Members DATE: "?R 15 lo96 FILE of the City Commission Authorization of Coastal sua�Ecr : Design Services for Virginia Key Renourishment Project Ces I For City Commission { FROM Clty REFERENCES: Meeting of 4/25/96 ENCLOSURES: Resolution RECOMMENDATION: It is respectfully recommended that the Commission adopt the attached Resolution to authorize the acquisition of professional coastal design and engineering services under an existing Metropolitan Dade County contract with Coastal Systems International, Inc., for the Virginia Key Beach Renourishment Project. The Resolution further authorizes the City. Manager to enter into an Agreement with Coastal Systems International, Inc., in the amount of $45,500 with up to $6,000 in reimbursable expenditures for a total contract cost not to exceed $51,500 for said services. The cost of this contract will be covered with funds to be allocated from the sale of surplus fill material from the Virginia Key disposal site. BACKGROUND: ,This legislation has been prepared by the Department of Community Planning and Revitalization. On July 13, 1995, the City of Miami Commission adopted Resolution No. 95-448 which ' authorized the City's participation in a cooperative project with the Florida Department of Environmental. Protection ("DEP") and the Dade County Department of Environmental Resources Management ("DERM"). The cooperative project consists of disposing of surplus fill material, in an amount' not to exceed 500,000 cubic yards, from the Bill Baggs/Cape:Florida State Park onto designated areas of City property on Virginia Key. Suitable beach quality fill material will be placed on the City's beach as arenourishment project ' and the balance of the fill will be placed in a general spoil disposal site to be I ocated at the north end of Virginia Key. In order to accomplish the proper placement of the fill, the City must have design documents prepared by a registered professional in coastal engineering and obtain permits from DEP and other regulatory agencies. Therefore, it is advantageous for the City to acquire the necessary professional coastal design and engineering services from DERM'S` consultant, Coastal Systems International, Inc. The cost to the City' in connection with the acquisition of coastal design and engineering services for the jig_,Virginia Key Beach Renourishment Project will not exceed $51,500, . ($45,500 for the rendering of professional services and up to $6,000 for reimbursable expenditures). 1
