RESOLUTION NO. 9 6 - 328.1
A RESOLUTION AUTHORIZING THE INSTALLATION OF
SECURITY GATES, IN THE AMOUNT OF $49,000.00,
FOR MIAMI RIVERSIDE CENTER PARKING GARAGE AND
THOSE CERTAIN SURFACE PARKING LOTS KNOWN AS
LOT NO. 16 AND LOT NO. 17, LOCATED ADJACENT
TO THE MIAMI RIVERSIDE CENTER BY THE
DEPARTMENT OF OFF-STREET PARKING; INCREASING
THE EXISTING AGREEMENT WITH PRIME ELECTRICAL
CONTRACTORS, INC. FOR ELECTRICAL SERVICE AT
THE MIAMI RIVERSIDE CENTER, IN AN AMOUNT NOT
TO EXCEED $9,000.00, TO COVER THE COSTS FOR
THE INSTALLATION OF THE ELECTRICAL POWER AND
COMPONENTS REQUIRED FOR OPERATION OF SAID
SECURITY GATES; DIRECTING THE CITY MANAGER TO
REIMBURSE THE DEPARTMENT OF OFF-STREET
PARKING FOR THE PROCUREMENT AND INSTALLATION
OF SAID SECURITY GATES; AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED
$58,000.00, FROM INDEX CODE NO. 921135, FOR
SAID INSTALLATION, REIMBURSEMENT AND
ELECTRICAL SERVICE.
WHEREAS, in order to fully utilize the City's new
administration building ("Miami Riverside Center") the vehicles
of members of the City Commission, the City Manager and their
respective staffs, and all the City employees from the various
departments that will be relocated to the Miami Riverside Center
must be accommodated; and
WHEREAS, said individuals and employees will be assigned
parking spaces at the Miami Riverside Center Parking Garage and
in those Department of Off -Street Parking's surface parking lots
adjacent to Miami Riverside Center, known as Lot No. 16 and Lot
No. 17; and

WHEREAS, several security problems have been identified at
said parking garage and surface parking lots that require
attention prior to full occupancy of the building; and
WHEREAS, electronically controlled security gates must be
installed at the entrances and exits to the parking garage and
surface parking lots to control access and improve security; and
WHEREAS, the Department of Off -Street Parking currently
retains qualified, pre -approved firms that are prepared to
immediately provide and install security gates; and
WHEREAS, it is in the City's best interest both in terms of
cost and time savings to utilize the Department of Off -Street
Parking to provide and install security gates in an amount not to
exceed $49,000.00; and
WHEREAS, it is in the City's best interest both in terms of
cost and time savings to increase the amount of the existing
agreement authorized by Resolution No. 96-122 between the City of
Miami and Prime Electrical Contractors, Inc, to provide and
install the necessary electric connections, conduits and cables,
in an amount not to exceed $9,000.00; and
WHEREAS, monies are available to reimburse the Department of
Off -Street Parking for the costs of the installation of the
security gates, and for the costs of providing electrical service
to operate said security system;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
I Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The installation of security gates in the
amount of $49,000, for the Miami Riverside Center Parking Garage
and those certain surface parking lots, known as Lot No. 16 and
Lot No. 17, located adjacent to the Miami Riverside Center by the
Department of Off -Street Parking is hereby authorized and the
City Manager is hereby directed to reimburse the Department of
Off -Street Parking, for said installation.
Section 3. The existing agreement with Prime Electrical
Contractors, Inc. to provide electrical maintenance services at
the City of Miami Riverside Center is hereby increased, in an
amount not to exceed $9,000.00, to cover the costs for the

installation of the electrical power and components required for
the operation of said security gates.

Section 4. Funds therefor, in an amount not to exceed

$58,000.00, are hereby allocated from Index Code No. 921135, for
i
said installation, reimbursement and electrical service.
Section 6. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to reimh arse the CiV, of Miami Department of Off -Street Parking
(DOSP)., in an amount not to exceed $49,000.00, for the installation of security gates in the
Miami Riverside Center Parking Garage and surface Parking Lots No. 16 and 17, and authorizing
an increase, in an amount not to exceed $9,000.00, in the existing agreement authorized by
Resolution No. 96-122 between the City of Miami and Prime Electrical Contractors, Inc., to
provide electrical service for the new security gates.
BACKGROUND
The Miami Riverside Center Parking Garage and surface Parking Lots No. 16 and 17 will provide
the necessary parking stalls for employees, Fire Department vehicles, City Commission and
staff and City Manager and staff. All of this parking is necessary once the Administration
Building is fully occupied.
The Public Works Department has identified several security problems with the existing
parking garage and surface parking lots No., 16 and 17 that require attention prior to the full
occupancy of the building. Electronically controlled security gates must be installed at the
entrances and exits to these facilities to control access and improve security. Since time is of
the essence, the lengthy bidding process to secure a contractor is not practical. DOSP
currently retains qualified, pre -approved firms that are prepared to immediately provide and
install the security gates and it is in the City's best interest, both in terms of cost and time
savings, to utilize DOSP expertise for the installation of the security gates.
In order to supply electrical power to operate the new security gates, it is also in the City's
bE:st interest both in terms of cost and time savings to increase the amount of the existing
agreement authorized by Resolution No. 96-122 between the City of Miami and Prime
Electrical Contractors, Inc., to provide the necessary electric connections, conduit and cables.
