I A RESOLUTION ALLOCATING FUNDS IN THE AMOUNT
( OF $22,400.00 FROM COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS, PROJECT NO. 799602, FOR
THE REHABILITATION OF SIXTEEN (16)
BUSINESSES, MORE SPECIFICALLY DESIGNATED
HEREIN, LOCATED IN THE MODEL CITY,
EDISON/LITTLE RIVER AND LITTLE HAVANA TARGET
AREAS UNDER THE CITYWIDE COMMERCIAL FACADE
PROGRAM.
WHEREAS, the Citywide Commercial Facade Program (the
"Program") was approved in the Fourteenth (14th) Year of the
Community Development Block Grant Application pursuant to
Resolution No. 88-384; and
I WHEREAS, the Program is designed to promote economic
revitalization in neighborhoods of the City of Miami, and

accordingly, is an important part of the City's economic

development strategy; and

WHEREAS, funds for the Program are allocated from Community
Development Block Grant Funds, Project No. 799602, up to the
amount specified; and
WHEREAS, the properties to be rehabilitated pursuant to the
Program are located within the Model City, Edison/Little River
and Little Havana Target Areas; and
WHEREAS, eligibility for assistance under the Program is
based on a 7096 - 30W match, with the City providing 70W and the

business or property owner providing 30% of the cost of
construction, which shall not exceed the total amount of
$2,000.000 per participating business; and
WHEREAS, the properties to be rehabilitated have been
reviewed by the City of Miami Neighborhood Enhancement Team
("NET"), Martin Luther King Economic Development Corporation,
Inc., the Small Business Opportunity Center, Inc. and the Pierre
Toussaint Haitian Catholic Center, Inc. and are found to be
eligible for the Program; and
WHEREAS, the Martin Luther King Economic Development
Corporation, Inc., the Small Business Opportunity Center Inc. and
the Pierre Toussaint Haitian Catholic Center, Inc. have the
necessary expertise and are willing to provide the services
necessary for the implementation of said Program and the
disbursement of funds allocated to the participating businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funds in the amount of $22,400.00 are hereby
allocated from Community Development Block Grant Funds, Project
No. 799602, for the rehabilitation of sixteen (16) businesses
located in the Model City, Edison/Little River and Little Havana
Target Areas under the Citywide Commercial Facade Program.

Section 3. Financial assistance to be provided by the
City under said Program shall be based on a 70% - 30% match, with
the City of Miami contributing up to $1,400.00 per participating
business and the business or property owner contributing up to
$600.00.
Section 4. Upon completion of the rehabilitation
Program, the Martin Luther King Economic Development Corporation,
Inc., the Small Business Opportunity Center, Inc. and Pierre
Toussaint Haitian Catholic Center, Inc. shall represent to NET
all documentation and invoices generated by, or pertaining to,
said Project.
Section 5. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the City Commission approve the attached resolution, allocating
twenty-two thousand, four hundred ($22,400.00) dollars to the City of Miami Commercial Facade
Program, for rehabilitation of sixteen (16) businesses in conjunction with business and property
owners within the Model City, Little Havana, and Edison/Little River areas.
BACKGROUND:
In an effort to promote economic revitalization within blighted City of Miami neighborhoods, the
Commercial Facade Treatment Program was implemented, per Resolution No. 88-384, during the
14th Year of the Community Development Block Grant (CDBG) Program.
Since that time, many business exteriors have been improved with respect to paint, signs, awnings,
etc., resulting in upgraded living conditions of the affected areas, enhanced neighborhood services,
and increased benefits to the community.
Therefore, it is requested that the City Commission allocate CDBG funds in the amount of twenty-
two thousand, four hundred ($22,400.00) dollars to the Martin Luther King Economic Development
f Corporation, Inc., Small Business Opportunity Center, Inc., and Pierre Toussaint Haitian Catholic
{ Center, Inc., for the implementation of the facade improvement program of the following properties:

Each of the above captioned enterprises would be allocated a maximum of two thousand ($2,000.00)
dollars, with the City of Miami contributing 70%, up to one thousand, four hundred dollars
($1,400.00) and the business or property owner contributing 30%, up to six hundred ($600.00)
dollars. The Martin Luther King Economic Development Corporation, Inc., the Small Business
Opportunity Center, and Pierre Toussaint Haitian Catholic Center, Inc. will assume responsibility for
completing all pertinent documentation, and will forward such information to the City of Miami
NET.
Therefore, it is respectfully requested that the City Commission adopt the attached resolution.

*These businesses are part of the property located at 4600 N.E. 2nd Avenue, which is more than 50%
leased, thus enabling the entire project to benefit from the facade program.
