Home My WebLink AboutR-96-0056J-96-93 1/25/96 RESOLUTION NO. 9 5 - 5 6 A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING THAT AN EMERGENCY NEED EXISTED, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND ACCEPTING THE INFORMAL BID OF CHISHOLM BROTHERS, INC., FOR THE REPLACEMENT OF THE ROOF AND ROOF MOUNTED AIR CONDITIONING EQUIPMENT AT THE SOLID WASTE BUILDING, IN THE AMOUNT OF $62,164.00, FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION/SOLID WASTE; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT PROGRAM, PROJECT NO.,311018, INDEX CODE 429402-670. WHEREAS, the City Manager determined that an emergency need existed for the replacement of the roof and roof mounted air conditioning equipment at the Solid Waste building; and WHEREAS, the deteriorated condition of the roof and air conditioning equipment was magnified by the thunder storms and heavy rains we experienced in June which resulted in additional damage to the building's ceiling and interior walls and floors, and air conditioning failures were frequent; and i WHEREAS, the City Manager waived the requirements for the i formal competitive bidding process and used informal quotes from three (3) firms; and 19 WHEREAS, the replacement of the roof and air conditioning equipment was accomplished by Chisholm Brothers, Inc., a Dade County minority vendor, and the lowest bidder for the project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, ratifying, approving and confirming the City Manager's finding that a valid emergency need existed, waiving the requirements for competitive sealed bids, and accepting the informal bid of Chisholm Brothers, Inc., for the replacement of the roof and roof mounted air conditioning equipment at the Solid Waste building, in the amount of $62,164.00, for the Department of General Services Administration/Solid Waste, with funds therefor hereby allocated +; from the Capital Improvement Program, Project No. 311018, Index 1-' i Code No. 429402-670. shall become effective 96- 25TH day of January 1996. Chisholm Brothers, Inc., located at 1875 NE 168 Street, North Miami Beach, FL 33162, provided the lowest responsible and responsive quote at a total cost of. $58, 250.00. BACKGROUND The Department of General Services Administration and Solid Waste, Solid Waste Division, needed to have its roof and roof -mounted air conditioning equipment replaced because they were worn beyond the point wherein repair would have been financially feasible. With concern for the safety and well-being of the employees at the building and to limit further damage, the department solicited three (3) quotes for presentation at the July City Commission meeting, however the item was not acted upon. The deteriorated condition of the roof and air conditioning equipment was magnified by the thunder storms and heavy rains experienced in June which resulted in additional damage to the building's interior ceiling and walls and floors. Air conditioning failures were frequent and working conditions became unacceptable as a result. The nature of the emergency was the deteriorating condition of the roof and air-conditioning at the Solid Waste building. Additionally, it was not feasible to replace the roof without also doing the same with the roof -mounted air-conditioning equipment because they were partially responsible for the deterioration to the -roof and were worn beyond a reasonable cost of repair. As you are aware, we previously secured quotes from three vendors for the purpose of obtaining City Commission approval at the July 13th City Commission Meeting. However, the item was pulled and rainy weather conditions made it impossible to delay these replacements. Chisholm was the lowest, responsive bidder and your emergency action awarded the job.
