RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FUNDING OF THE
PRODUCTION ENTITLED, "BURNING DREAMS", IN
CONJUNCTION WITH THE COCONUT GROVE PLAYHOUSE,
IN AN AMOUNT NOT TO EXCEED $100,000;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, SUCH EXPENDITURE
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS COMPLYING WITH FLORIDA STATE STATUTES,
CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, a large number of students from the city of Miami
and Dade County areas have experienced disruption in their lives

j due to crime and domestic violence; and
1 WHEREAS, young people are challenged by their culture,

environment and family situation which can lead them to solve
i
i problems through violence, substances abuse or crime; and
WHEREAS, the theater is an effective medium for the
transmission to information to students regarding critical issues
related to crime and domestic violence; and

WHEREAS, four prior productions, "Going for the Win,"
"Agape", "BX Blues", and "Breaking the Cycle" were highly
successful and were presented to over 200,000 students; and
WHEREAS, the Coconut Grove Playhouse has proposed the
production of a fifth play to be presented in area schools; and
WHEREAS, the cast members will be trained in the area of
counseling and will conduct post performance discussions; and
WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.7055, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this production are available in the City of Miami Law
Enforcement Trust Fund;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
iSection 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding for the production entitled, "Burning
Dreams", in conjunction with the Coconut Grove Playhouse, in an
amount not to exceed $100,000, is hereby authorized, with funds
therefor hereby allocated from The Law Enforcement Trust Fund,
Project No. 690001, Index Code 029002-247, such expenditure

Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 25th day of January, 1996.
