RESOLUTION NO.
A RESOLUTION, AUTHORIZING FUNDING FOR THE
SPONSORSHIP OF THE 11100 BLACK MEN" NATIONAL
CONVENTION TO BE HELD IN MIAMI, FLORIDA, JUNE
5 - 9, 1996, IN THE AMOUNT OF $5,000;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, SUCH EXPENDITURE
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS COMPLYING WITH FLORIDA STATE STATUTES,
CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statutes, Chapter 932.7055, as
amended, authorizes the expenditure of forfeiture proceeds for
law enforcement and anti -drug educational purposes; and
WHEREAS, the City of Miami, along with the rest of the
nation, has experienced an increase in youth violence; and
WHEREAS, the 11100 Black Men" National Convention will be
held in Miami, Florida, June 5 - 9, 1996 and will allow .local
chapters to share ideas on this subject as well as other topics;
and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has certified that the proposed expenditure

complies with Florida State Statutes, Chapter 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding for the sponsorship of the 11100 Black
Men" National Convention to be held in Miami, Florida,
June 5 - 9, 1996, in the amount of $5,000 is hereby authorized,
with funds therefor hereby allocated from the Law Enforcement
Trust Fund, Project Number and Index Code to be identified by the
Chief of Police, such expenditure having been certified by the
Chief of Police as complying with Florida State Statutes, Chapter
932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that a Resolution authorizing a contribution to the 100 Black Men
National Convention, Miami, and allocating funds therefor, in an amount not to exceed $5,000.00,
be approved. Funding is to be provided from the Law Enforcement Trust Fund, from a Project
Number and Index Code to be later determined by the Chief of Police.
BACKGROUND:
The "100 Black Men" was born in New York City in 1963 by a group of successful men from the
fields of business, industry, public affairs, government, and other professions who decided to pool
their collective skill, experiences and resources to improve the quality of life of African -Americans
as well as other minorities. In 1970, the concept of developing individual, independent chapters in
other cities took hold. Currently, there are chapters throughout the country. The national chapter
emphasizes various programs and assists chapters to channel their strength, skills, and resources in
four critical areas: youth mentoring, education, anti -violence and economic development. This
year's conference will be held in Miami on June 5" - 9", 1996. The conference will provide a
forum for the chapters to come together for discussions and seminars in these areas. Ideas and
methods which have proven successful in other parts of the country will be discussed and explored.
With the increase in youth violence, commitment in organizations such as this is critical to the
survival of our youth.
