A RESOLUTION AUTHORIZING THE
REALLOCATION OF $66,200 FROM THE
COMMERCIAL CODE COMPLIANCE PROJECT
NO. 799613 TO THE CITYWIDE COMMERCIAL
FACADE PROGRAM, PROJECT NO. 799602, TO
REHABILITATE BUSINESS PROPERTIES IN ALL
EIGHT (8) COMMUNITY DEVELOPMENT TARGET
AREAS, AND ALSO AUTHORIZING THE
ALLOCATION OF $22,400.00 FROM PROJECT NO.
799602 FOR THE REHABILITATION OF SIXTEEN
(16) BUSINESSES LOCATED IN THE
ALLAPATTAH AND EDISON/LITTLE RIVER
TARGET AREAS UNDER SAID FACADE
TREATMENT PROGRAM; ESTABLISHING THE
FUNDING MATCH FOR THE PROJECT AND
REQUIRING SUBMISSION OF DOCUMENTATION
PERTAI.NING TO THE PROJECT.
WHEREAS, The Comprehensive Citywide Commercial Rehabilitation Facade
Treatment Program (the "Program") was approved in the fourteenth 14th Year
Community Development Block Grant Application by Resolution No. 88-384; and
WHEREAS, the Program is designed to promote economic revitalization in the
neighborhoods of the City of Miami, and accordingly, is an important part of the City's
economic development strategy; and
WHEREAS, funds for the Program are allocated from Project No. 799602, up to
the amount specified; and

WHEREAS, due to the success of the Program, funds previously allocated have
been expended; and
WHEREAS, sixty-six throusand, two hundred dollars ($66,200) from the
Commercial Code Compliance Project, Project No. 799613, are eligible for reallocation
to the Commercial Facade Program, Project No. 799602, to rehabilitate business
properties in all eight (8) Community Development target areas; and
WHEREAS, the sixteen (16) business properties proposed for rehabilitation
j pursuant to the Program are located within the Allapattah and Edison/Little River target
areas; and
WHEREAS, eligibility for assistance under the Program is based upon a 70% to
30% match, with the City providing 70%, and the business or property owner providing
30% of the cost of rehabilitation, which shall not exceed the total amount of two
thousand dollars ($2,000.00) per participating business; and
WHEREAS, the properties to be rehabilitated have been reviewed by the City of
Miami NET, the Allapattah Business Development Authority, Inc. (ABDA), and the
Pierre Toussaint Haitian Catholic Center, Inc.
WHEREAS, Allapattah Business Development Authority, Inc. (ABDA) and the
Pierre Toussaint Haitian Catholic Center, Inc. have the necessary expertise and are
willing to provide the services necessary for the implementation of the Program and the
disbursement of funds allocated to the participating businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings set forth in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in
this Section.
Section 2. Sixty-six thousand, two hundred dollars ($66,200) from the
Commercial Code Compliance Project No. 799613, are hereby reallocated to the
Citywide Commercial Facade Treatment Program, Project No. 799602 to rehabilitate
business properties in all eight (8) community development target areas.
Section 3. Twenty-two thousand four hundred dollars ($22,400.00), from Project
No. 799602, are hereby allocated for the rehabilitation of sixteen (16) businesses
located in the Allapattah and Edison/Little River target areas under said Facade
Treatment Program.
Section 4. Financial assistance to be provided by the City under this Program
shall be based upon a 70% to 30% match, with the City contributing up to $1,400.00
per participating business and the business or property owner contributing up to
$600.00, not to exceed the total amount of $2,000.00.
Section 5. Upon completion of the rehabilitation program, ABDA and the Pierre
Toussaint Haitian Catholic Center, Inc. shall present to the City of Miami NET all
documentation and invoices generated by, or pertaining to, the project.

Section 6. This Resolution shall become effective immediately upon its
adoption.

Each of the above captioned enterprises would be allocated a maximum of two thousand dollars
($2,000.00), with the City of Miami contributing 70%, up to one thousand four hundred dollars
($1,400.00) and the business or property owner contributing 30%. up to six hundred dollars
1 ($600.00). The Allapattah Business Development Authority, Inc. and the Pierre Toussaint Haitian
Catholic Center, Inc. would assume responsibility for completion of all pertinent documentation,
and would forward such informatin to the City of Miami NET.
Therefore, per the aforementioned legislation, it is requested that the attached resolution be adopted.
