RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
EXPRESSING ITS OPPOSITION TO THE PROPOSED
IMMIGRATION REFORM ACT OF 1995, INTRODUCED IN
THE SENATE AS SENATE BILL S. 1394 AND
PROPOSED IMMIGRATION IN THE NATIONAL INTEREST
ACT, INTRODUCED IN THE HOUSE OF
REPRESENTATIVES AS HOUSE BILL H.R. 2202, AND
URGING THE UNITED STATES CONGRESS TO DEFEAT
SAID BILLS; FURTHER, DIRECTING THE CITY CLERK
TO TRANSMIT A COPY OF THE HEREIN RESOLUTION
TO THE MEMBERS OF THE FLORIDA DELEGATION TO
THE CONGRESS OF THE UNITED STATES.
WHEREAS, a proposed bill entitled "Immigration Reform Act of
199511, introduced as Senate Bill S. 1394, is presently before the
United States Senate and a modified version of said bill entitled
"Immigration in the National Interest Act", introduced as H.R.
2202, is before the United States House of Representatives; and
WHEREAS, the proposed legislation will produce adverse
economic consequences affecting residents of the City of Miami;
and
WHEREAS, the proposed legislation, by eliminating family -
sponsored preferences, will cause profound suffering among
divided families that will lose their last and only opportunity
for reunification; and
WHEREAS, the proposed legislation, by sharply reducing
immigrant classifications, family -sponsored preferences and
employment -based preferences; by increasing burdens on immigrants

Resolution No,
subject to labor certification and their employers and by
reducing the numerical limitations on immigrants, is intended to
curtail legal immigration under the guise of discouraging illegal
immigration or curing abuse; and
WHEREAS, the proposed legislation severely restricts visas
for foreign students, eliminates preference categories for
professors, researchers, doctors, artists, scientists and
athletes and severely limits, through exorbitant fees and
additional regulatory burdens, the ability of domestic and
multinational companies to sponsor specialized or uniquely
qualified foreign workers essential to these companies in order
to retain their competitive edge in the global marketplace; and
WHEREAS, the proposed bills, injudicious and unfair
restrictions will not protect the American worker but, instead,
will cripple small and medium-sized multinational firms which
cannot afford the increased costs which will result from these
regulations and will further harm the economic well-being of this
community and of South Florida as a whole through loss of jobs
and business opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby expresses
its opposition to the proposed Immigration Reform Act of 1995,

introduced in the Senate as Senate Bill S. 1394 and the proposed
Immigration in the National Interest Act, introduced in the House
of Representatives as House Bill H.R. 2202, and urges the United
States Congress to defeat said proposed Bills.
Section 3. The City Clerk is hereby directed to transmit
a copy of the herein Resolution to the members of the Florida
Delegation to the Congress of the United States.
Section 4. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 29th day of February , 1996.

Thank you for sending me a copy of the City of Miami Commissions Resolution
opposing H.R. 2202, the "Immigration in the National Interest
Act." I
completely
agree with the views expressed in the resolution.
I strongly opposed H.R. 2202 on the floor of the House. I found the bill to be
unfair and harmful to many law-abiding, hard-working Dade families. Unfortunately,
the majority of my colleagues did not agree with me, and the bill was passed by the
House of Representatives by a vote of 333 to 87.
Again, thank you for sending me a copy of the City of Miami Commission's
Resolution.
