A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING
THE CITY MANAGER TO EXECUTE SUPPLEMENTAL
JOINT PARTICIPATION AGREEMENT NO. 2, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH THE
FLORIDA DEPARTMENT OF TRANSPORTATION, FOR
CONTINUED AND ADDITIONAL FUNDING ASSISTANCE
IN THE AMOUNT OF $352,500.00 FOR THE WATSON
ISLAND AIR TRANSPORTATION FACILITY, WITH THE
LOCAL MATCH OF AN EQUAL AMOUNT TO BE
IDENTIFIED PRIOR TO THE EXPENDITURE OF SAID
FUNDS.
WHEREAS, pursuant to Resolution No. 93-333 and subsequent
City Commission action, the City entered into a Joint
Participation Agreement, dated June 4, 1993, with the Florida
Department of Transportation ("FDOT") for funding assistance for
the development of an Air Transportation Facility (the
"Facility") on Watson Island; and
WHEREAS, as authorized pursuant to Resolution No. 93-564,
and funded through said Joint Participation Agreement, a Master
Plan Study for the Facility has been completed by Thompson
Consultants International; and
WHEREAS, as recommended in said Plan and with the
concurrence of FDOT and the City Manager, it is now appropriate
to prepare a feasibility study for the detailed operations of the
Facility and to commence design; and

WHEREAS, Supplemental Joint Participation Agreement No. 2
provides additional funds from FDOT in the amount of $352,500.00
for this phase of the project, with the required local match of
an equal dollar amount to be identified by the City prior to the
issuance of contracts for the services to be conducted;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized!/ to
execute Supplemental Joint Participation Agreement No. 2, in
substantially the attached form, with the Florida Department of
Transportation, for continued and additional funding assistance
in the amount of $352,500.00, for the Watson Island Air
Transportation Facility, with the local match of an equal amount
to be identified prior to the expenditure of said funds.
Section 3. This Resolution shall become effective
immediately upon its adoption.
!� The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

PUBLIC TRANSPORTATION SUPPLEMENTAL JOINT PARTICIPATION AGREEMENT
NO. 2
THIS AGREEMENT, made and entered into this day of 19 ,
by and between the STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION, an agency
of the State of Florida, hereinafter called the Department, and the CITY OF
MIAMI, hereinafter called the Agency.
WITNESSETH:
WHEREAS, the Department and the Agency heretofore on the 4th of June,
1993 entered into a Joint Participation Agreement; and
WHEREAS, the Agency desires to accomplish certain project items as
outlined in the Attachment "A" appended hereto; and
WHEREAS, the Department desires to participate in all eligible items for
this project as outlined in Attachment "A" for a total Department Share of
$363,000.
NOW, THEREFORE THIS INDENTURE WITNESSETH: that for and in consideration
of the mutual benefits to flow from each to the other, the parties hereto
agree that the above described Joint Participation Agreement is to be amended
and supplemented as follows:
1.00 Project Description:
Master Plan Study and Construct Air Transportation Services
Facility at Watson Island - Miami Florida.
2.00 Project cost:
Paragraph 3.00 of said Agreement is increased by $705,000 bringing the
revised total cost of the project to $ 915,000.
Paragraph 4.00 of said Agreement is increased by $352,500 bringing the
Department's revised share in the project to $363,000_.
3.00 Amended Exhibits:
Exhibit "B" of said Agreement is amended by Attachment "A".
4.00 Contract Time:
Paragraph 18.00 of said Agreement -is amended to extend contract time
until December 31, 1998 .

RECOMMENDATION :—
It is respectfully recommended that the City Commission adopt the attached
Resolution authorizing the City Manager to execute the attached Supplemental
Joint Participation Agreement No. 2 with the Florida Department of
Transportation("FDOT") for additional funding assistance in the amount of
$352,500 for the Watson island Air Transportation Facility (the "Facility").
BACKGROUND
The . Department of Community Planning and Revitalization, Development
Division, has administered the planning process for the development of the Air
Transportation Facility on Watson Island. To help with this project, the City
has entered into a Joint Participation Agreement, dated June 4, 1993, with
FDOT for funding assistance, as approved by Resolution No. 93-333. The first
phase of this project, the preparation of a Master Plan Study for the Facility,
has been completed by Thompson Consultants International. As recommended
in the Master Plan and with the concurrence of FDOT and the City Manager,
we would now like to have a feasibility study prepared for the detailed
operations of the Facility and then to commence design.
For this purpose, FDOT has made available an additional allocation in the
amount of $352,500, which is to be matched in an equal amount by the local
agency, the City, prior to the expenditure of the funds. Said matching funds
will be obtained from private operating and management entities that are part
of the Air Transportation Facility. The attached Supplemental Agreement is the
instrument for the distribution of these monies, and must be executed as soon
as possible to reserve the funding for this year.
