seven thousand dollars ($7,000.00), and the business or property owner contributing 30%, up to three thousand dollars ($3,000.00). Pierre Toussaint Haitian Catholic Center will assume responsibility for completing all pertinent documentation, and will forward such information to the City of Miami NET, which will make sure that the electrical, and fire violations have been corrected. Therefore, per the aforementioned legislation, it is respectfully recommended that the attached resolution be adopted. Attachment: Resolution 96- 341 1
