There are two vacancies presently existing on the Waterfront Advisory Board. Percy R. Aguila,
Jr., nominated by Vice Mayor Gort, has been absent from three (3) consecutive meetings
within one calendar year (1995).
City of Miami Code Section 2-430, entitled "Attendance requirement," reads as follows:
"Notwithstanding any other provision of this Code, any board member shall
be automatically removed if, in a givencalendar year; (1) he or she is absent
from three (3) consecutive meetings; (ii) if he or she is absent from four (4) of
the boards meetings; (iii) provided that regardless of their compliance with
subsection (i) and (ii) hereinabove, members must attend at least 50 percent
of all the board meetings held during a calendar year. A member of a city
board shall be deemed absent from a meeting when he or she is not present
at the meeting at least seventy-five (75) percent of its duration. The
provisions of this section may be waived by a four -fifths (4/5) vote of the
members of the full city commission."
James Hardie Davis, who was nominated by Commissioner Dawkins and appointed by the
Commission as a member of the Waterfront Advisory Board, has submitted a letter of
resignation (copy attached).
By copy of this memorandum, we are requesting that the Agenda Office place this issue on the
January 25, 1996 Commission agenda for consideration by the Ci Commission. For your
information, attached please find a copy of the current membership o said Board.

I am the newly -elected chairman of the Waterfront Advisory Board and would appreciate your
assistance.
I would appreciate the re -appointment of Messrs. R. Cai Svendsen and Stuart Sorg who were ap-
pointees of Mr. Victor DeYurre. These are valuable members of the Board who bring significant
knowledge and expertise.
Since we are in a reorganization phase, I would be most appreciative if no new members are ap-
pointed for the next month or two until we can get ourselves better organized. For your informa-
tion, Mr. Dawkins has 2 appointees available as does Mr. Corollo, Mr. Plummer has one ap-
pointee available.
Your assistance by re -appointing Messrs. Svendson and Sorg and deferring additional ap,.-.4"tees

I would like to take this opportunity to introduce myself and the current members of the Waterfront
dvisory Board. I am the newly elected chairman. Before Rev. Davis' resignation. I was the vice
chairman. Our members are: Capt. Dario Pedrajo, Capt. Bob Lewis, Messrs. John Brennan. Percy Aguila.
Cai �vk:ndsen and Stuart Sorg. Harry Horgan is an alternate member.
t m ,ncct are the second Tuesday of each month and I would invite each of you to attend to show your

We lead a very interesting meeting on November 13, 1995 and I would like to summarize some of the high
points for you:
i • Because of the deteriorating condition of the Viirick Gym, Hang Horgan was appointed to meet with
the appropriate people in the City management to determine what the plans are for the Gym's
reconstn-iction and its time table. Harry will be monitoring this effort and reporting back to the board
on---o-aoino developments.
• Because of the on -gong security issues relating to the waterfront, especially in the Dinner Key area,
Stuart Sorg was appointed to work with Capt. Serig of the police department to review what can be
done to improve security and to achieve more effective police protection for this area of the waterfront.
• `Comax:mi-,c citizen awareness of this board's activities, Raul de la Torre and I will review the list of
organira; ! , to whom our agenda is mailed.
I hope tcr-hav•e the opportunity of meeting with each of you before our next meeting. Our objective is to be
responsive to the City Commission and would invite your input as to those issues where you fecal we might
