RESOLUTION NO.
A RESOLUTION, APPROVING IN PRINCIPLE, THE
f DEVELOPMENT OF YOUTH EDUCATION IN SPORTS
("YES")/YOUTH EDUCATION TOWNS ("YET")
FACILITIES AT MOORE PARK AND GRAPELAND
HEIGHTS PARK ("FACILITIES") BY THE SOUTH
FLORIDA SUPER BOWL HOST COMMITTEE FOUNDATION,
i INC. ("FOUNDATION"); FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE A CONTRACT WITH THE
FOUNDATION TO TRANSFER SAID FACILITIES TO THE
CITY OF MIAMI, SUBJECT TO CERTAIN TERMS AND
CONDITIONS AND THE APPROVAL OF THE CITY
COMMISSION.
WHEREAS, the Youth Education in Sports ("YES")/Youth
Education Towns ("YET") Program is a concept first developed by
the National Football League ("NFL") to develop a program wherein
sports would be the attraction that brought at -risk youth into an
educational center where they could receive a broad range of
educational services; and
WHEREAS, the NFL committed to help develop a YET center in
each city that hosted a Super Bowl; and
WHEREAS, the South Florida Super Bowl XXIX Host Committee
("Host Committee") selected Gwen Cherry Park as the site for the
initial YET Center; and
WHEREAS, the Host Committee established the South Florida
Super Bowl Host Committee Foundation, Inc. ("Foundation") to
continue to work with the YET Center at Gwen Cherry Park; and

WHEREAS, the response to the YET Center has been so positive
that the Foundation is considering, if sufficient support can be
generated from private and public contributions to expand the YET
concept to facilities at Moore Park and Grapeland Heights Park;
and
WHEREAS, the City is committed to providing educational and
recreational opportunities for our youth and is desirous of
cooperating in a partnership with other private and public
entities to bring the contemplated YET centers in the City to

fruition; and
WHEREAS, the renovated Ashe-Buchholz Tennis Complex at Moore
Park will be named on March 23, 1996; and
I' WHEREAS, matching funding pledged by MSEA will expire by the
1 end of the fiscal year;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The development of Youth Education in Sports
(°YES°)/Youth Education Towns ("YET") facilities at Moore Park

and Grapeland Heights Park ("Facilities") by the South Florida
Super Bowl Host Committee Foundation, Inc. ("Foundation") is
I hereby approved in principle.

Section 3. The City Manager is hereby authorized to
negotiate a contract with the Foundation, subject to, but not
limited to, the following terms and conditions:
a. Upon completion of the Facilities, the
Foundation will transfer ownership of the
Facilities to the City, provided the City
commits to providing utilities, maintenance,
and security at the Facilities during the term
of the contract.
b. A variety of service providers will establish
uninterrupted educational, recreational, and
community services at the Facilities at their
sole costs and expense.
c. The aforementioned service providers will be
selected by a Citizens' Advisory Committee
which will include members of the Foundation,
the City, and representatives of the
community.
d. The Foundation and the Citizens' Advisory
Committee will be responsible for recommending
for City Commission approval, names for the
structures and areas within the Facilities;
however, the names of the parks will not
change.
e. The Citizen's Advisory Committee will also be
responsible for developing projects at the
Facilities in cooperation with the communities
where the Facilities are located, subject to
the approval of the Foundation and the City
Commission.
f. The contract between the City and the
Foundation and the contracts with the service
providers will be in a form acceptable to the
City Attorney and subject to approval by the
City Commission.
Section 4. This Resolution shall become effective
immediately upon its adoption.

THE YET/YES CONCEPT
The YET/YES Program is a new and exciting concept in our community.
The YET concept was first developed by the National Football in 1993 in
Los Angeles, California. The thinking behind YET was stimulated by the
Los Angeles civil disturbances that preceded Super Bowl XXVII (1993).
The National Football League (NFL) conceived that a local community, the
Super Bowl and the NFL could combine to develop a program wherein
sports would be the attraction that brought at risk youth into an
educational center where they could receive a broad range of educational
services. The NFL committed to help develop a YET Center in each Super
Bowl city.
The first YET Center was opened in a rehabilitated shopping center in the
Compton area of Los Angeles. It includes a state of the art computer
laboratory, library and education rooms. The second YET Center is under
development in the Atlanta area, an outgrowth of Super Bowl XXVIII
(1994). An information package from the NFL is enclosed.
THE SOUTH FLORIDA YET CENTER AT GWEN CHERRY
PARK
The South Florida Super Bowl XXIX Host Committee is the organization
that hosted Super Bowl XXIX, played January 29, 1995 at Joe Robbie
Stadium. The efforts of the Host Committee set a new national standard for
local communities.
One of the major initiatives of the Host Committee was the development of
a quality YET Center to serve at risk minority youth. Gwen Cherry Park
was selected for the initial YET Center. The YET Center at Gwen Cherry
Park will be a 20,000 square foot facility at an estimated cost of $2.9
million. It will consist of an air conditioned gymnasium, 11,000 square feet
of classroom and support space which will include a state of the art
computer center with 35 computers. A complete description of the facility
including renderings and press clippings is enclosed.
The Host Committee established the South Florida Super Bowl Host
Committee Foundation (Foundation) to continue the work with the YET
Center. The Foundation is the entity responsible for the construction of the
facility and for finalizing the programs to be provided. Information
concerning the Foundation is enclosed.

The groundbreaking for the YET Center at Gwen Cherry Park took place
on September 18, 1995. The Dwight Stephenson Construction Company
has been selected as the General Contractor for the project. Construction is
estimated to take 10-12 months, One of the major priorities on the project
is to utilize to the maximum extent possible African American and minority
contractors.
The operations and programming for the YET Center will occur through a
unique partnership of agencies and groups. The facility, once complete, will
be deeded to Metro Dade County. Dade County, through the Park &
Recreation Department, will be the coordinating agency for the Center and
has made a long term commitment to maintain the facility and provide
security, maintenance and utilities. Other Agencies, most notably the
United Way through the Boys and Girls Clubs, will be responsible for
recreational programming. Other local community groups will also have
use of the facility for programs. The Foundation Advisory Board has
developed a Request for Proposals (RFP) and is currently soliciting an
agency to take the lead in educational programming.

This unique project is designed for the Dade County Park
and Recreation Department and is partially funded by a
$1,000,000 grant obtained from the NFL. The prototype
is slated for construction by the end of 1995.
The 22,000 s.f. Youth Center will function as
a educational- recreational facility with a gymnasium that
has seating for 420 people, and a computer learning lab.

design of the park facility.
The facility, a regional community center, will provide
recreational and educational programs for local youth
