HomeMy WebLinkAboutR-96-0087J-96-107 2/14/96 RESOLUTION NO. 9 6 — 8 7 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXTEND THE EXISTING AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE NATIONAL ORGANIZATION OF BLACK LAW ENFORCEMENT EXECUTIVES ("NOBLE"), FOR AN ADDITIONAL ONE-YEAR PERIOD; ALLOCATING FUNDS THEREFOR, IN THE AMOUNT OF $34,300.60, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, Resolution No. 93-255, adopted April 15, 1993, authorized the City Manager to enter into a professional services agreement with the National Organization of Black Law Enforcement Executives ("NOBLE") to provide training in cultural, ethnic, age, orientation, and disability -related topics to the sworn personnel of the Miami Police Department; and WHEREAS, said Agreement will expire in February, 1996; and WHEREAS, additional training classes are needed so that all sworn personnel may have an opportunity to attend the training; and WHEREAS, funds to cover the necessary expenses required for the above listed training have not been included in the Police Department's normal operating budget; and CITY COMMISSION MEETING OF FEB 2 9 1996 Resolution No. 96- 8! u1t i WHEREAS, funds to cover the necessary cost required for this program are available from the Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has certified that the proposed expenditure complies with Florida State Statute 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized' to extend the existing Agreement, in a form acceptable to the City Attorney, NOBLE for an additional one-year period, with funds therefor hereby allocated, in the amount of $34,300.60, from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290948-270, such expenditures having been certified by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055, as amended. Section 3. This Resolution shall become effective immediately upon its adoption. 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2- 96- 87 PASSED AND ADOPTED this 29th day of Febraury , 1996. Funding is to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290948--270. BACKGROUND: Resolution No. 93-255, adopted on April 15th, 1993, authorized the City Manager to enter into a Professional Service Agreement with NOBLE to provide training in cultural, ethnic, age, orientation and disability related topics for sworn personnel of the Miami Police Department. This agreement will expire in February of 1996. The training has proven beneficial to the personnel of the Police Department. All sworn personnel have not had an opportunity to attend the training sessions; therefore, the Police Department requires an additional eight (8) three-day training sessions. ys- 87 1 AFFIDAVIT STATE OF FLORIDA: SS COUNTY OF DADE : Before me this day personally appeared Donald H.
