HomeMy WebLinkAboutR-96-0338J-96-322 4/18/96 n RESOLUTION NO. 96- 338 A RESOLUTION AUTHORIZING METROPOLITAN DAD COUNTY ON BEHALF OF THE CITY OF MIAMI, T ADVERTISE FOR, EVALUATE, AND ACCEPT TH BID(S) FROM A VENDOR OR VENDORS TO PROVID UNITED STATES DEPARTMENT OF AGRICULTUR (USDA) APPROVED MEALS TO ELIGIBLE CHILDRE FOR THE CITY'S SUMMER FOOD SERVICE PROGRAM 1996; FURTHER, AUTHORIZING METROPOLITAN DAD COUNTY TO ENTER INTO THE NECESSAR CONTRACT(S) WITH THE SUCCESSFUL BIDDER(S) FO SAID PURPOSE, AND AUTHORIZING THE CIT MANAGER TO DIRECT THE CHIEF PROCUREME OFFICER TO ISSUE THE NECESSARY PURCHASI ORDERS(S), SUBJECT TO AND CONTINGENT UPON THI CITY OF MIAMI'S ACCEPTANCE OF A GRANT IN THI ESTIMATED AMOUNT OF $299,760.00 FROM USDI THROUGH THE FLORIDA DEPARTMENT OF EDUCATIOP AND UPON THE CITY'S APPROPRIATION OF SAII FUNDS FOR THE SUMMER FOOD SERVICI PROGRAM - 1996. E 0 E ` E � E N WHEREAS, the United States Department of Agriculture, through the Florida Department of Education, has tentatively agreed to fund the City of Miami's annual Summer Food Service Program for Children - 1996; and i WHEREAS, with approval of the above two agencies, i Metropolitan Dade County has offered to include the City of Miami i in a competitive bid proposal to select a vendor or vendor;; to provide summer lunches and supplements (snacks); and WHEREAS, inclusion of the City's program requirements in the Metropolitan Dade County competitive bid package allows vendors to offer summer lunches and supplements at rates lower than that CITY C4D9 mSSION MEETING Or. MAY 2 3 1996 Resolution No. 96-� 338 which could be obtained by the City of Miami under a separate bid; and WHEREAS, based on figures from last year's program figures, the City of Miami plans to serve an estimated 103,729 lunches (average 2,305 lunches/day x 45 days) and 122,175 snacks (average 2,715 snacks/day x 45 days) to eligible children at twenty-eight sites throughout the City in conjunction with the 1996 Summer Recreation Program; and WHEREAS, reimbursement rates from the USDA grant through the Florida Department of Education are estimated at $2.1675 per lunch and $.5700 per snack for a total estimated grant of $299,760.00; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Metropolitan Dade County is hereby authorized, on behalf of the City of Miami, to advertise for, evaluate, and accept the bid(s) from a vendor or vendors to provide USDA approved meals to eligible children for the City's Summer Food Service Program - 1996. Section 3. Metropolitan Dade County is hereby further authorized to enter into the necessary contract(s) with the successful bidder(s) for said purpose, and the City Manager is hereby authorized to direct the Chief Procurement Officer to issue the necessary purchase orders (s), subject to and contingent upon the City of Miami's acceptance of a grant in the estimated amount of $299,760.00 for USDA through the Florida Department of f Education and upon the City's appropriation of said funds for the i Summer Food Service Program - 1996. The resolution would also authorize Dade County to enter into the necessary agreement(s) with the successful bidder, and the City's Chief Procurement Officer to issue the necessary purchase order(s) for this purpose, subject to and conditioned upon the City's acceptance of a grant in the estimated amount of $299,760 from USDA through the Florida Department of Education (DOE) and upon the City's appropriation of said funds for the Summer Food Program. BACKGROUND: The Department of Parks and Recreation Summer Food Service Program provides a box lunch and afternoon snack to children aged 18 and under during the summer. Since 1968, the City of Miami has provided these summer meals as an integral part of its summer recreation program offering arts and crafts, sporting activities, field trips, and special events. The meals are served daily at twenty-eight (28) sites carefully chosen to provide reasonable access to all of Miami's youth. i Based on 1995 program totals, we estimate that 103,729 lunches and 122,144 snacks will be served during the upcoming summer program. These figures average out to 2,305 lunches and 2,715 snacks each day for the 45 day program. Funding is provided to the City from a USDA grant through Florida's DOE. This year's grant is estimated at $299,760 based on last year's meals figures and reimbursement rates of $2.1675 for lunch and $.5700 for afternoon supplements (snacks). The final grant award amount will be made available by DOE in April 1996. i 96- 338 1
