Funding for this service is being provided by the U.S. Department of Housing and Urban Development from the fiscal year 1993 Housing Opportunities for Persons With AIDS (HOPWA) Grant Program. BACKGROUND: NET recommends that the City Commission adopt the attached resolution authorizing the City Manager to execute a contract amendment with Metropolitan Dade County's Department of Human Resources (Office of Community Services) in connection with the provision of utilities assistance to very low income individuals with HIV/AIDS or related diseases. On June 4, 1993, the City's Grant Agreement with U.S. HUD was executed. This event commenced the three (3) year time frame whereby the City must expend the $4,697,000 HOPWA Grant Program funds. Over the last two and a half years, the City has funded various nonprofit and governmental agencies to provide housing and related services to very low income persons with AIDS throughout the entire Dade County eligible metropolitan statistical area (EMSA). The funds for this award are the accumulation of the unused balances of the service contracts funded from the 1993 HOPWA Grant Program fiscal year. In order to utilize the entire 1993 HOPWA Grant awarded the City, the unused funds must be expended prior to June 4, 1996, otherwise U.S. HUD may recoup the unused funds. Awarding the unexpended balance of $12, 573.56 to Metropolitan Dade County's Department of Human Resources (Office of Community Services) will enable complete utilization via an amendment to an existing contract for utilities assistance with said agency. 0 - 96-- 93 Honorable Mayor and Members of the City Commission Page 2 It is the recommendation of the HOPWA Advisory Board and the City Administration that Metropolitan Dade County's Department of Human Resources (Office of Community Services) be awarded $12,573.56 to provide utilities assistance.
