A RESOLUTION AUTHORIZING THE USE OF
METROPOLITAN DADE COUNTY FACILITIES FOR
EMISSION TESTING OF CITY OF MIAMI VEHICLES,
AT THE STATE OF FLORIDA ESTABLISHED RATE OF
$5 PER INTERGOVERNMENTAL AGENCY VEHICLE, FOR
A TOTAL COST OF $10,000; ALLOCATING FUNDS
THEREFOR FROM THE FISCAL YEAR '95-96
OPERATING BUDGET OF THE DEPARTMENT OF GENERAL
SERVICES AND SOLID WASTE, VEHICLE AND
EQUIPMENT ADMINISTRATION DIVISION, ACCOUNT
CODE NO. 420901-340, PROJECT CODE NO. 509000;
AUTHORIZING THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR SAID EMISSION
TESTING SERVICES ON AN AS NEEDED BASIS.
WHEREAS, the Department of General Services and Solid Waste
Vehicle and Equipment Administration Division, has no in-house
emission testing facility and depends on outside contractors at
$10 per vehicle to emission test its fleet of City vehicles; and

WHEREAS, Metropolitan Dade County has several in-house
operated emission testing facilities that provide emission
testing services to other Dade County municipalities at the State
of Florida mandated intergovernmental agency rate of $5 per
vehicle; and
WHEREAS, opening and operating a City of Miami in-house
emission testing facility is planned for the near future; and
WHEREAS, the use of Metropolitan Dade County emission
testing services is the most cost-effective option that the City

currently has to be in compliance with the State of Florida Clean
Air regulations; and
WHEREAS, the Vehicle and Equipment Administration Division
of the Department of General Services and Solid Waste recommends
that the City Commission approve the use of Metropolitan Dade
County emission testing facilities to emission test its fleet of
vehicles at a cost of $10,000; and
WHEREAS, funds for said testing are available from the
Fiscal Year '95-96 Operating Budget of the Department of General
Services and Solid Waste, Vehicle and Equipment Administration
Division, Account Code No. 420901-340, Project Code No. 509000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The use of Metropolitan Dade County
facilities for emission testing of City of Miami vehicles, at the
State of Florida. established rate of $5 per intergovernmental
agency vehicle, for a total cost of $10,000 is hereby authorized,
with funds therefor hereby allocated from the Fiscal Year '95-96
Operating Budget of the Department of General Services and Solid
Waste, Vehicle and Equipment Administration Division, Account
Code No. 420901-340, Project Code No. 509000.

Section 3. The Chief Procurement Officer is hereby
authorized to issue purchase orders for said emission testing
services on an as needed basis.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve
the attached resolution authorizing the use of Metropolitan Dade
County facilities for testing the emissions of City vehicles at
the State of Florida established rate of $5 per vehicle for a
total estimated amount for Fiscal Year 1995-1996 of $10,000.
BACKGROUND:
The Department of General Services Administration and Solid Waste
(GSA/SW), Vehicle and Equipment Administration (VEA) Division has
no in-house emission testing facility and depends on outside
contractors at $10 per vehicle to emission test its fleet of City
vehicles.
Metropolitan Dade County has several in-house operated emission
testing facilities that provide emission testing services to
other Dade County municipalities and State agencies operating
within Dade County, at the reduced State of Florida mandated
interagency rate of $5 per vehicle.
Opening and operating a City of Miami in-house emission testing
facility is planned for the near future. Meanwhile, the
Metropolitan Dade County emission testing service is the most
cost-effective option that the City currently has to be in
compliance with the State of Florida's "Clean Air" regulations.
Funds for these emission testing services are available from the
Department of General Services Administration and Solid Waste,
Vehicle and Equipment Administration Division, Fiscal Year 1995-
1996 Operating Budget, Account Code No. 420901-340, Project Code
No. 509000.

with the Department of Finance that funds are available for the
use of Metropolitan Dade County emission testing facilities to
emission test the City of Miami fleet of vehicles for Fiscal Year
1995-96 at an estimated amount of $10,000. Funding shall be
allocated from Account Code No. 420901-340, Project No. 509000.
