RESOLUTION NO. J 4
A RESOLUTION APPROVING THE FUNDING OF
METROPOLITAN DADE COUNTY SPECIAL HOUSING
PROGRAMS DEPARTMENT, METROPOLITAN DADE COUNTY
DEPARTMENT OF HUMAN RESOURCES OFFICE OF
COMMUNITY SERVICES, CHRISTIAN COMMUNITY SERVICE
AGENCY, AND ECONOMIC OPPORTUNITY FAMILY HEALTH
CENTER AS HEREIN SPECIFIED FOR THE PURPOSE OF
PROVIDING ASSISTANCE TO PERSONS WITH HIV/AIDS
AND/OR RELATED DISEASES; ALLOCATING FUNDS
THEREFOR FROM THE 1995 HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS ("HOPWA") PROGRAM GRANT;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM.
WHEREAS, the Housing Opportunities for Persons With Aids (HOPWA)
Program was created under the AIDS Housing Opportunity Act, and revised under the
Housing and Community Development Act of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act
of 1992 stipulates that the city, being the most populous unit of general local government
in an eligible metropolitan statistical area (EMSA), not including county government,
must be the applicant for the Grant and be allocated the related funding; and
WHEREAS, in March of 1995, the City of Miami applied for $7,906,000 of 1995

HOPWA Grant funding, on behalf of the EMSA, which includes Dade County, and the
cities of Hialeah and Miami Beach; and

WHEREAS, in October 1995, the City was notified by U.S. HUD that due to the
recission of $15,000,000 of program appropriations, our EMSA's 1995 HOPWA amount
was reduced to $7,268,000; and
WHEREAS, in November 1995, the 1995 HOPWA Advisory Board (HAB),
which consists of representatives of Dade County, the cities of Hialeah and Miami Beach,
Metro -Dade County HIV Health Services Planning Council, South Florida AIDS
Network, Stanley C. Myers Community Medical Ceniar, Christian Community Service
Agency, Economic Opportunity Family Health Center, the People With AIDS Coalition,
and includes three persons living with AIDS, has agreed and recommended funding the
agencies as stated in Section 2 of this resolution; and
WHEREAS, the 1995 HOPWA Selection Committee has recommended funding
the agencies as stated in Section 2 of this resolution; and
WHEREAS, the City Administration recommends that the agencies, as stated in
Section 2 of this resolution, be awarded the related funding to provide housing and related
services to low income persons living with AIDS throughout the Dade County geographic
area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.

Section 2, The City Commission hereby approves the following agencies for
funding, in the amounts listed below, for the provision of housing related services to
persons with HIV/AIDS, and/or related diseases, and to disburse 1995 HOPWA funds
therefor:

Section 3. The City Manager is hereby authorized' to execute the necessary
documents, in a form acceptable to the City Attorney, with the hereinabove service

providers to implement said Program.
Section 4. This approval shall be retroactive to November 16, 1995, because of
the urgent need to provide these services to persons living with HIV/AIDS throughout the
Dade County geographic area.
The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.

Section 5. This Resolution shall become effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to execute
individual contractual agreements with Metropolitan Dade County's
Special Housing Programs Department, Metropolitan Dade County's
Department of Human Resources (Office of Community Services),
Christian Community Service Agency, and Economic Oppcartunity
Family Health Center for the provision of housing and housing
related services for individuals with HIV/AIDS or related
diseases. The attached resolution further directs the City
Manager to disburse funding in the amounts stated in Section 2 of
the attached resolution. Funding for these service contracts is
being provided by the U.S. Department of Housing and Urban
Development from the fiscal year 1995 Housing Opportunities for
Persons with AIDS (HOPWA) Program.
BACKGROUND:
NET, recommends that the City Commission adopt the a-etached
resolution authorizing the City Manager to execute individual
contractual Agreements with Metropolitan Dade County's Special
Housing Programs Department, Metropolitan Dade County's Depart-
ment of Human Resources (Office of Community Services) in con-
nection with the provision of housing and housing related
services for individuals with HIV/AIDS or related diseases.
Further, Section 2 of the attached resolution directs the City
Manager to disburse funding in the amounts stated therein.
In March of 1995, the City of Miami, on behalf of Metropolitan
Dade County and the cities of Hialeah and Miami Beach, applied
for $7,906,000 in Housing Opportunities for Persons With 'AIDS
(HOPWA) Program funding from U.S. HUD. In October of 1995, the
City was notified by U.S HUD that its application for 1995 HOPWA
Program funding had been approved; however, because of a federal
budget amendment/recission to the fiscal year budget, the City's
award was decreased from $7,906,000 to $7,268,000.

At the March 9, 1995 City Commission meeting, the City Commission
through Resolution 95-179, authorized the City Manager to accept
the 1995 HOPWA Grant from U.S. HUD and to execute the necessary
implementing agreements, in a form acceptable to the City
Attorney, and subject to applicable City Code provisions.
In August of 1995, the City issued an application to provide
utilities assistance. The 1995 HOPWA Selection Committee evaluat-
ed the responses to the application, and recommends that Economic
Opportunity Family Health Center and Dade County's Dept. of Human
Resources'(Office of Community Services) be awarded $212,500 each
to provide utilities assistance..
At the November 1, 1995 HOPWA Advisory Board (HA.B) meeting, the
HAB unanimously recommended that Metropolitan Dade County's Spe-
cial Housing Programs Department be funded to provide U.S. HUD
required housing quality standards inspections; Metropolitan Dade
County's Department of Human Resources (Office of Community Ser-
vices) be funded to provide short term housing assistance; Chris-
tian Community Service Agency be funded to provide long term,
provider based housing assistance; and Economic Opportunity Fami-
ly Health Center be funded to provide long term, client based
housing assistance to very low income persons living with HIV/
AIDS and related diseases in connection with the 1995 HOPWA
Program.
Based on the recommendations of the HOPWA Advisory Board and the
HOPWA Selection Committee, NET recommends the following local
area AIDS service providers for funding in the amounts listed
below in connection with the implementation of the 1995 HOPWA
Program:

HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM
METROPOLITAN DADE COUNTY'S
SPECIAL HOUSING PROGRAMS DEPARTMENT
SCOPE OF SERVICES
Goal: 1. To perform approximately 2100 U.S. HUD required housing
.quality standards inspections in connection with the
1995 HOPWA long term housing assistance program. This
is projected to service 525 clients, with 4 inspections
each.
METROPOLITAN DADE COUNTY'S
DEPARTMENT OF HUMAN RESOURCES (OFFICE OF COMMUNITY SERVICES)
SCOPE OF SERVICES
Goal: 1. To provide financial assistance for approximately 268
.households, having at least one member with AIDS, with
short term housing financial assistance, for up to 21
weeks / 5 months, including arrearages.
Goal: 2. To provide financial assistance for approximately 400
households, having at least one member with AIDS, with
utilites assistance.
CHRISTIAN COMMUNITY SERVICE AGENCY
SCOPE OF SERVICES
Goal: 1. To provide 12 months of rental assistance to
approximately 70 households which have at least one
member with AIDS. Further, mandating that all assisted
persons living with AIDS have a case manager, either
provided by Christian Community Service Agency or
another agency, in order to assure that all clients
assisted by HOPWA are advised of and referred to
agencies providing services to which the clients may be
entitled or may be available to them. Clients shall be
assisted with their housing alternatives.

SCOPE OF SERVICES
Goal: 1. To provide 12 months of rental assistance to
