BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Foe REFERENCES: City Clerk ENCLOSURES: The Performing Arts Center Trust (PACT) presently has two members from the City of Miami whose terms expire on December 31, 1995, Said seats are currently filled by Commissioner J.L. Plummer, Jr. and former Commissioner Victor De Yurre. Your appointments to PACT must be made from a slate of nominees provided by PACT"s Nominating Committee (see attached section 6.6 of the Articles of Incorporation of PACT). By copy of this memorandum, we are requesting the Agenda Office to place this issue on the January 25, 1996 Commission agenda. PACT has submitted a slate of three nominees for the seat currently held by Commissioner Plummer. One member should be chosen from the following slate: (1) William Bayer, (2) Donald F. Benjamin, or (3y Commissioner J.L. Plummer, Jr. Attached are copies of each nominee's resume. We respectfully request the Commission to select the name of one additional individual to serve on the PACT for the seat currently held by former Commissioner Victor De Yurre. Our office will then submit said name to PACT for their Nominating Committee to consider. Any person who is a qualified elector residing in Dade County may serve. The membership requirements of the PACT call for board members to be representative of the community, reflecting the racial, ethnic, geographical and cultural composition of the community. PACT requests nominations to include a brief resume giving biographical data, past and present interest in cultural activities, and reason for nomination. Plummer, Jr., a Miami City Commissioner since October 1970, comes from a family where dedication to public service is an honored tradition. Plummer's brother, Larry was a Florida State Senator from District 39. His late father, J.L. Plummer, Sr., served as a member of the Dade County School Board. j Plummer, born December 3, 1936, is a fifth generation Floridian. After graduating from Miami Senior High School in 1953, he went to the Cincinnati College of Mortuary Science. In 1957, at age 21, Plummer became the youngest person in the State of Florida to receive a funeral director's license. A long time resident of Coconut Grove, Plummer has two children, Dawn Marie, born in 1966, and Joan Lorraine, born in 1973. He is a member of the Gesu Catholic Church. His hobbies include motorcycling and boating. j Plummer began his life-long dedication to public service by serving on the City of Miami Planning and Zoning Board from July, 1966, until his appointment to the Miami City Commission in October, 1970. His fellow commissioners elected him Vice - Mayor in December of that year, and in November, of 1971 he was elected to his first full four-year term on the Miami City Commission. He was re-elected in 1975, 1979, 1983, 1987 and 1991. In 1987, 65 % of the voters supported him in the election, while 80.1 % supported him in 1991. At the end of this current term he will have continuously served the City of Miami for 30 years. J.L. Plummer is actively involved in a variety of groups. He is presently serving as Chairman of the City's International Trade Board, Chairman of the Bayfront Park Management Trust and Chairman for the Miami Centennial Executive Committee. He is an Advisory Board Member of the American Automobile Association and Advisory Committee member and Vice Chairman for the State of Florida Highway Safety and Motor Vehicles. He is also a board member and past Treasurer of the Theodore R. Gibson Memorial Fund. Plummer is affiliated with the American and Florida Funeral Directors Association and he is a member of the Knights of Columbus, Key Wester Club, Southwest Kiwanis Club, Syrian -Lebanese American Club, Manatee Bay Club, Fraternal Order of Police Associates, City of Miami Ecology and Environment Committee, the Board of Director Sister Cities International, Dade County Citizens Safe f Council, Dade County Criminal Justice Council, University of Miami/Jackson Memorial Hospital Burs Center and the Hispanic Heritage Council. In the past Plummer has served as Chairman of the Downtown Development Authority and the Miami Sports and Exhibition Authority. In March 1987, Plummer was 1 appointed by former Governor Bob Graham to the Growth Directors of the Mercy Outpatient Center and 'to the South Florida Regional Planning Council and Greater Miami Drug Abuse Council in January and April of 1987, respectively. He is a past 17 96- 34 d' president of the Dade League of Cities, Florida League of Cities (and presently the senior member of the board), past chairman of the Super Bowl Committee, past general chairman of the Budweiser Unlimited Hydroplane Regatta and was actively involved in the success of the Miami Grand Prix. As a member of several local and state-wide service and civic organizations, Plummer was the originating Chairman of the South Florida Elks Crippled Children's Clinic and served as the youngest Exalted Ruler in the Miami Elks Lodge 948's sixty-eight year history. Plummer has long been an advocate of one-on-one diplomacy. He believes that individual people are the basis of our political system; and the means of promoting local, state, national and international communication and understanding. 18 96- 34 r� Performing Arts Center Trust (Nominations Process Excerpt from the Performing Arts Center Trust Articles of Incorporation 6.6. Nominating Committee Ae Nominating Committee shall consist of five voting members of the Corporation. At least thirty days prior to each annual meeting of the Corporation, and as frequently as is necessary to fill vacancies in unexpired terms of Directors, the Nominating Committee shall prepare and submit to the Board of County Commissioners and to the appropriate City Commissions or to the School Board a slate of nominees for the election of Director& Other candidates whose consent has been obtained may be placed in nomination for expired terms by the written petition of any five voting members of the Corporation. Any such petition shall be filed with the Secretary at least fi8een days prior to the annual meeting and shall be announced with the Nominating Committee's slate to the Board of County Commissioners. For each vacancy the Nominating Committee shall submit the names of three nominees. The Board of County Commissioners, and each City Commission and the School Board will select one Director from the three names submitted by the Nominating Committee or other names duly submitted by petition.
