The deadline for submitting said applications was January 5,1996. Six appointments are needed as follows: • Osvaldo A. Moran (alternate member whose term expired December 31, 1995) was nominated by former Commissioner De Yurre. Therefore, the nomination for appointment needed to fill this seat currently held by Mr. Moran is to be made by Commissioner Caroilo. • Humberto Hernandez (whose term will expire December •31, 1997) resigned effective Commissioner Group II taking office in November 1995. Mr. Hernandez was nominated by Commissioner Dawkins. • Arsenio Milian (whose term expired December 31, 1995) was nominated by former Mayor Suarez. Therefore, the nomination needed to fill the seat currently held by Mr. Milian is to be made by Mayor Clark. • Lorenzo Lorenzo-Luaces (whose term will expire on December 31, 1996) was removed from the board due to excessive absences. Appointees shall be persons in a position to represent the public interest, and no person shall be appointed having personal or private interests likely to conflict with the public interest. No person shall be appointed who has any interest in the profits or emoluments of any contract, job, work, or service for the city. No person shall be appointed who holds any elective office or is employed in a full-time capacity by any governmental authority in the county or the city. Before -making any appointment, the city commission shall determine that the person so appointed satisfies the requirements of sections 2-301 (Conflicts of Interest) et seq., and no person shall be confirmed in appointment who has not filed the statement required by section 2-305 (List of real estate owned - Required of certain officials). In addition, the code of ethics of Metropolitan Dade County shall apply to members and alternate members of the planning advisory board and of the zoning board.
