A RESOLUTION AUTHORIZING AN INCREASE IN THE AMOUNT NOT TO EXCEED $5,346.96 IN THE CONTRACT BETWEEN THE CITY OF MIAMI, FLORIDA, AND R. L. SAUM CONSTRUCTION CO., AUTHORIZED BY RESOLUTION NO. 95-541, FROM $1,059,374.45 TO $1,064,721.41, FOR THE ORANGE BOWL MODERNIZATION PH. III SUPERBLOCK DEVELOPMENT - NORTH, PROJECT B-62431 ALLOCATING FUNDS THEREFOR AS PREVIOUSLY APPROPRIATED BY ORDINANCE NO. 11205, AS AMENDED, FROM CAPITAL IMPROVEMENT PROJECT NO. 404240. WHEREAS, there exists a contract between the City of Miami, Florida and R. L. Saum Construction Co. for the construction of Orange Bowl Modernization Ph. III Superblock Development - North, Project B-6243, with allocated funds as amended in Capital Improvement Project No. 404240; and WHEREAS, an increase in the contract not to exceed $5,346.96 is required to cover, the cost of extra work required for elevation correction to assist in water dissipation; and f WHEREAS, the Director of Public Works, the Coordinator of i Capital Improvement and the City Manager recommend the increase in contract to cover the additional costs; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY, OF MIAMI, FLORIDA: I' }i r Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The contract between the City of Miami, Florida and R. L. Saum Construction Co., for the construction of Orange Bowl Modernization Ph. III Superblock Development - North, Project B-6243, is hereby increased in an amount not to exceed $5,346.96, from $1,059,374.45 to $1,064,721.41, with funds for the increase to be provided from Capital Improvement Project No. 404240. III SUPERBLOCK DEVELOPMENT REFERENCES : NORTH INCREASE IN CONTRACT ENCLOSURES: I RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing an increase in the contract between R. L. Saum Construction Co. and the City of Miami for Orange Bowl Modernization Phase III, Superblock Development - North, Project B-6243, in the amount of,$5,346.96. BACKGROUND `.r'he City Commission, at its meeting of July 13, 1-095, adopted Resolution No. 95-541 authorizing a contract, under CIP Project Na. 4.04240, with R. L. .Saum. Const. Co. for the construction of Orange Bowl Modernization Ph. III Superblock Development -North, i.n the amount of $1,059,374.45. The contract amount included a construction contingency (i.e., cash allowance). The contingency monies have been exhausted and additional funds are needed to pay for elevation corrections to assist in water dissipation. P 0 1 WHEREAS, the City of Miami is committed to the University of Miami to develop a "campus -like" setting for the site around the Orange Bowl Stadium prior to the 1995 football season; and WHEREAS, Urban Architects, Inc., acting as the Consultafits fortheOrange Bowl, were directed to prepare a Master Plan for the site improvements of the Stadium as well as an estimated construction cost to develop the project in several phases; and WHEREAS, based upon the conceptual design prepared by Urban Architects, Inc., the Department of Public Works prepared the construction plans for the phase to be built in 1995; and CIi'Y cobMSSION )0ErJTG OP J U L 13 1995 Resolution N 95- 1 96- 47 3 r I P 0 2 WHEREAS, because of the time restrictions imposed by the beginning of the 1995 football season, the 1995 project was split into two parts; The first part includes the actual .site work improvements, and the second part includes th6 purchase of goods that are to be fabricated by the manufacturer and installed on 1 site; and WHEREAS, on May 17, 1995, the Department of public Works solicited bids for the project named "Orange Bowl Modernization Phase III,. Superblock Development North, B-6243", for the i construction of the site improvements; and WHBRRAS, sealed bids were received on June 6, 1995 for the i "Orange Bowl Modernization Phase 111, Superblock Development - North, B-6243; and WHEREAS, the City Manager and the Director of the Department of Public Works recommended that the bid from R. L. Scum Construction Co. be accepted as the lowest responsible and responsive bid; and WHEIZW , the City Manager directed the Public Works Department to purchase on an emergency basis, several specialty items that are to be fabricated to order so they may fit :the specific requirements of the design; and WHEREAS, the following goods and services were contracted to the listed suppliers, on an emergency basis: R.
