A RESOLUTION AUTHORIZING THE FUNDING OF THE
NATIONAL ORGANIZATION OF BLACK LAW
ENFORCEMENT EXECUTIVES ("NOBLE"), FLORIDA
CHAPTER, FIFTEENTH ANNUAL TRAINING
CONFERENCE, TO BE HELD MARCH 6-9, 1996, AT
THE CROWN PLAZA HOTEL, MIAMI, FLORIDA;
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT
TO EXCEED $4,600.00, FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NO. 690001, INDEX CODE
NO. 290966-940, SUCH EXPENDITURE HAVING BEEN
CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING
WITH FLORIDA STATE STATUTES, CHAPTER
932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes expenditure of forfeiture proceeds for law enforcement
purposes not considered normal operating expenses; and
WHEREAS, the National Organization of Black Law Enforcement
Executives, Florida, Chapter, will hold its Fifteenth Annual
Training Conference March 6-9, 1996, at the Crown Plaza Hotel in
Miami; and
WHEREAS, this years conference theme is "Community Oriented
Policing: Bridging the Gap"; and
WHEREAS, the conference will primarily focus on developing
strategies to strengthen the relationship between law enforcement
and the community; and
WHEREAS, the Miami Police Department is committed to the
strategies of community oriented policing; and

WHEREAS, the Miami Police Department supports those efforts
that foster innovative ideas, concepts or procedures that
accomplish these efforts; and
WHEREAS, funding for the contribution to this event has not
been included in the Police Department operating budget;
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statutes 932.7055, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding for the National Organization of
Black Law Enforcement Executives ("NOBLE"), Florida Chapter,
Fifteenth Annual Training Conference to be held March 6-9, 1996,
at the Crown Plaza Hotel, Miami, Florida, is hereby authorized,
with funds therefor hereby allocated from the Law Enforcement
Trust Fund, Project No. 690001, Index Code No. 290966-940, such
expenditure having been certified by the Chief of Police as
complying with Florida State Statutes, Chapter 932.7055, as
amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMEDATION:
It is respectfully recommended that a Resolution authorizing funding, in the amount of $4,600.00,
for the National Organization of Black Law Enforcement Executives' I5' Annual Training
Conference, be approved. Funding is to be provided from the Law Enforcement Trust Fund,
Project No. 690001, Index Code 290966-940.
BACKGROUND:
The National Organization of Black Law Enforcement Executives (NOBLE), Florida Chapter, will
hold its 15' Annual Training Conference on March 6-9, 1996, at the Crowne Plaza Hotel. This
year's theme is "Community Oriented Policing: Bridging the Gap." The Conference will focus on
developing strategies to strengthen the relationship between law enforcement and the community.
The agenda is designed to showcase successful programs and provide a forum to foster innovative
ideas, concepts and procedures.
