RESOLUTION NO. 9 (`) ~ 189
A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $15,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, IN SUPPORT OF THE ATHALIE RANGE
TRIBUTE, TO BE CONDUCTED BY DEAN SMITH AND
ASSOCIATES, INC. ON SUNDAY, MARCH 31, 1996,
AT THE GUSMAN CENTER FOR THE PERFORMING ARTS,
SAID ALLOCATION CONDITIONED UPON SAID EVENT'S
SPONSOR COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER OR HIS DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $15,000, in support
of the Athalie Range Tribute, to be conducted by Dean Smith and
Associates, Inc. on Sunday, March 31, 1996 at the Gusman Center
for the Performing Arts is hereby allocated from Special Programs
and Accounts, said allocation conditioned upon said event's
sponsor complying with all conditions and limitations as may be
prescribed by the City Manager or his designee.
Section 2. This Resolution shall become effective
immediately upon its adoption.

Dear Mayor Clark::
Thank: you for taking time out from your busy schedule to meet
with us. Enclosed is the information you requested regarding
the M. Atha'lie Range Gala, This event is scheduled for
Sunday, March 31 at 5:00 p.m,, and will be held at the Gusman
Center for the Performing Arts, 174 East Flagler St., Miami.
We are requesting a $25,000 donation from the City to help
defray expenses related to the event. We have enclosed a
copy of the budget for your convenience.
Checks should be made payable to the M. Athalie Range Tribute
and mailed to the address below. We greatly appreciate your

It is most appropriate for this Centennial year of the City
of Miami that Mrs. M. Athalie Range, one of the community's
most remarkable and valued citizens will be spotlighted at a
gala tribute honoring her and her contributions. On the
occasion of the B(J,th year of a successful life, "A Musical
Celebration of Life - A Tribute to M. Athalie Range," will
take place on Sunday, March 31, at 5:00 p.m., at the Gusman
Center for the Performing Arts, 174 East Flagler St., Miami.
In her eighty years, Mrs. Range has demonstrated
extraordinary natural leadership as a political and civic
activist on behalf of her community. She is an exemplary
professional businesswoman, parent, grandparent and great -
grand parent. She was the first African -American and the.
second woman ever elected to the Miami City Commission (and
reappointed at age 73 to fill an unexpired term). She has
won over 125 awards and honors. Equally remarkable is that
she built a successful business, Range Funeral Homes, into
one of the premier African -American businesses in the state,
not only through sound management but through her widely
recognized professional expertise as well. These
characteristics are a priceless living legacy to her family,
and the community -at -large.
The program will feature: Ashley Howard Wilkinson (bass), The
Melton Mustafa Orchestra, Mrs Maryel Epps, and other
performing artists. Dwight Lauderdale, News Anchor for WPLG-
TV, will be the Master of Ceremonies. Mr. Wilkinson, Ms.
Range's nephew, the 1995 winner of the Luciano Pavarotti
International Vocal Competition, has also been featured in
theatres across the U.S. and Europe. The Melton Mustafa
Orchestra is led by Mr. Mustafa who is the lead trumpeter,
developed his craft as player, composer and arranger in the
brass sections of the Duke Ellington and Count Basie bands.
Ms. Epps is an extraordinary, nationally heralded jazz/gospel
vocalist.
Proceeds from this event will benefit the Charles Bells
Memorial Foundation, which was established to address the
problems of youth crime in the community through scholarships
