A RESOLUTION, APPROVING SOUTH FLORIDA JAIL
MINISTRIES/AGAPE WOMEN'S' CENTER FOR THE
PROVISION OF SUPPORT SERVICES TO THE HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
PROGRAM, FOR THE DEPARTMENT OF NET, HOUSING
DIVISION; ALLOCATING FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $15,470, FROM THE 1995
HOPWA GRANT PROGRAM; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY
AGREEMENT(S), IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR THIS PURPOSE.
WHEREAS, in March, 1995, the City of Miami applied for
$7,906,000 in 1995 HOPWA grant funding on behalf of the eligible
metropolitan statistical area (EMSA), which includes Dade County,
and the cities of Hialeah and Miami Beach; and
WHEREAS, in October, 1995, the City was notified by U.S. HUD
that due to the rescission of $15,000,000 in Program
appropriations, our EMSA 1995 HOPWA allocation was reduced to
$7,268,000; and
WHEREAS, the HOPWA federal regulations allow the City a
three percent (3%) allowance for the administration of the grant;
and
WHEREAS, South Florida Jail Ministries/Agape Women's' Center
(AGAPE) has offered to provide clerical staff support to the
Department of NET, Housing Division, HOPWA Program, as part of

procedures for its clients; and
WHEREAS, the administration recommends approval of a
i professional services agreement with AGAPE for the provision of
staff support in connection with the HOPWA Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

! Section 2. The South Florida Jail Ministries/AGAPE
Women's' Center is hereby approved to provide support services to

the Housing Opportunities for Persons with Aids (HOPWA) Program,
for the Department of NET, Housing Division, with funds therefor
hereby allocated, in an amount not to exceed $15,470, from the
1995 HOPWA Grant Program.
Section 3. The City Manager is hereby authorized) to
execute the necessary agreement(s), in a form acceptable to the
City Attorney, for this purpose.
! Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfally recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a professional services contract with South Florida Jail
Ministries / Agape Wom.en's Center (AGAPE) for the provision of staff support in connection
with the Department of NET's Housing Division Housing Opportunities for Persons With AIDS
(HOPWA) Program. Funding for this service will be provided by the U.S. Department of
Housing and Urban Development from the fiscal year 1995 Housing Opportunities for Persons
With AIDS (HOPWA) Grant Program.
BACKGROUND:
1 NET recommends that the City Commission adopt the attached resolution approving the City
Manager to execute a professional services agreement with South Florida Jail Ministries / Agape
Women's Center (AGAPE) for the provision of staff support in connection with the Department
of NET's Housing Division Housing Opportunities for Persons With AIDS (HOPWA) Program.
I Further, Section 2 of the attached resolution authorizes the City Manager to disburse funding in
an amount not to exceed $15,470 for said services.

In March of 1995, the City of Miami, on behalf of Metropolitan Dade County and the cities of
Hialeah and Miami Beach, applied for $7,906,000 in Housing Opportunities for Persons With
AIDS (HOPWA) Grant Program funding from U.S. HUD. In October of 1995, the City was
notified by U.S. HUD that its application for 1995 HOPWA Grant Program funding had been
approved; however, because of a federal budget amendment/rescission to the fiscal year budget,
the City's award was decreased from $7,906,000 to $7,268,000.
HOPWA regualtions allow the City a three percent (3%) administrative fee. For HOPWA fiscal
year 1995, the three percent (3%) fee equates to $218,040. It is from this fee that funds are
available to offset the expenses related to this contract.

AGAPE, as part of its computer and office procedures vocational training program, has proposed
to supply the City with staff support for its HOPWA Program. Its proposal (copy attached) is to
supply the City Department of NET's Housing Division HOPWA Program with one computer
trained person to support the need for clerical and secretarial support. This support would be
provided for up to thirty-five (35) hours a week, at a rate of $8.50 an hour.
The Department of NET's Housing Division HOPWA Program is in need of such support in
carrying out the many responsibilities incumbent upon it in the administration of the Program.
This is an ideal situation, in that, (1) it provides real world experience for AGAPE's clients in its
vocational training program, (2) it provides the City with computer literate and cost effective
staff support, and (3) it provides AGAPE with an avenue to support its training program.
City Commission ratification of the attached resolution is recommended
