HomeMy WebLinkAboutR-96-0008J-96-46 1/8/96 9 6 - 8 RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY ATTORNEY TO ENGAGE THE LAW FIRM OF HOLLAND & KNIGHT AND THE MINORITY FIRM OF STEVEN E. BULLOCK TO PROVIDE BOND COUNSEL SERVICES FOR THE FINANCING OF THE OFF-STREET PARKING DEPARTMENT'S CONSTRUCTION OF A PARKING GARAGE, TO BE LOCATED AT 710 N.W. 20TH STREET, MIAMI, FLORIDA, AND THE RELATED REAL ESTATE TRANSACTION; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $45,000, PLUS EXPENSES, IN AN AMOUNT NOT TO EXCEED $5,000, FROM BOND SALE PROCEEDS. WHEREAS, the Department of Off -Street Parking of the City of Miami has determined that it would be in its best interests to construct a parking garage at 710 N.W. 20 Street, Miami, Florida, to provide parking for the Lindsey Hopkins Technical Education Center; and WHEREAS, the Board of the Department of Off -Street Parking's selection and engagement of qualified bond counsel, is subject to concurrence by the City Attorney, and approval of the City Commission; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The engagement, by the City Attorney, of the law firm of Holland & Knight and the minority firm of Steven E. Bullock for the provision of bond counsel services in connection with the financing of the Off -Street Parking Department's construction of a parking garage to be located at 710 N.W. 20th Street, Miami, Florida, and related real estate transaction, is hereby authorized, with funds therefor hereby allocated, in an amount not to exceed $45,000, plus expenses in an amount not to exceed $5,000, from bond sale proceeds. Recommendation SUBJECT : Engagement of Bond Counsel/DOSP REFERENCES: For City Commission Meeting of 1/25/96 ENCLOSURES: It is recommended that the attached Resolution engaging the law firm of Holland & Knight and the minority firm of Steven B. Bullock to provide bond counsel services in connection with the financing of the Off -Street Parking Department's construction of a parking garage and related real estate transaction be approved by the City Commission. Background. The Department of Off -Street Parking (DOSP) is in discussion with Dade County Public Schools (DCPS) regarding construction of a 879-space parking garage at 710 N.W. 20 Street to serve the parking needs at the Lindsey Hopkins Technical Education Center. The scenario contemplated involves financing, construction and operation of the garage by DOSP on land owned by the School Board pursuant to a long term lease agreement, With DCPS paying the annual debt service on the bonds, as well as an annual operating fee. In order to proceed with contract negotiations between DOSP and DCPS, it is necessary to engage bond counsel services. Fees for said services shall not exceed $45,000, plus expenses in an amount not to exceed $5,000. csk CK:DocumcnQ 96-
