In 1971, he began his career with Dade County Public Schools as a bus aid®. He
quickly moved up .the ranks .of the school system — from teacher, to assistant
p'Hatipal, to pnnelpal, to administrative ositione in which he handled
challenging, high -risk, high•profile' responsibilities. Aa Assistant Superintendent
for desegregation, he resolved the concerns of parents while overseeing school
boundary issues and balancing racial ratios; as Assistant Superinteadent for
legislative and labor relations, he handled difficult labor-management
negotiations and served as the district's chief negotiator for several acejor labor
contracts; and as Deputy- Superintendeat for administrative services, he
overhauled the school district's massive $1,7 billion'construetion program after it
faltered under private management.
In October 1990 at the age of 39, he assumed the superintendency of Amisrica's ,
fourth -largest stool district: Dade County Public Schools. Since then, he has led
the school district through its worst -ever iimding crisis without laying off a single
employee; streamlined the school bureaucracy, channeUY4 scares funds away
from the central office and into the classroom; boosted fiscal efddeacy, according
to'eev wal independent indicators; guided the district through Hurricane Aaarew,

BIOGRAPHY
Dr. Roosevelt Thomas, Jr.
Thomas currently serves as Assistant VicePresident for
Personnel and Affirmative Action at the University of Miami. He
edministers'a'comprehensive, three -campus personnel program for some
e-f 3,0bb full=time nonaculty employees a comprehensive employee
*benefits program for more than 6,000 faculty, staff and retirees; and
the Urtversity's affirmative action program. Prior to becoming'
Assistant' Vice President, he was Executive Director for Personnel
Affairs, and earlier served as Assistant to the Vice President for
Administration and Finance at the University of Miami.
Dr. Thomas, is a native Texan and a graduate of Texas College in
Tyler, Texas. He is a former Peace Corps Volunteer who served for two
years (1967-69) in Kenya, East Africa, using Swahili as a second
language. Recruited for a unique cross-cultural training program by.
the University of Massachusetts, he continuedhis;education by earning
'a'Masters of Education from that institution in 1971.
Dr. Thomas came to Miami in 1971 as a`member of a multi -ethnic cross-
cultural `teacher training team from the University of Massachusetts.
The team conducted four two-week.teacher training.;sessions for some
130 Dade County Public School teadhers during a difficult period in `
the County's desegregation efforts. He•later became a team leader-
(administrator) and teacher at North Miami Beach Senior High School.
In: 1972 Dr. Thomas joined the U.S. Office of .Education Southeast
Regional Drug Education Training and Resource Center located in Miami
and affiliated with the University of Miami's School of Medicine.
He became' Director of Training and eventually Acting Program Director
coordinating :training and development activities for seven states,
Puerto Rico and the Virgin Islands. In 1975 he entered the University
of Miami as-a.doctoral student and graduate assistant with the Florida
School Desegregation Consulting Center. In 1978 he earned the degree
of Doctor,of Education from the university of Miami.
Dr. Thomas,serves.:as.Vice President of_Miami Capital Development Inc.,
a loan packaging and lending; entity in the City of Miami; a member of
the Economic, Development Committee of the Metro -Miami Action Plan;,
board member of the South Florida 'Health Action Coalition Treasurer
of the Personne.l`Association of Greater Miami; and former board member
of ,the t''eadership'_;Miami Alumni'Association. He is a member of
numerous national associations: among which are the American.
Association of University Administrators, American Management
Association, American Society of Personnel Administrators, American
Association of Higher Education, and the College and University
!Personnel Association.
He is married to Dr. Sharon Thomas, Professor'of Psychology at Miami
Dade Community College, and they have two sons.

RECOMMENDATION
It'is respectfully, recommended that the City Commission appoint thirteen (13) members
to the; new Jobs and Education Partnership Regional Board, a public -private partnership
established by the Governor of the State of Florida.
BACKGROUND
Employment and training funding from the U.S. Department of Labor has been
administered since 1978 by the South Florida Employment and Training
Consortium (SFETC): The City of Miami is one of the five government jurisdictions
that make up the Consortium, which also includes Dade County, Monroe County,
.and the Cities of Hialeah,and Miami Beach.
Since the passage of the Job Training Partnership Act (JTPA) in 1982, this funding has
been administered in the local area by two boards, SFETC representing the local
governments and the Private Industry Council (PIC) of South Florida representing the
business community 'along with public sector agencies specified in the legislation
(education, organized. labor, community based organizations, the public employment'
service, the State agency that administers funds for public assistancerecipients, and the
State agency that oversees vocational rehabilitation for the disabled). Under the terms
of the Consortium Agreement among the five local governments, and the agreement:
between SFETC and the PIC, the administrative entity and grant recipient for this
funding:., is , SFETC. Under the terms of the - Consortium Agreement; the five
governments bear the financial liability for any. disallowed costs; the City of Miami
bears ":36% of the total- liability. Over the past 13 years 'since this JTPA
administrative structure has been in place, JTPA training and employment services
has been provided to approximately 16,000 people a year --mostly the hardest to
serve among the economically disadvantaged population. These services have been
provided through a subcontractual structure that provides services through a network of
community based organizations, educational institutions, and governmental units' such as
the City of Miami's Neighborhood Jobs Program. During these 13 years, the tightly
administered fiscal and programmatic systems of SFETC and its staff have insured than
there has been virtually no payback liability to the City of Miami or any of the
Consortium jurisdictions.
